Book excerpt: This report documents the results of an effort undertaken for the Capabilities Assessment Division (CAD) of the Joint Staff. The project had two purposes: (1) to demonstrate that the operations and output of the RAND Strategy Assessment System (RSAS) could be calibrated to that of other models and games currently employed by CAD, and (2) to allow CAD to evaluate the utility of the RSAS for their purposes. This report outlines what was done in this effort, how it was done, and the degree to which the results were acceptable to CAD. RSAS proved valuable for many of CAD's assessments. In particular, the combination of analytic war plans and analyst plans used in this work proved quite flexible and robust in controlling and modifying scenario details during the course of the assessments. The most pronounced shortcoming of the RSAS from CAD's perspective is the underdeveloped state of the naval models. The work reported here also resulted in several improvements being made to the baseline RSAS system, including changes to graphics software, force data, and air warfare modeling.

Book excerpt: This report stems from a congressional request for an independent report about the U.S. Department of Defense s capabilities for joint analysis and ways to improve them. Congressional concerns largely involved the activity called support for strategic analysis (SSA) and whether to revise it. The report recommends making fundamental revisions to the overall planning construct to which SSA contributes."

Book excerpt: Leadership development in the military is a multifaceted process that takes place over an officer's entire career. At its most basic level, this development occurs through professional experiences and a progressive series of professional military education, of which joint professional military education (JPME) is a subset. In May 2020, the Joint Chiefs of Staff (JCS) issued a vision statement with guidance and objectives for leadership development in the armed services. This vision calls for an outcomes-based approach that emphasizes ingenuity, intellectual application, and military professionalism. The new approach focuses on what students must accomplish rather than traditional metrics, such as curriculum content or the amount of time spent learning specific material. The JCS also emphasized the need to integrate officer talent management (TM) and JPME because these functions are so closely connected. To support the implementation of this vision, the authors reviewed foundational, policy, and implementation documents; conducted semistructured interviews with senior representatives of relevant joint and service offices; and analyzed officer personnel data. They used these methods to (1) describe joint educational institutions' transitions to an outcomes-based approach, (2) examine performance expectations and the qualities needed in effective joint officers, (3) explore how joint performance is measured, and (4) see how challenges in TM systems and processes affect the implementation of JPME, Phase II. They also provide recommendations for how joint stakeholders and the military services can best integrate the TM and JPME processes to support the outcomes-based approach.

Book excerpt: "This paper was originally presented at a meeting of the Section for Military Studies of the International Studies Association at the University of Illinois at Champaign-Urbana on November 9, 1985. It describes the RAND Strategy Assessment Center's (RSAC) game-structured interactive simulation system in which functions of the traditional "Red," "Blue," and "Control" teams can be taken over partially or completely by automated decision models. It then discusses the roles of simulation and gaming in the training of officers and their impact on policy and strategy. It suggests that the analytic results of RSAC exercises should be very useful for enriching and extending the context of appropriately designed and implemented games, thereby enhancing their value as artificial experience."--Rand abstracts.

Book excerpt: Rand's Strategic Assessment Center is a new research facility designed for the development and testing of improved methodologies for the analysis of strategic forces. This note describes the concepts and objectives that have guided the facility design and the methodological developments during the first year. The methodology to be demonstrated in the facility during January 1981, uses the flexible structure of conflict gaming, but resorts to the discipline of analytic models to control the behavior of the game teams. The combination is expected to provide an improved method for the analysis of strategic forces--one with richer contexts and clearer relationships between inputs and outputs than is now available through any single analytical technique. Book excerpt: The Rand Strategy Assessment Center (RSAC) is a highly ambitious, multiyear research program to develop a system and methodology that combine the systematic reproducibility of analytic modeling/simulation with the behavioral richness of rule-based artificial intelligence technology. The system combines an adaptive simulation model of precombat and combat operations with three rule-based artificial intelligence agents that represent Red, Blue, and third-country behavior. The adaptive simulation model, called the Force Agent, simulates ground, air, and naval warfare in both conventional and nuclear settings on a theaterwide or global basis. The two superpower agents, Red Agent and Blue Agent, utilize wakeup rules to examine the world situation. Third-country behavior is represented by another rule-based agent--Scenario Agent. This paper examines the relationships among the four agents from the system interface, database management, and system control perspectives. The paper also discusses how the RSAC system can be used to support both automated and interactive war games.

Book excerpt: The Rand Strategy Assessment Center (RSAC) is an ambitious multiyear effort to improve methods of strategy analysis by combining the best features of war gaming and analytic modeling. The approach is based on automated war gaming in which human teams are replaced by decision models (computer automatons) using heuristic behavior rules and by a force operational model treating: interrelationships among strategic and other forces, events in different theaters, and the operations of the several military services. The result is a capability for complex multiscenario analysis that has not previously existed. The power of the approach is due in large part to its emphasis on realism (relative to more standard approaches) and to the use of artificial-intelligence and force-modeling techniques that make behavior rules and other key assumptions both transparent and interactively variable. This report provides an introduction to RSAC work for those unfamiliar with it. It also provides, for those following the program more closely: a summary of recent conceptual and technical progress, interim conclusions about the utility of RSAC methodology, a plan for future development, and references to more detailed RSAC publications. Book excerpt: The U.S. Department of Defense (DoD), from its most-senior leaders to military operators in the field, has expressed a strong commitment to complying with the law of war and to mitigating civilian harm for legal, moral, and strategic reasons and for reasons related to mission-effectiveness. But above and beyond its law of war obligations, DoD implements policies and procedures at multiple levels to mitigate civilian harm during armed conflict. In this report, researchers from the RAND Corporation and the Center for Naval Analyses (CNA) conduct an independent assessment of DoD standards, processes, procedures, and policies relating to civilian casualties resulting from U.S. military operations. In particular, the researchers examine DoD's efforts to assess, investigate, and respond to civilian harm, as well as DoD's resourcing and structure to address such issues. The researchers outline their findings and recommendations for how DoD can improve in these areas.
