These benefits are not limited to the initiator (usually the developer) but are expanded to the community and the local government. This dissertation empirically investigates the role of tax credits in initiators' decisions to reuse religious buildings and their choice of reuse project outcomes, including the federal historic preservation tax credit, the low income housing tax credit, and the new market tax credit. Theses tax credits are the most commonly used tax credits in historic preservation projects. In addition, this dissertation also tests whether or not religious buildings were designated as the national historic places have affected initiators' decision to reuse religious buildings and in initiators' choices of reuse project outcomes. As far as I know, this is the first academic dissertation that tests these factors as reuse determinants. To test hypotheses of this dissertation, both the multiple-case study and statistical analyses were used. Five religious buildings that have been reused for different purposes are considered: the Meridian Street Methodist Episcopal Church in Indianapolis, IN; the Notre Dame Academy in Cleveland, OH; the Ashbury Delaware Methodist Church in Buffalo, NY; the First Church of Christ Scientist in Cleveland, OH; and the Orthodox Jewish Congregation - Cheva Bikur Cholim in Seattle, WA. In-depth interviews with developers were used to determine the important factors that drove their investments in the reuse projects. In addition, multinomial logit regressions were run using individual religious buildings reused for different purposes or religious purposes as the unit of analysis. Religious buildings sold to other religious entities were set as a reference category, meaning I compared religious buildings sold to other religious entities with each reuse outcome including condominiums, offices, retail space, low income housing, school, cultural place and undeveloped religious buildings.

Book excerpt: As development flows from the urban core to suburban lands, some historic buildings, once the centerpiece of neighborhood focus and gathering, are left in neglect and disrepair. The unique floor plans and construction of churches make them especially vulnerable to decline when congregations move to new locations. Nevertheless, some church buildings nationwide have been adopted by new owners and converted into every conceivable use: restaurant, retail, residential, community center, office building. This work explores socio-economic and/or political variables present in successful adaptive church reuse projects for the purpose of guiding future planning and public policy initiatives. A literature review was conducted on the changing role of churches, the ties between adaptive reuse and economic development, and finally the lessons that the existing literature on adaptive reuse can bring to vacant churches. The literature review revealed five factors of key importance in the success of adaptive reuse projects: location, availability of funding incentives, real estate values, historic designation, and community commitment. The factors were investigated in a multiple-case study of three attempted church adaptive reuse projects in Cincinnati, Ohio - two successful and one that ended in demolition. The cases chosen were similar to St. Martin's, a vacant church in the Sedamsville neighborhood of Cincinnati, so that the lessons learned would be applicable to it. The patterns found through analysis of the case studies indicate that of the five factors studied, the availability of funding and the presence of community support are of primary importance in successful adaptive church reuse. These lessons contributed to an enhanced understanding that St. Martin's faces large obstacles to reuse. Recommendations for the church included increasing community support, and considering any commercial endeavors within the context of the neighborhood demand. These findings and recommendations can provide guidance to other vacant churches as well. The lessons learned through the investigation indicate that more proactive planning techniques are necessary - both to incorporate historic preservation and economic development into land use planning, and to consider economically viable uses for community resources such as vacant church buildings before they are in danger of being lost.

They serve as local landmarks, establish identities for neighborhoods, and play a key role in the community and spiritual lives of neighborhood residents. However, significant socioeconomic forces at work in urban areas as over the last half century are increasingly threatening the vitality and survival of not only urban churches, but the neighborhoods in which they have stood for over a century. The phenomenon of church closings is currently no more painful than in the city of Cleveland, Ohio. Following a trend of sporadic closings over the last twenty-five years, a major reconfiguration and consolidation of the Catholic Diocese of Cleveland's parish and property inventory is now underway. Cleveland Catholic Diocese Bishop Richard Lennon on March 14, 2009 announced a sweeping reconfiguration of the Diocese, will result in a net reduction of 52 parishes by June 30, 2010. This reduction will result in 23% of the city's parish either being eliminated or combined while 13% will be completely vacated in a time period of just over 15 months. While there is often a desire within a parish or congregation to save or preserve a former church, the buildings themselves have proven challenging to convert for other uses. Issues commonly faced when reusing churches include the atypical nature of church buildings with respect to their interior spaces and exterior features, restrictive regulatory factors, financing requirements, and the development process itself. These issues are compounded by the lack of familiarity on the part of church officials, congregation members, the public, and developers with respect to converting a former church building into a different use. Using two case studies of churches that have been adaptively reused in Cleveland, Ohio, this thesis investigates what factors must be present for the successful adaptive reuse of a religious structure. Factors considered in successful projects include level of community commitment, stakeholders involved, regulatory context, financial incentives and partnerships, historic designation, building and site design, development process, and development in declining neighborhoods. The case studies examined are: The First Church of Christ in the University neighborhood, and St. George Lithuanian in St. Clair-Superior near Hough. The findings of this thesis indicate that the availability of financial incentives, influential stakeholders, and dedicated owners were most important in successfully reusing these buildings. Other findings include explanations as to why the recent church closures in Cleveland have been primarily a phenomenon of the Catholic Diocese. The lessons learned through the study suggest more anticipatory and locally based planning procedures are necessary to recommend the most viable use for historic churches in urban neighborhoods.

