Book excerpt: The physical security of nuclear power plants and their vulnerability to deliberate acts of terrorism was elevated to a national security concern following the events of September 11, 2001. Title VI of the Energy Policy Act of 2005 regarding nuclear security amended the Atomic Energy Act with the addition of new provisions for security evaluations and rule making to revise the "Design Basis Threat." The act included provisions for fingerprinting and criminal background checks of security personnel, their use of firearms, and the unauthorized introduction of dangerous weapons. The designation of facilities subject to enforcement of penalties for sabotage expanded to include treatment and disposal facilities. As part of security response evaluations, the act requires the Nuclear Regulatory Commission (NRC) to conduct "force-on-force" security exercises at nuclear power plants at least once every three years, and revise the "design-basis threat" to consider a wider variety of potential attacks. The NRC has strengthened its regulations on nuclear power plant security, but critics contend that implementation by the industry has been too slow and that further measures are needed. Vulnerability to a deliberate aircraft crash remains an outstanding issue, as the latest NRC rule making addresses only newly designed plants. Shortcomings in the performance of security contractors has drawn the attention of Congress. This report will be updated as events warrant.

It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

It provides conceptual and specific technical guidance for U.S. Nuclear Regulatory Commission nuclear power plant design certification and combined operating license applicants as they: (1) develop the layout of a facility (i.e., how buildings are arranged on the site property and how they are arranged internally) to enhance protection against sabotage and facilitate the use of physical security features; (2) design the physical protection system to be used at the facility; and (3) analyze the effectiveness of the PPS against the design basis threat. It should be used as a technical manual in conjunction with the 'Nuclear Power Plant Security Assessment Format and Content Guide'. The opportunity to optimize physical protection in the design of a nuclear power plant is obtained when an applicant utilizes both documents when performing a security assessment. This document provides a set of best practices that incorporates knowledge gained from more than 30 years of physical protection system design and evaluation activities at Sandia National Laboratories and insights derived from U.S. Nuclear Regulatory Commission technical staff into a manual that describes a development and analysis process of physical protection systems suitable for future nuclear power plants. In addition, selected security system technologies that may be used in a physical protection system are discussed. The scope of this document is limited to the identification of a set of best practices associated with the design and evaluation of physical security at future nuclear power plants in general. As such, it does not provide specific recommendations for the design and evaluation of physical security for any specific reactor design. These best practices should be applicable to the design and evaluation of physical security for all future plants. Note that the original NUREG/CR-1345 remains valid for many light water reactor designs. While the focus of this document is on new plants, existing nuclear power plants and nuclear material facilities may be able to apply these best practices and security system technologies when upgrading or modifying their physical protection systems.
