The Second International Conference on "Earthquake Hazard and Seismic Risk Reduction" sponsored by the Government of the Republic of Armenia and United Nation's International Decade for Natural Disaster Reduction (UN/IDNDR) was held in dedication to that event between 14-21 September (later referred to as Yerevan Conference). The Yerevan Conference has been organized by the National Survey for Seismic Protection (NSSP) of the Republic of Armenia. All level's decision-makers (from the ministers to the local authorities), politicians, scientists, leaders of the executive and legislative powers, psychologists, leading businessmen, representatives from the private sector and the media as well as from the International Organizations have been invited by the Armenian NSSP to take part in joint discussion of the Seismic Risk Reduction Problem for the first time in the history of such forums. Armenian NSSP's such initiative has been triggered by the experience of the Spitak earthquake and other disasters. They showed that it will be possible to reduce the risks, posed by the natural disaster, only through the common efforts of all the community in co-operation with the International institutions.

Book excerpt: The current state-of-the-art allows seismologists to give statistical estimates of the probability of a large earthquake striking a given region, identifying the areas in which the seismic hazard is the highest. However, the usefulness of these estimates is limited, without information about local subsoil conditions and the vulnerability of buildings. Identifying the sites where a local ampli?cation of seismic shaking will occur, and identifying the buildings that will be the weakest under the seismic shaking is the only strategy that allows effective defence against earthquake damage at an affordable cost, by applying selective reinforcement only to the structures that need it. Unfortunately, too often the Earth’s surface acted as a divide between seism- ogists and engineers. Now it is becoming clear that the building behaviour largely depends on the seismic input and the buildings on their turn act as seismic sources, in an intricate interplay that non-linear phenomena make even more complex. These phenomena are often the cause of observed damage enhancement during past ear- quakes. While research may pursue complex models to fully understand soil dyn- ics under seismic loading, we need, at the same time, simple models valid on average, whose results can be easily transferred to end users without prohibitive expenditure. Very complex models require a large amount of data that can only be obtained at a very high cost or may be impossible to get at all.

With the condition that most surface of the original fragments of the Buddha statues were lost due to acts of deliberate destruction, this publication explores a reference point for conservation practitioners and policy makers around the world as they consider how to respond to on-going acts of destruction of cultural heritage. Whilst there has been an emerging debate to the ethics and nature of heritage reconstruction, this volume provides a plethora of ideas and approaches concerning the future treatment of the Bamiyan Buddha statues. It also addresses a number of fundamental questions on potential heritage reconstruction: how it will be done; who will decide; and what it should be done for.
