Book excerpt: This report presents the results of our review of U.S. efforts to develop Afghanistan's energy sector. Years of war and neglect have left Afghanistan's electrical sector in poor condition. Since 2002, U.S. and international donors have invested millions in the construction of energy infrastructure and building capacity to grow and sustain Afghanistan's energy sector. This report reviews the overall energy sector plans and U.S. agency programs in Afghanistan, focusing primarily on the energy assistance program of the largest U.S. contributor to this effort, the U.S. Agency for International Development. The report includes four recommendations for the Director of the U.S. Agency for International Development Mission to Afghanistan to improve the effectiveness of and planning for energy projects in Afghanistan.

This book was released on 2010-10 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Afghanistan, the U.S. has begun to implement the new strategy articulated by Pres. Obama in Dec. 2009. The U.S. military and civilian surge is intended to create an 18-month window of opportunity to strengthen the Afghan government¿s ability to provide for its security and deliver essential services to its people. The U.S. gov¿t. needs to improve the way it designs and implements reconstruction programs. More attention must be paid in these 4 areas: matching the appropriate human and financial resources to achieve policy objectives; developing metrics to measure project and program results to ensure that reconstruction goals are being met; providing better oversight of contractors; and increasing efforts to deter corruption.

Book Synopsis Assessing and Restoring Natural Resources In Post-Conflict Peacebuilding by : David Jensen
Download or read book Assessing and Restoring Natural Resources In Post-Conflict Peacebuilding written by David Jensen and published by Routledge. This book was released on 2013-02-15 with total page 519 pages. Available in PDF, EPUB and Kindle. Book excerpt: When a country emerges from violent conflict, the management of the environment and natural resources has important implications for short-term peacebuilding and long-term stability, particularly if natural resources were a factor in the conflict, play a major role in the national economy, or broadly support livelihoods. Only recently, however, have the assessment, harnessing, and restoration of the natural resource base become essential components of postconflict peacebuilding. This book, by thirty-five authors, examines the experiences of more than twenty countries and territories in assessing post-conflict environmental damage and natural resource degradation and their implications for human health, livelihoods, and security. The book also illustrates how an understanding of both the risks and opportunities associated with natural resources can help decision makers manage natural resources in ways that create jobs, sustain livelihoods, and contribute to economic recovery and reconciliation, without creating new grievances or significant environmental degradation. Finally, the book offers lessons from the remediation of environmental hot spots, restoration of damaged ecosystems, and reconstruction of the environmental services and infrastructure necessary for a sustainable peace. Assessing and Restoring Natural Resources in Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six books of case studies and analyses, with contributions by practitioners, policy makers, and researchers. Other books address highvalue resources, land, water, livelihoods, and governance.
Book Synopsis Transforming Wartime Contracting by : Commission on Wartime Contracting in Iraq and Afghanistan (U.S.)
Download or read book Transforming Wartime Contracting written by Commission on Wartime Contracting in Iraq and Afghanistan (U.S.) and published by . This book was released on 2011 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, America's military and federal-civilian employees, as well as contractors, have performed vital and dangerous tasks in Iraq and Afghanistan. Contractors' support however, has been unnecessarily costly, and has been plagued by high levels of waste and fraud. The United States will not be able to conduct large or sustained contingency operations without heavy contractor support. Avoiding a repetition of the waste, fraud, and abuse seen in Iraq and Afghanistan requires either a great increase in agencies' ability to perform core tasks and to manage contracts effectively, or a disciplined reconsideration of plans and commitments that would require intense use of contractors. Failure by Congress and the Executive Branch to heed a decade's lessons on contingency contracting from Iraq and Afghanistan will not avert new contingencies. It will only ensure that additional billions of dollars of waste will occur and that U.S. objectives and standing in the world will suffer. Worse still, lives will be lost because of waste and mismanagement.

Download or read book Contract Delays Led to Cost Overruns for the Kabul Power Plant and Sustainability Remains a Key Challenge written by and published by . This book was released on 2010 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report presents the results of our review of U.S. assistance to the Government of the Islamic Republic of Afghanistan to construct the 105 megawatt Kabul Power Plant at a total cost of more than $300 million. This report updates and builds upon the audit report issued by the Office of the Inspector General of the U.S. Agency for International Development (USAID) in November 2009, which provided a number of recommendations designed to improve the management of the Kabul Power Plant contract. In addition to the concerns raised by the Office of the USAID Inspector General, we are concerned that the long-term sustainability of the plant could be compromised by the decision to build a dual fuel plant that is capable of running on diesel or heavy fuel oil. The use of heavy fuel oil requires a level of technical knowledge and sophistication which may prove difficult for the Afghans to achieve, with no clear economic benefit compared to running the plant exclusively on diesel fuel. In line with this concern, this report includes a recommendation to USAID to help ensure the project is maintained in a sustainable manner.
