There are two hundred and seven of you, almost twice as many superintendents as there were school commissioners. The old districts were generally so large that real supervision was impossible, even if the old law had contemplated it, which it did not. Putting two districts where there was one before is an important factor in increasing the efficiency of supervision. That gives the superintendent a much better chance to do some thing worth while, but whether he does it or not depends upon himself. The Education Department expects much of each, and will do all it can to help each to do conspicuously good work; it will censure a superintendent for indifference and will remove him for wilfully or ignorantly violating either the letter or the spirit of the new law. This is plain language, but plain language is best. It would be absurd to characterize it as a menace or a threat. It is in the interest of two hundred and seven ofiicials whom the law places under my supervision, every one of whom starts out with my confidence and carries with him my good wishes. It is for the sake of a perfect under standing. I have my responsibility as well as you yours. What I say is in the discharge of that responsibility. Above all, they are not to descend to any course of partisan conduct to which fifty, or twenty, or one per cent of the people may be conscientiously opposed. They are to attend to the schools very exclusively. The plain English of this is that they are not to help run political machines; they are not to do political work for leaders or committees. They are to hold their own opinions and vote as they please, but they are not to make themselves obnoxious to any by exerting any influence of their position as superintendent of schools to effect nominations or get votes for a ticket on election day. The school organization is to offend none; it is to count upon the support of all. This is at once sound principle and good policy. You will be expected to regard it conscientiously. For this reason, it appears to me no light or easy business to satisfy the requirements of an occasion like the present. For the subject of teaching and teachers has been handled before your body by so many masters; the poor pedagogue has been looked at from so many various stand points, now perhaps as an artist, and again as a worker: he has been praised and patted; he has been elevated, and elevated and elevated, and it has become so great a hobby of the best of men with the very best intentions, to shout paeans to the common school system, that I had almost despaired before I had well accepted of the invita tion to address you. And yet, I took courage and comfort from the fact, that the very best offering I could bring would be the fruits of earnestness. Fresh from the very buzz and dust of the school room, surely, there must be some things to be said by one of yourselves, that must spring from the life, and have a certain energy because they are living experiences. I address myself therefore to the young men and women of our profession; to those who have begun with hope and energy; many of whom are before me - and it is their atten tion that I especially request to the few thoughts that are to follow. Y., July 3, 1889, and Then National Educational Association, at Nashville, Tenn;, July 17, 1889 These children are Of a more heterogeneous character than those in the rural schools. They will represent all classes of society, the very rich, the well-to-do, and the very poor. The moral and industrial conditions from which they come are most diverse. These things not only augment the difficulties of properly grading pupils and securing satisfactory progress, but they present ques tions concerning the health and cleanliness, the moral character and the discipline of the schools, which are scarcely heard of in the country. Moreover, there are quarters in every city, where human beings live in degradation, filth and crime, from which the children will not attend school except under police surveillance and constraint. But the public schools exist to protect against just such illiteracy as is found in its most revolting form in these foul places, and the school authorities fail in their duty if they disregard them. The responsibility of organizing and maintaining an educational system for such vast numbers, in such circumstances, is one calling for the wisest statesmanship of the land. It is a responsibility which can not be appreciated by one who has not borne it and had experience in the work. I venture nothing here in expressing the belief that there is no class of public administrative work which, in consequence of its technical character, the embarrass ment which surrounds it, and the intricacy of all its details, is so difficult and responsible as the management of the schools of a great city.
