Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

This book posits that AFRICOM expansion in Africa is part of a broader system of accumulation based on a government-business-media (GBM) complex. Applying the concept at both structural and descriptive levels, the GBM complex is a function of the synergy between the state’s quest for power, businesses’ need for expansion, and the informational and hegemonic functions of media actors. The United States’ GBM complex in Africa is supported—and in some locations spearheaded—by its military, with dispossessing effects on local actors. Drawing from African case studies, analytical accounts and empirical case studies, this book explores AFRICOM’s role within this broader strategy. Book excerpt: The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.

These setbacks seemed to herald the Caliphate's death knell, and many now forecast its imminent demise. Yet its affiliates endure, particularly in Africa: nearly all of Islamic State's cells on the continent have reaffirmed their allegiance, attacks have continued in its name, many groups have been reinvigorated, and a new province has emerged. Why, in Africa, did the two major setbacks of 2019 have so little impact on support for Islamic State? The Islamic State in Africa suggests that this puzzle can be explained by the emergence and evolution of Islamic State's provinces in Africa, which it calls 'sovereign subordinates'. By examining the rise and development of eight Islamic State 'cells', the authors show how, having pledged allegiance to IS Central, cells evolved mostly autonomously, using the IS brand as a means for accrual of power, but, in practice, receiving relatively little if any direction or material support from central command. Given this pattern, IS Central's relative decline has had little impact on its African affiliates-who are likely to remain committed to the Caliphate's cause for the foreseeable future.

During this period, the U.S. developed a one-sided relationship with various African states in which the latter served as "foot soldiers" for the U.S. in its competition with the Soviet Union for global domination. Among other things, the various client African states provided the U.S. with access to airfields, deep water ports and sites for the establishment of various intelligence gathering facilities. In addition, the U.S. used various groups like UNITA led by Jonas Savimbi in Angola to undermine and fight pro-Soviet regimes on the continent. The second cycle of the relationship covered the period 1991-1998. During this time, the U.S. scaled down its security activities in Africa. The major reason was that with the end of the Cold War Africa(with few exceptions like Egypt) was no longer a major front for the promotion of U.S. Security interests. The third cycle commenced in 1998 and ended in 2001. This period was characterized by the U.S.’ search for an approach to frame its security relations with Africa. In this vein, the U.S. undertook various military-security initiatives . The fourth cycle began after the 9/11 terrorist attacks against the American homeland. Since then, the U.S. has expanded the scope of its security relations with Africa, as reflected in the establishment of various initiatives and programs. At the core is the prosecution of the American "war on terror." Against this backdrop, this book examines some of the major dimensions of the U.S.’ security relations with Africa, including American security interests on the continent, the "war on terror," AFRICOM, and military cooperation. Using the book’s integrative theoretical framework, each of the chapters in the volume examines the various factors that shape the issue of focus.

The establishment of a new Combatant Command for Africa -- AFRICOM -- marks an important milestone in the evolution of relations between the United States and the governments of Africa. Through AFRICOM, the U.S. Department of Defense will consolidate the efforts of three existing command headquarters as it seeks a more stable environment for political and economic growth in Africa. In line with this goal, AFRICOM is pioneering a bold new method of military engagement focused on war prevention, interagency cooperation, and development rather than on traditional war fighting. The author contends that to achieve its goals vis-à-vis the African security landscape, AFRICOM must depart from the model of U.S. military operations on the continent since September 11, 2001. Using case studies from North and East Africa, the author argues that by amalgamating threats, overemphasizing "hard" counterterrorism initiatives, and intertwining military operations with humanitarianism, AFRICOM's predecessors have harmed U.S. strategic interests. In line with this conclusion, he offers policy recommendations to maximize AFRICOM's potential for future success.
