ABMS acquisition originated because of the failed JSTARS recapitalization program and has since received scrutiny as the Air Force attempts to break traditional lengthy acquisition paradigms to deliver the future command and control capability faster. This paper examines the background of ABMS acquisition, identifies problems in the current acquisition strategy, and recommends changes to better integrate solutions into a future strategy enabling United States Air Force success in a 2035 threat environment. Two main issues with ABMS acquisition currently exist, differing visions for what ABMS should be among Air Force senior leaders and the lack of warfighter input driving ABMS acquisition. The final portion of the paper will recommend three areas for improvement to “course correct” the current ABMS acquisition strategy: 1) Leadership and organizational restructure to clearly define roles and responsibilities for ABMS continued acquisition, allowing total integration between technology developers and warfighters; 2) Develop ABMS on-ramp demonstrations representative to a 2035 threat environment to ensure weapons systems are being acquired focused on combatting a threat, not simply to demonstrate technology; 3) Expand the scope of ABMS acquisition beyond the “internet of things” back to a full DOTMLP F solution incorporating the organize, train and equip considerations for the entire battle management community."--Abstract.

Conflicts with near-peer adversaries will contest Jomini’s interior lines of communication such that superiority may be local and temporary. While centralized C2 presents less risk, the near-peer enemy forces a model of centralized command and decentralized control. The US Air Force’s answer to the near-peer contest is to develop a mesh-networked C2 system called the Advanced Battle Management System (ABMS), bringing the “internet of things” to the battlefield. Projected to cost hundreds of billions of dollars, ABMS is ambitious, creative, and nebulous. Before embarking on another massive acquisitions quest to build ABMS, akin to the F-22 and F-35 programs, the Air Force should first consider the following maxims. First, innovation does not necessarily require invention. In other words, consider the possibility that the hardware to meet the proposed capabilities and requirements that ABMS will address already exists and needs to be assembled, refined, and incrementally improved. Secondly, along this vein, the drive to counter improvised explosive devices led to tremendous computational advances in wide-area motion imagery (WAMI) for persistent intelligence, surveillance, and reconnaissance (ISR) packaged for use in low-cost attritable airframes. WAMI used for persistent ISR is the precursor to ABMS. Finally, the speed of future conflict may require the use of artificial intelligence within ABMS for automated targeting. The legal and ethical considerations of automated targeting must be considered prior to the acquisition of ABMS, before the Air Force opens a Pandora’s Box of futuristic dystopia."-- Problem Statement.

The origins of the F-35 and the amazing challenges the industry had to be overcome go back to a still-secret NATO study that evaluated the vulnerability of air force bases in the West. This spurred development for Short Take off and Vertical Landing (STOVL) fighter aircraft. Only two aircraft with this capability actually entered service, the British Harrier and the Russian Yak-38. However, these aircraft lacked supersonic capability which made them vulnerable to faster fighters. So a program was initiated for a supersonic STOVL fighter – but the trail of unsuccessful efforts was long. NASA, as well as the defense Evaluation and Research Agency and private industry, studied advanced STOVL propulsion ideas but without tangible result. It was only when the Defense Advanced Research Projects Agency, at the request of the Marine Corps, issued study contracts for a supersonic STOVL fighter to American industry that real progress began to be made. It was Lockheed Martin that came up finally came up with a design that resulted in the remarkable F-35, also known as the Joint Strike Fighter. In this book, Gérard Keijsper explores the long and difficult journey that customers led to buying the Lockheed Martin F-35. Gérard reveals the story of the F-35 in service and why it is often described as an ‘international aircraft’. First flown on 15 December 2006, the F-35 achieved Initial Operational Capability with the US Marine Corps in July 2015, being followed soon after, in August 2016, by the USAF. The US Navy, meanwhile, reached this milestone in February 2019. Other nations that have since purchased the F-35 include the United Kingdom, for both the RAF and the Royal Navy, Israel, under which service the type undertook its first combat mission in 2018, Australia, Denmark, the Netherlands, Norway, Japan, South Korea and Italy.
