The administrative institutions that made the country a superpower turned out to be fragile under Donald Trump’s presidency. Laboring beneath systematic accusations of deep statism, combined with a market oriented federal administration, bureaucratic capacity manifested its decay in the public health and constitutional cataclysms of 2020, denting America’s global leadership and contributing to its own people’s suffering. The authors combine interviews with a historical examination of federal administrative reforms in the backdrop of the recent pandemic and electoral tumult to craft a developmental framework of the ebb and flow of capacity. While reforms, large and small, brought about professionalization and other benefits to federal administration, they also camouflaged a gradual erosion when anti-bureaucratic approaches became entrenched. A sclerotic, brittle condition in the government’s capacity to work efficiently and accountably arose over time, even as administrative power consolidated around the executive. That co-evolutionary dynamic made federal government ripe for the capacity bifurcation, delegitimization, and disinvestment witnessed over the last four years. As the system works out the long-term impacts of such a deconstruction, it also prompts a rethinking of capacity in more durable terms. Calling attention to a more comprehensive appreciation of the dynamics around administrative capacity, this volume argues for Congress, citizens, and the good government community to promote capacity rebuilding initiatives that have resilience at the core. As such, the book will be of interest to citizens, public reformers, civic leaders, scholars and students of public administration, policy, and public affairs.

Book excerpt: The past 30 years witnessed massive shifts in administrative systems all over the world but there is little consensus in literature on how to successfully carry out reforms. In Asia, the diversity of economic advancement and varying roles of the bureaucracy in society offer a unique opportunity to examine different approaches to administrative reforms. Based on this diverse experience, capacity emerged as a universal area of concern in administrative reforms particularly for developing Asia. As Farazmand (2002) noted, reforms in developing countries “may involve a number of structural and process changes and improvements...by building the technical, professional, and administrative management capacity”. What these capacities are remain poorly studied and little research has been done to guide policy makers on how to go about administrative reform. This study seeks to fill this gap by conducting a qualitative analysis of 20 Project Validation Reports (PVRs) of projects tagged under a Public Sector Management. PVRs are independently verified versions of a project's achievements of outputs/outcomes by operations staff. These were coded and analysed to explore the nature of how capacity is embedded into the discourse of administrative reforms in development projects financed by international financing institutions (IFIs) like the Asian Development Bank. It does this by answering the following specific research questions: How is the concept of capacity important in administrative reforms? What are the critical capacities typically identified as contributory to the failure or success of administrative reforms? By refracting ADB's experiences in managing such projects through the lens of capacity, a set of skills and resources critical for administrative reforms was derived, categorized as either analytical capacity, operational capacity or political capacity. Using cluster analysis, five clusters were identified to represent the interrelationships between the capacities. The study contributes to the literature on evaluation of development aid specifically for administrative reforms. It also hopes to provide implications for how development projects meant to improve administrative systems should be carried out by IFIs and governments.

Book excerpt: This report analyses the skills and capacities governments need to strengthen evidence-informed policy-making (EIPM) and identifies a range of possible interventions that are available to foster greater uptake of evidence. Increasing governments' capacity for evidence-informed is a critical part of good public governance. However, an effective connection between the supply and the demand for evidence in the policy-making process remains elusive. This report offers concrete tools and a set of good practices for how the public sector can support senior officials, experts and advisors working at the political/administrative interface. This support entails investing in capability, opportunity and motivation and through behavioral changes. The report identifies a core skillset for EIPM at the individual level, including the capacity for understanding, obtaining, assessing, using, engaging with stakeholders, and applying evidence, which wasdeveloped in collaboration with the European Commission Joint Research Centre. It also identifies a set of capacities at the organisational level that can be put in place across the machinery of government, throughout the role of interventions, strategies and tools to strengthen these capacities. The report concludes with a set of recommendations to assist governments in building their capacities.
