In this book, Sharon Lynn Kagan and her contributors systematically examine how six diverse countries go about envisioning, designing, and implementing their services to young children and their families. The Early Advantage 1 sheds light on new and exciting approaches to early childhood education and care (ECEC) that are contributing to the quality, equity, efficiency, and sustainability of services for young children. Brimming with fresh insights, the text provides concrete examples of successfully implemented strategies and methods that warrant attention from other countries wishing to improve their early childhood services. The 2-year comparative analysis upon which this volume is based was made possible with funding and support from the National Center on Education and the Economy’s (NCEE) Center on International Education Benchmarking. Book Features: Presents groundbreaking approaches to early childhood policy, practice, and service delivery from around the globe. Based on contributions from leading scholars and policymakers from six countries: Australia, England, Finland, Hong Kong, Korea, and Singapore. Acknowledges the important role of culture in shaping the quality and array of services afforded to young children. Uses rigorous research that includes common designs, vetted protocols, and repeated validations. Includes detailed country fact sheets with data on demographics, governmental expenditures, staff qualifications, mandated monitoring systems, and more. Book excerpt: The best-selling book of easy-to-implement classroom lessons from the world’s premier educational system—now available in paperback. Finland shocked the world when its fifteen-year-olds scored highest on the first Programme for International Student Assessment (PISA), a set of tests evaluating critical-thinking skills in math, science, and reading. That was in 2001; even today, this tiny Nordic nation continues to amaze. How does Finnish education—with short school days, light homework loads, and little standardized testing—produce students who match the PISA scores of other nations with more traditional “work ethic” standards? When Timothy Walker started teaching fifth graders at a Helsinki public school, he began a search for the secrets behind the successes of Finland’s education system. Highlighting specific strategies that support joyful K–12 classrooms and can be integrated with U.S. educational standards, this book, available in paperback for the first time, gathers what he learned and shows how any teacher can implement many of Finland's best practices. A new foreword by the author addresses the urgent questions of teaching, and living, in these pandemic times.

Book excerpt: This Selected Issues paper on Finland discusses that the country is struggling to recover from the Great Recession, indicating that deeper, structural issues may be holding back growth. Estimates of potential output for Finland are an important part of the toolkit for policymakers—but they come with a degree of uncertainty. As this paper illustrates, the use of different methodologies and assumptions can lead to different results. However, there are indications that Finnish potential output growth is low at this juncture. From 1997 to 2007, potential growth, independent of the choice of smoothing, averages 3.2 percent per year. In 2013, that average has dropped to 0.2 with several of the models producing negative growth. This result indicates that the lack of a recovery in Finland is largely structural in nature. Therefore, any indication that the output gap is closing is due to falling potential rather than a pickup in growth. This leads to the advantages of structural reforms aiming to enhance Finland’s long-term capacity. Total factor productivity enhancing measures could be crucial in helping the economy recover despite the time it takes to implement them.

Book excerpt: “It is now time to break down the ideology of exceptionalism in the United States and other Anglo-American nations if we are to develop reforms that will truly inspire our teachers to improve learning for all our students—especially those who struggle the most. In that essential quest, Pasi Sahlberg is undoubtedly one of the very best teachers of all.” —From the Foreword by Andy Hargreaves, Lynch School of Education, Boston College Finnish Lessons is a first-hand, comprehensive account of how Finland built a world-class education system during the past three decades. The author traces the evolution of education policies in Finland and highlights how they differ from the United States and other industrialized countries. He shows how rather than relying on competition, choice, and external testing of students, education reforms in Finland focus on professionalizing teachers’ work, developing instructional leadership in schools, and enhancing trust in teachers and schools. This book details the complexity of educational change and encourages educators and policymakers to develop effective solutions for their own districts and schools.

Book excerpt: Genome Finland tells a story of genomic medicine in Finland from the study of rare Finnish diseases in the 1960s and 1970s to the implementation of personalized medicine in the 2020s. The main focus is on the 21st century – the period after the Human Genome Project – and on the establishment of new infrastructures to support genomic medicine, such as biobanks. The book opens up the reasoning and discussions as well as the settings and events through which Finnish medical genetics reached the top level of international biomedicine in the late 1990s, biobanks and biobank research evolved during the 2000s and 2010s, and large transnational public-private partnership projects utilising massive amounts of genome and patient data started to dominate also Finnish research into the 2020s. In particular, Genome Finland examines and exposes the connections between biomedical science, ‘knowledge-based’ economy and business, and innovation policy in Finland during the past decades.
