In 417, or per cent, of the 516 cities reporting, the board is elected by the people; and in 99, or per cent, it is appointed by the mayor, city council, or commission. Of the 99 boards appointed, 32 are appointed by the mayor and 67 by the council or commission. Most of the States having general laws regarding the method Of choosing city school boards provide for election by the people. (see p. Students of school administration almost without exception favor an elec tive board, especially in the smaller cities. They say that appointment by the mayor or city council places the schools too far away from the people, and that the people take more interest in the schools if they elect the board. It is pointed out that in some cities where boards are appointed the mayor or the members of the city council control the schools to a very great degree, so' that anyone seeking an appointment or a contract needs only to Obtain the approval of the mayor or the members of the council. In brief, an appointive board is too often the tool of the mayor or council, many times not working for the inter est Of the schools but for the interest of party. If the council appoints, there is temptation on the part of its individual members to dictate policies to the school board and to influence it to elect such janitors and teachers as they may suggest. In other words, appointment by either the mayor or city council tends to entangle the schools in petty city and ward politics. In other words, the first essay attempts to outline briefly educational Opportunity in relation to con temporary educational needs. The nature of the second essay is defined in its title, Some Principles of School Administration. This essay was originally read at the meeting of the Department of Superintendence of the National Education Association in 1913. It attempts to set forth in a brief, but it is hoped in a definite, way cer tain fundamental principles which every superin tendent who seeks to define his administrative policy needs to assimilate. The third essay deals with Town and City School Reports, More Particularly Superintendents' Re ports, and aims to achieve two distinct but related purposes; first, to show the unsatisfactory character of most school reports as they are; and second, to suggest definite ways of improving them. Much uncertainty undoubtedly exists in the minds of su perintendents concerning the aims, scope, and method of the reports which they are required to submit from time to time for the information of the school board, the teaching staff, and the public. This essay seeks to define these important elements of school reports, and the writer hopes that it will be found of service in the field which it covers. Book excerpt: Excerpt from The Organization of City School Systems: An Address Delivered Before the Council of School Superintendents of the State of New York at Albany, October 14, 1912 The purpose of this paper is to express in general terms the conclusions reached after an experience of twenty years in dealing with many phases of the subject and also to express what is commonly acknowledged by expert authority in school administration to be the fundamental principles on which all laws which are to govern the public schools of a city should be enacted. Until a permanent policy shall be established in relation to the organization of the machinery for the operation of the public schools in the several cities of the State and upon fundamental principles consonant with the general policy of the State upon public education, and until these prin ciples are well understood by teachers, superintendents and officers who bear official relation to the schools, and until such fundamental principles are generally recognized by municipal authorities, political parties and in uential citizens, this subject is one which should receive the consideration not only of organizations of school workers like yours in session' here tonight but of all citizens who have a patriotic interest in the welfare of the State. The first law authorizing the establishment of public schools in this State was enacted in 1795. The permanent basis of a State system of public education was enacted in 1812, or just one hundred years ago. In these early statutes the principle was written that all tax-supported schools and schools receiving State aid should be under State supervision, that the schools constituted a State system and that public officers should be chosen in the several localities to represent the State and to carry into effect the State's policy in relation to public education. This principle became fundamental to all educational enterprises in which the State is interested. It is founded upon the sound doctrine that (the welfare of the State depends upon a general dissemination of education in all sections and for the benefit of all citizens and that, where the funds of the State go, the authority, supervision and control of the State must follow.
