Available in PDF, EPUB and Kindle. Book excerpt: What explains contemporary variations in African legislative institutions – including their strengths and weaknesses? Compared with the more powerful executive branches, legislatures throughout the continent have historically been classified as weak and largely inconsequential to policy-making processes. But, as Ken Ochieng' Opalo suggests here, African legislatures actually serve important roles, and under certain conditions, powerful and independent democratic legislatures can emerge from their autocratic foundations. In this book, Opalo examines the colonial origins of African legislatures, as well as how postcolonial intra-elite politics structured the processes of adapting inherited colonial legislatures to local political contexts and therefore continued legislative development. Through case studies of Kenya and Zambia, Opalo offers a comparative longitudinal study of the evolution of legislative strength and institutionalization as well as a regional survey of legislative development under colonial rule, postcolonial autocratic single-party rule, and multiparty politics throughout Africa.

Available in PDF, EPUB and Kindle. Book excerpt: With contributions from leading regional scholars, Public Administration in Africa: Performance and Challenges examines the complexities of the art of governance from the unique African perspective. The editors bring together a cohesive study of the major issues and regions by taking an analytic approach with the strong problem-solution application. Regions addressed range from South Africa, Congo, Uganda, Nigeria, Ghana, Mauritius, and Botswana. Themes include colonialism, reform, poverty, economy, decentralization, financing, media, political structures, and more. Beginning with an analysis of the relationship of policy design and its destination, service delivery, the book discusses the historical development of a state that has gone through upheavals in government and explores a decayed political economy that ultimately results in a need for sweeping measures. The text examines the issues emerging policy-makers in Africa must tackle, namely poverty and the denial or lack of resources to keep a dignified human life. It highlights how the media can be a catalyst for good governance and provides analytical aspects of implementing good governance reforms. The book concludes with an examination of the concepts of decentralization and devolution in measuring service delivery performance and an exploration of Africa’s economic success story. It also details the African Peer Review Mechanisms in selected African countries and provides a holistic analysis of local government functioning in Africa. These features and more make it an interdisciplinary reference for diverse social, economic, political, and administrative issues.

Available in PDF, EPUB and Kindle. Book excerpt: When Eritrea gained independence in 1991, hopes were high for its transformation. In two decades, however, it became one of the most repressive in the world, effectively a militarised "garrison state". This comprehensive and detailed analysis examines how the prospects for democracy in the new state turned to ashes, reviewing its development, and in particular the loss of human rights and the state's political organisation. Beginning with judicial development in independent Eritrea, subsequent chapters scrutinise the rule of law and the court system; the hobbled process of democratisation, and the curtailment of civil society; the Eritrean prison system and everyday life of detention and disappearances; and the situation of minorities in the country, first in general terms and then through exploration of a case study of the Kunama ethnic group. While the situation is bleak, it is not without hope, however: the conclusion focuses on opposition to the current regime, and offers scenarios of regime change and how the coming of a second republic may yet reconfigure Eritrea politically. Kjetil Tronvoll is Professor of Peace and Conflict Studies at Bjoerknes College, founding and senior partner of the International Law and Policy Institute, Oslo, and a former Professor of Human Rights at the University of Oslo; Daniel R. Mekonnen is Senior Legal Advisor, International Law and Policy Institute, Oslo, and former Judge of the Zoba Maekel Provincial Court in Eritrea.

Available in PDF, EPUB and Kindle. Book excerpt: This collection, dealing with case studies drawn from South Africa, Zimbabwe, Mozambique and Mauritius, examines the relationship between scientific claims and practices, and the exercise of colonial power. It challenges conventional views that portray science as a detached mode of reasoning with the capacity to confer benefits in a more or less even-handed manner. That science has the potential to further the collective good is not fundamentally at issue, but science can also be seen as complicit in processes of colonial domination. Not only did science assist in bolstering aspects of colonial power and exploitation, it also possessed a significant ideological component: it offered a means of legitimating colonial authority by counter-poising Western rationality to native superstition and it served to enhance the self-image of colonial or settler elites in important respects. This innovative volume ranges broadly through topics such as statistics, medicine, eugenics, agriculture, entomology and botany.
