Based on commonly used fragility measures, South Africa (SA) is classified as a relatively stable state, yet rising violent crime, high unemployment, endemic poverty, eroding public trust, identity group based preferential treatment policies, and the rapid rise of the private security sector are all indications that SA may be suffering from latent state fragility. Based on a comprehensive view of security, this study examines the extent to which measures of political legitimacy and good governance, effectiveness in the security system – especially with respect to the police system – and mounting economic challenges may be undermining the stability of SA in ways undetected by commonly used measures of state fragility. Using a mixed-methods approach based on quantitative secondary data analysis and semi-structured interviews with government officials, security practitioners, and leading experts in the field, this study finds that the combination of colonization, apartheid, liberation struggle, transition from autocracy to democracy, high levels of direct and structural violence, stagnating social, political, and economic developments make South Africa a latently fragile state. Conceptually, the results of this research call into question the validity of commonly used measures of state fragility and suggest the need for a more comprehensive approach to assessing state fragility. Practically, this study offers a number of concrete policy recommendations for how South Africa may address mounting levels of latent state fragility.

For instance, the probability that a fragile state in 2001 was still fragile in 2009 was 0.95. This paper presents an economic model where three features -- political instability and violence, insecure property rights and unenforceable contracts, and corruption -- conspire to create a slow-growth-poor-governance equilibrium trap into which these fragile states can fall. The analysis shows that, by addressing the three problems, fragile countries can emerge from the fragility trap and enjoy a level of sustained economic growth. But addressing these issues requires resources, which are scarce because external aid is often tailored to the country's performance and cut back when there is instability, insecurity, and corruption. The implication is that, even if aid is seemingly unproductive in these weak-governance environments, it could be hugely beneficial if it is invested in such a way that it helps these countries tackle the root causes of instability, insecurity, and corruption. Empirical estimations corroborate the postulated relationships of the model, supporting the notion that it is possible for African fragile countries to avoid the fragility trap.

Book excerpt: This paper studies the role of fiscal policies and institutions in building resilience in sub-Saharan African countries during 1990-2013, with specific emphasis on a group of twenty-six countries that were deemed fragile in the 1990s. As the drivers of fragility and resilience are closely intertwined, we use GMM estimation as well as a probabilistic framework to address endogeneity and reverse causality. We find that fiscal institutions and fiscal space, namely the capacity to raise tax revenue and contain current spending, as well as lower military spending and, to some extent, higher social expenditure, are significantly and fairly robustly associated with building resilience. Similar conclusions arise from a study of the progression of a group of seven out of the twenty-six sub- Saharan African countries that managed to build resilience after years of civil unrest and/or violent conflict. These findings suggest relatively high returns to focusing on building sound fiscal institutions in fragile states. The international community can help this process through policy advice, technical assistance, and training on tax administration and budget reforms.

In addition, fragility expands the range of policy objectives in ways that may constrain the attainment of standard macroeconomic objectives. Specifically, in the context of fragility policymakers also need to focus on measures to mitigate fragility itself - i.e., they need to address issues such as regional and ethnic economic disparities, youth unemployment, and food price inflation. Socio-political developments around the world have thus pushed policymakers to broaden their toolkit to improve the effectiveness of macroeconomic management in the face of these constraints. The chapters in Macroeconomic Policy in Fragile States address these issues, both by giving an analytical context from which policymakers can build to answer the questions they face in fragile situations as well as by providing lessons drawn from empirical analyses and case studies. And civilians, especially children and women, are most at risk. States of Fragility 2016: Understanding Violence takes a long hard look at violence in the world – and what we should do about it. The report showcases emerging thinking about violence, presents a new risk-based approach to monitoring various dimensions of fragility, and looks at financial flows in support of fragile contexts. Understanding Violence finds that development, peace and security efforts in the developing world have not kept pace with the new reality of violence. We need to dedicate more resources and attention to violence. And to be effective, we need to put people – especially youth – at the centre of our efforts.
