Book Synopsis Labor Market Developments During Economic Transition by : Jan J. Rutkowski

This book was released on 2006 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The paper reviews labor market developments in the transition economies of Europe and Central Asia. It argues that the scarcity of productive job opportunities and the growing labor market segmentation are the two main labor market problems facing the transition economies. In the European transition economies the lack of jobs has led to persistent open unemployment. In the Commonwealth of Independent States (CIS) it has led to hidden unemployment (underemployment and low productivity employment). Unemployment in the European transition economies is supported by the developed social safety net. In contrast, in the CIS for most workers unemployment is not an affordable option. They either stick to their old, unproductive jobs in unrestructured enterprises, or work in the informal sector, or resort to subsistence agriculture. Thus, underemployment in the CIS is a mirror image of unemployment in the European transition economies. Accordingly, the high employment-to-population ratios in many CIS countries do not necessarily signify favorable labor market performance. Instead they often indicate delayed enterprise restructuring, the maintenance of unsustainable jobs in uncompetitive firms, and the existence of a large informal sector as an employer of last resort. Labor market segmentation has been caused by a sharp increase in earnings differentials and the attendant increase in the incidence of low-paid jobs, by the polarization of regional labor market conditions, and finally by the growth of the informal sector offering casual, low-productivity jobs. Labor market segmentation and accompanying inequalities are more pronounced in the CIS than in the European transition economies. "--World Bank web site.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a comprehensive analysis of Lithuanian foreign policy by employing the theory of small states and the agent-perspective to assess how President Dalia Grybauskaite impacted Lithuanian foreign policy in 2009-2019 and which, in turn, could affect changes in international structures. The book is based on original interviews with Grybauskaite and all her foreign policy advisors, as well as other Lithuanian diplomats and Ministers of Foreign Affairs. In addition to providing an important case study of Lithuanian foreign policy, this monograph also discusses the impact an agent formulating and executing small-state foreign policy may have on the 'grand structures' of international relations, such as the EU and NATO. For its investigation of the mutual relationship between agent and structure, this monograph draws on the literature on foreign policy analysis (FPA) and asks questions about the extent to which a particular leader of foreign policy may determine a specific policy decision or outcome. This book will be of particular interest to students of the Baltic region and Russia-Baltic relations, as well as to political scientists and researchers interested in FPA literature, and small-state security.

Download or read book Higher Education System Reform written by and published by BRILL. This book was released on 2019-04-04 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Bologna Declaration started the development of the European Higher Education Area. The ensuing Bologna Process has run for already 20 years now. In the meantime many higher education systems in Europe have been reformed – some more drastically than others; some quicker than others; some with more resistance than others. In the process of reform the initial (six) goals have sometimes been forgotten or sometimes been taken a step further. The context too has shifted: while the European Union in itself has expanded, the voice for exit has also been heard more frequently. Higher Education System Reform: An international comparison after Twenty Years of Bologna critically describes and analyses 12 Higher Education Systems from the perspective of four major questions: What is currently the situation with regard to the six original goals of Bologna? What was the adopted path of reform? Which were the triggering (economic, social, political) factors for the reform in each specific country? What was the rationale/discourse used during the reform? The book comparatively analyses the different systems, their paths of reforms and trajectories, and the similarities and the differences between them. At the same time it critically assesses the current situation on higher education in Europe, and hints towards a future policy agenda. Book Synopsis Lithuania: Analytical background by :
Download or read book Lithuania: Analytical background written by and published by World Bank Publications. This book was released on 1998-01-01 with total page 372 pages. Available in PDF, EPUB and Kindle. Book excerpt: Soon after its declaration of independence, Lithuania launched a program of market-based economic reforms that achieved remarkable results. However, a banking crisis erupted in January 1996, driven by a combination of ineffective bank supervision, poor bank practices, and deep-rooted sectoral imbalances. With financial support from the World Bank, Lithuanian authorities embarked on a broad economic reform program with two immediate objectives: the resolution of the banking system's operational and undercapitalization problems, and a reduction in the most severe imbalances in the economy. 'Volume I' distills findings and conclusions and builds a policy action plan for fast stable growth. 'Volume II' contains a collection of twelve policy notes that provide the technical analysis behind that plan.
