This book was released on 2017-08 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. This book was released on 2008 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 2005, the Department of Defense (Defense), with support from the Department of State (State), has directed U.S. efforts to develop the Afghan National Police (ANP) into a force capable of enforcing the rule of law and supporting actions to defeat insurgency, among other activities. This testimony discusses the following: (1) U.S. efforts to develop a capable ANP; (2) challenges that affect the development of a capable ANP; and (3) GAO analysis of U.S. efforts to develop a coordinated, detailed plan for completing and sustaining the Afghan National Security Forces (ANSF), which comprise the ANP and the Afghan National Army (ANA). This statement is based on a concurrently issued GAO report titled "Afghanistan Security: Further Congressional Action May Be Needed to Ensure Completion of a Detailed Plan to Develop and Sustain Capable Afghan National Security Forces," GAO-08-661 (Washington, D.C.: June 18, 2008). To help ensure coordination and accountability of U.S. efforts to build a capable ANSF and facilitate assessment of progress, GAO has encouraged Congress to consider conditioning a portion of future appropriations on completion of a coordinated, detailed plan. Defense disagreed with conditioning future funding and State expressed similar concerns. GAO maintains that further action is needed to ensure completion of a coordinated, detailed plan.

Book excerpt: Afghanistan and Pakistan are two of the most urgent issues facing this Admin. and this Congress. In March 2009, the Pres. announced a strategy for Afghanistan and Pakistan, with a goal of disrupting, dismantling, and defeating Al-Qaeda in Afghanistan; destroying its allies and safe havens in Pakistan; and preventing their return to Pakistan or Afghanistan. With additional U.S. resources and attention focusing on Afghanistan and Pakistan, there will be additional oversight to ensure the accountability of U.S. efforts. This testimony addresses: (1) oversight of U.S. efforts in Afghanistan and Pakistan; (2) how this oversight coordinates with colleagues in the accountability community; and (3) some of the challenges carrying out this oversight.

Available in PDF, EPUB and Kindle. Book excerpt: Why has the US so dramatically failed in Afghanistan since 2001? Dominant explanations have ignored the bureaucratic divisions and personality conflicts inside the US state. This book rectifies this weakness in commentary on Afghanistan by exploring the significant role of these divisions in the US’s difficulties in the country that meant the battle was virtually lost before it even began. The main objective of the book is to deepen readers understanding of the impact of bureaucratic politics on nation-building in Afghanistan, focusing primarily on the Bush Administration. It rejects the ’rational actor’ model, according to which the US functions as a coherent, monolithic agent. Instead, internal divisions within the foreign policy bureaucracy are explored, to build up a picture of the internal tensions and contradictions that bedevilled US nation-building efforts. The book also contributes to the vexed issue of whether or not the US should engage in nation-building at all, and if so under what conditions.

Book excerpt: This collection of essays explores how fighting in the rugged, hostile lands of Afghanistan is no easy task. Afghanistan has long been considered the graveyard of empires. Throughout their history, Afghans have endured the ravages of foreign invaders, from marauding hordes and imperial armies to global superpowers, while demonstrating a fierce independence and strong resistance to outside occupiers. Those who have ventured into Afghanistan with notions of controlling its people have soon discovered that fighting in that rugged, hostile land is no easy task. Afghans have proven to be tenacious and unrelenting foes. No Easy Task examines this legacy of conflict, particularly from a Canadian perspective. What emerges is the difficulty faced by foreign forces attempting to impose their will over Afghans who, for their part, have consistently adapted tactics and strategies to stymie and defeat those they perceive as invaders and interlopers. It is within this complexity and challenge that the difficult counter-insurgency must be fought.

The study then turns to the Surgers themselves as tests of assessment and adaptation. The next part focuses on decisionmaking, implementation, and unity of effort. The volume then turns to the all-important issue of raising and mentoring indigenous security forces, the basis for the U.S. exit strategy in both campaigns. Capping the study is a chapter on legal issues that range from detention to the use of unmanned aerial vehicles. The final chapter analyzes costs and benefits, disects decisionmaking in both campaigns, and summarizes the lessons encountered. Supporting the volume are three annexes: one on the human and financial costs of the Long War and two detailed timelines for histories of Afghanistan and Iraq and the U.S. campaigns in those countries.

Available in PDF, EPUB and Kindle. Book excerpt: The concept of international administrations of territory, in which comprehensive administrative powers are exercised by, on behalf of or with the agreement of the United Nations has recently re-emerged in the context of reconstructing (parts of) states after conflict. Although in Kosovo and East Timor, the UN was endowed with wide-ranging executive and legislative powers, in the subsequent operations in Afghanistan it was decided, to principally rely on local capacity with minimal international participation, and in Iraq, administrative power was exercised by the occupying powers. The objectives are however very similar. This work first delineates the origins of the granting of administrative functions to international actors, and analyses the context in which it has resurfaced, namely post-conflict peace-building or reconstruction. Secondly, the book methodically establishes the legal framework applicable to post-conflict administrations and peace-building operations, by taking into account the post-conflict scenario in which they operate. Based on these two analyses, an enquiry into the practice of the reconstruction processes in Kosovo, East Timor, Afghanistan and Iraq is undertaken, to analyse and understand the influence of the international legal framework and the different approaches on the implementation of the mandates. Finally, the book concludes with an analysis of questions on exit strategies, local ownership, the internationalisation of domestic institutions, and the need for a comprehensive approach towards post-conflict reconstruction.
