Book excerpt: The agricultural and rural crisis besetting Africa is the result of both policy failures and inadequacies and the product of structural rigidities inhibiting access to and control of vital resources. The challenge of leadership in the agricultural sector is how to design and implement policies which would help induce growth and development in this sector. It is against this background that the Africa Leadership Forum convened in Ota, Ogun State, Nigeria in July of 1989 to explore a broad range of parameters to be addressed in the formulation of successful policies. This volume is derived from papers submitted and presentations made. The book provides the main conclusions and recommendations which emanated from the conference. They highlight a series of actions which must be taken in such areas as women in agriculture, small-scale farmers, agribusiness, subsidies, human capital, and linkages between international and national research anbd energy. Other topics include - Africa's security situation; social and economic factors, ecology, and social engineering; dietary patterns in Africa; pest management; agricultural practice; and international organizations. It is aimed at economists, anthropologists, ecologists, agriculturalists, social and political scientists, and all those interested or involved in agricultural production in Africa and other underdeveloped countries.

Available in PDF, EPUB and Kindle. Book excerpt: “No condition is permanent,” a popular West African slogan, expresses Sara S. Berry’s theme: the obstacles to African agrarian development never stay the same. Her book explores the complex way African economy and society are tied to issues of land and labor, offering a comparative study of agrarian change in four rural economies in sub-Saharan Africa, including two that experienced long periods of expanding peasant production for export (southern Ghana and southwestern Nigeria), a settler economy (central Kenya), and a rural labor reserve (northeastern Zambia). The resources available to African farmers have changed dramatically over the course of the twentieth century. Berry asserts that the ways resources are acquired and used are shaped not only by the incorporation of a rural area into colonial (later national) and global political economies, but also by conflicts over culture, power, and property within and beyond rural communities. By tracing the various debates over rights to resources and their effects on agricultural production and farmers’ uses of income, Berry presents agrarian change as a series of on-going processes rather than a set of discrete “successes” and “failures.” No Condition Is Permanent enriches the discussion of agrarian development by showing how multidisciplinary studies of local agrarian history can constructively contribute to development policy. The book is a contribution both to African agrarian history and to debates over the role of agriculture in Africa’s recent economic crises.

Book excerpt: This book examines the impact of neoliberalism on peasant agriculture as a key livelihood strategy in Southern and Eastern Africa, against the background of the current development crisis and the crossroads that Southern and Eastern Africa faces. It systematically analyses how the neoliberal architecture has deepened extroverted production for capitalist accumulation and how this has been to the detriment of the rural labour force and small scale and communal landowners. Apart from examining how neoliberalism has triggered land alienations, the book further argues that such policies have also impacted negatively on food security in a number of ways. The book presents empirical evidence through twelve case studies, emerging from in-depth original fieldwork carried out in seven countries in the Southern and Eastern African region. This book is a must-read for scholars of economics, sociology, anthropology, history, agrarian studies and political science, as well as practitioners and policy-makers, interested in a better understanding of the impact of the agrarian neoliberal restructuring on the peasantry in Southern Africa.

The object of this book is to show the nature and the constraints of the commercialization of agriculture in one of the world's major problem areas, Sub-Saharan Africa. Agricultural commercialization started here centuries ago, albeit in small, pockets. It expanded sharply during the colonial period when the sub-continent became integrated into the world's economy. After independence the nature of this integration did not structurally change and the basic characteristics o agricultural commercialization remained unaltered. After an analysis of this process during the colonial period, the study focuses on post-colonial government policies and on spatial variation in the commercialization of Africa's agriculture. Differences in environmental and socio-economic conditions, production performance and government policy are dealt with on two geographical scales: in the fist at the level of macro-regions and individual countries, and the second, by means of case studies at the regional, village and project level. Thee field-work based studies each centre on a specific aspect of commercialization process in a wide variety of countries, viz Swaziland, Sudan, Botswana, Ivory Coast, Mali and Kenya. The final part of the book relates the subject of commercialization and rural development to Africa's present agricultural crisis.

Book excerpt: "During the past decades, the performance of the agricultural sector in Africa and particularly in sub-Saharan Africa (SSA) has been distressing. Rapid annual population growth has led to declining per-capita food production and consumption levels and incomes have not risen fast enough to permit market imports to offset the decline. More alarming, the prognosis for the immediate future is quite bleak. The recent food crisis has again drawn attention to the African tragedy and exposed the fragility of sub-Saharan agricultural and economic progress. Though some of the effects are no longer visible, the food crisis is still a sword of Damocles hanging over Africa's head. Africa has experienced food crisis in the past and there is no reason to believe that there will be no more food crisis in the future, for its root causes have not been addressed: technological progress and productivity growth. This book explores the missing links in the technology transfer segment of the innovation-diffusion-utilization complex. The text also critically reviews the current state of knowledge and research, examines the main drivers of technology adoption in African agriculture, and explores the causes of success and failure in technology dissemination."--Pub. desc.