Since churches serve as cultural heritage symbols, the public becomes concerned with maintaining the historic integrity of these buildings. More so, this phenomenon is accentuated when the church is recognized as a historic building by the National Register of Historic Places. Yet, more and more churches are abandoned due to decreases in congregation size and financial constraints that limit the maintenance of the churches. Adaptive reuse projects of these abandoned churches are often initiated to save and preserve these buildings. This research focuses on the question: What is the public perception of critical architectural features of a historic church when it is adapted to a new function (new building type)? To support the importance of this question, the study integrates two major bodies of knowledge. The first body of literature is research conducted in cognitive science focusing on human perception of environments. The second body of literature is on historic preservation with a focus on adaptive reuse. The integration of these literature reviews is further demonstrated in the analysis of examples of past and recent adaptive reuse projects of religious buildings. Following this investigation, a conceptual model was developed to illustrate how research variables and hypotheses were made based on the findings from this literature review. To test the research question and its hypotheses, two prototypes of historic churches were developed. Then, typologies of changes in the important architectural features (interior volume and light quality) of the churches were constructed from examples of adaptively reused historic churches listed in the National Register of Historic Places. These typologies were developed to represent various building types (e.g., community/ cultural, institutional, commercial, and residential). Finally, an experiment was conducted to test public perceptions of acceptable and desirable degree of each reuse and the degree of retaining religious origins by use of these typologies. The findings of this research illustrate the importance of public perception and building type in adaptive reuse projects. This in turn provides theoretical and practical implications for adaptive reuse projects in the field of historic preservation.

Churches are rooted in the collective memories of the members of a society and become a source of identity. However, significant forces at work in urban areas as well as within religious institutions are increasingly threatening the vitality of these churches. This research provides insight as to what perceptual and socio-economic variables are present in successful adaptive church reuse projects. The study investigates the changing roles of urban churches and the phenomenon in which they become vacant, the relationship between adaptive reuse and economic development, as well as the community's perception and relationship to the built environment via new reuse typologies. To pursue the research questions, three primary objectives will be explored, which include an examination of sacred buildings that were converted into new uses, a demonstration of the importance of public involvement in adaptive reuse, as well as an investigation of the role of the degree of intervention and building type in adaptive reuse projects. The project is primarily concerned with restoration: to revitalize a way of life through building restoration. Restoring a way of life transcends physical building restoration to also include an idea and culture once central to Cincinnatians. In addition to fostering a communal bond once created by the act of worship, the new programmatic use will aid in the already established economic progress of the area, and even form a sense of pride for the community. Finally, this project seeks to pay tribute to the historical culture of Cincinnati's once thriving brewery district while connecting to the current spirited music scene. Therefore, a brewpub restaurant and performance venue is proposed for the chosen site, St. John's German Protestant Church in Over-the-Rhine.

Approaches to such protection, rehabilitation and reuse reflect a combination of factors including the history and impact of early preservation movements, systems of development control, tax policy and government intervention in the marketplace. Primarily a qualitative comparison, this thesis examines those factors and approaches and specifically the use of incentives in spurring historic rehabilitation in the United States and in the United Kingdom. The thesis examines the mixture of forces and timing of implementation which have led to two different, yet each robust, government systems to ensure the continuity of the historic built environment. In the United States, the result of these combined forces led to the creation and continued use of a market-focused incentive structure – primarily through the creation of rehabilitation investment tax credits -- to enable the private sector to revive historic places for income-producing purposes. Conversely, in the United Kingdom, an equally strong -- yet different -- array of factors led to the establishment of a solid, top-down development-control system that to date has rendered unnecessary its use of any US-style market-focused incentives. The thesis concludes by examining whether lessons and approaches from the United States can be applied in the United Kingdom, and vice versa.

Book excerpt: ABSTRACT MOTIVATION. American life is increasingly fragmented, leading to a sense of restlessness and disconnection. Much of that fragmentation can be traced to our pattern of architectural and sociological development, namely, the rise of the automobile suburbs in the 1950s and 60s and the abandonment of densely populated, human- scaled environments like that of the small town or city center (Oldenberg, 1999). PROBLEM. Large numbers of architecturally significant buildings have fallen into disrepair over the years following the "white flight" of the 1960s and 70s, during which significant segments of investment dollars left city centers and followed to the suburbs (Kunstler, 1994). Specifically, older church buildings have fallen victim to a dilemma of sociological change. Many of the congregations that inhabit historic church buildings do not have the vitality, vision, and sometimes funds to maintain their buildings. While there are many newer congregations that do have the vision and vitality to maintain an older building, they often do not have the funds to do so. As a result, an increasing number of community treasures, buildings built at a dense urban and human scale, are being lost to neglect and misuse. METHODS. In order to gain a clearer and more specific understanding of the issues involved in revitalizing and maintaining historic sacred spaces for the benefit of their communities, a course of study was undertaken which included readings of books and articles on urban revitalization such as "The Past and Future City" by Stephanie Meeks, those on third place like Ray Oldenberg's classic, "The Great Good Place", and some on the integration of the arts in community centers and shared space. Case studies of successful adaptive reuse projects of church and synagogue buildings, such as Maison de la Littérature in Quebec City and those undertaken by Partners for Sacred Places in Philadelphia, were investigated. Interviews were conducted with leaders from both older and newer urban congregations, and with directors of local community centers and for-profit businesses. RESULTS. According to studies completed by The National Trust, historic buildings help a city to maintain its urban vitality, and maintaining stock of old buildings must be an important component of any serious conversation about sustainability in the built environment (Meeks, 2016). At the same time, many historic and architecturally significant buildings which were constructed at a time when church attendance was a larger part of the American cultural experience are falling into disrepair because the congregations that inhabit them are often unable to generate the energy, vitality, and funding that is necessary to maintain them. REFLECTIONS/CONCLUSIONS. This project will explore the development of a community center for education and the performing arts in an historic church building. The program will include a small cafe, rentable studio space, a library/ reading room, a performance venue, and event space. Research will support development of a third place model, successful adaptive reuse of sacred space, and will explore options for cost-effective renovation of an historic space.
