Book excerpt: In turbulent environments and unstable political contexts, policy advisory systems have become more volatile. The policy advisory system in Anglophone countries is composed of different types of advisers who have input into government decision making. Government choices about who advises them varies widely as they demand contestability, greater partisan input and more external consultation. The professional advice of the public service may be disregarded. The consequences for public policy are immense depending on whether a plurality of advice works effectively or is derailed by narrow and partisan agendas that lack an evidence base and implementation plans. The book seeks to addresses these issues within a comparative country analysis of how policy advisory systems are constituted and how they operate in the age of instability in governance and major challenges with how the complexity policy issue can be handled.

Book Synopsis The Art and Craft of Policy Advising by : David Bromell
Download or read book The Art and Craft of Policy Advising written by David Bromell and published by Springer Nature. This book was released on 2022-06-20 with total page 202 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers a practical guide for policy advisors and their managers, grounded in the author’s extensive experience as a senior policy practitioner in New Zealand’s Westminster-style system of government. A key message is that effective policy advising is less about cycles, stages and steps, and more about relationships, integrity and communication. Policy making is incremental social problem solving. Policy advising is mostly learned on the job, like an apprenticeship. It starts with careful listening, knowing one’s place in the constitutional scheme of things, winning the confidence of decision makers, skillfully communicating what they need to hear and not only what they want to hear, and learning to lead from behind, scheme virtuously and play nicely with others. The author introduces a public value approach to policy advising that uses collective thinking to address complex policy problems, evidence-informed policy analysis that also factors in emotions and values, and the practice of “gifting and gaining” (rather than “trade-offs”) in the long-term public interest. Theory is illustrated by personal anecdote and each chapter offers practical processes, tools, techniques and questions for reflection, to help readers master the art and craft of policy advising. This second edition has been substantially revised and updated. It provides an expanded, step-by-step approach to stakeholder analysis and prioritisation in relation to an agency’s own strategic frame; it aligns and integrates theory about the public interest, public value and anticipatory governance; and it updates a “fair go” multi-criteria decision analysis matrix with the latest iteration of the N.Z. Treasury’s Living Standards Framework.

Book Synopsis Naval Advising and Assistance by : Donald Stoker
Download or read book Naval Advising and Assistance written by Donald Stoker and published by Helion and Company. This book was released on 2017-10-20 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: This original edited volume is the only book on naval advising. Drawing upon the work of scholars and practitioners from all over the world, it takes a comparative and global approach to examining the history, theory and evolution of naval advising and assistance. Starting with a brief history of the evolution of naval advising, the book then moves to late-19th century naval advising efforts. These generally involved individuals such as the American adventurer in China, Philo McGiffin, but also included State-sponsored formal missions such as the first such US effort: Colonel John Lay’s 1870s mission to Egypt. A comparative multi-national examination of the ability of non-European States such as China, Turkey and Japan to adopt Western naval methods and doctrine - and an examination of the French naval advising mission to Peru - round out the book's pre-First World War offerings. The trends in naval advising between the World Wars—particularly their use as tools of economic and political penetration—are revealed through chapters on the British naval aviation mission to Japan; the British and French naval missions to Poland; the US mission to Peru; and a comparative study of Italian naval missions in Persia, China and Spain. The latter also reveals early ideological motivations for dispatching advising missions. The Cold War saw an intensification of military advising—including naval advising—as both the Communist and the Western Powers used advising as ideological tools. The US naval missions to Nationalist China and South Vietnam are assessed, as are the Soviet naval advising efforts in East Germany and China. Together, through a wealth of original research, the studies in this book provide numerous lessons for future naval advising efforts and constitute a unique contribution to the field.

Book Synopsis The American Military Advisor: Dealing with Senior Foreign Officials in the Islamic World by : Michael J. Metrinko
Download or read book The American Military Advisor: Dealing with Senior Foreign Officials in the Islamic World written by Michael J. Metrinko and published by Lulu.com. This book was released on 2012-05-28 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although the role of the military advisor to senior foreign officials is honored in political history, it became almost a forgotten art when it was needed in Afghanistan and Iraq. American military services are now fully engaged in nation-building in the Iraqi and Afghan conflict zones, and the advisory responsibility seems certain to be needed elsewhere. Advisors have become an invaluable part of the nation-building process, and whether they are assigned to counsel and work with governors, generals, or Cabinet Ministers, their role has an impact on America's overall political and military strategy. This guidebook draws on the experiences of diplomats and military officers who have served in such roles, and whose work with senior foreign officials was carried out in conflict zones at critical times. Although examples are drawn from life in the Islamic world, the precepts have widespread application, and the examples will be an important part of any future advisor's preparation.
