La planificación de personal en la Administración Pública requiere de una fase de detección de las necesidades de empleo. Así, las personas que quieran acceder a estos puestos de trabajo lo harán a través de un proceso regulado, en el que además de exigirse una titulación o formación específica, se requiere de una serie de pruebas escritas/ y escritas u orales lo que supondrá una preparación previa y a menudo larga para la obtención del puesto. Por otro lado, el presente trabajo aborda la forma de contratación de personal para los puestos y ocupaciones en la empresa. Para ello, analiza cuales son los sistemas más utilizados y más eficaces para esa selección teniendo en cuenta las necesidades de los puestos, la cultura empresarial. Además, señala la capacidad de empresas externas de selección y la influencia de las nuevas tecnologías en la contratación de personal. Finalmente, el presente trabajo señala las dificultades o facilidades asociadas a la contratación de las personas discapacitadas desde el punto de vista de la Administración y de la empresa privada, así como, el desarrollo y avance de la mujer en ambos ámbitos; relacionado con las diferencias salariales existentes actualmente y las desigualdades del mercado laboral.

One of the major issues they are intended to address is gender inequality. Proponents of these policies have hailed quota initiatives as a key to promoting equal opportunities and reducing discrimination. At the same time, affirmative action policies and processes have been challenged in courts and have caused controversy in educational establishments, highlighting the fact that these practices can have negative consequences. Exploring the application of quotas and affirmative action at an institutional or organizational level from a variety of different perspectives, the contributions in Diversity Quotas, Diverse Perspectives provide an understanding of the complexity and controversial nature of policies and actions in different countries. Even within Europe, implementation has varied widely from country to country. For example, while most European countries have employment quotas for people with disabilities, there is little consistency among the European Union's member states when it comes to quotas and other policies relating to ethnic minorities in employment and educational settings. Focussing here particularly on gender-related initiatives, but raising questions pertinent to other aspects of diversity, the contributions from international researchers investigate variances between and differing justifications for policies.
