This project along with the National Steppe Conservation Strategy shows the importance FAO and the Ministry of Agriculture and Forestry attach to the conservation of Turkey’s rich and vulnerable steppe ecosystems, their sustainable and cooperative management and awareness-raising. This Strategy is instrumental in contributing to the conservation of unique steppe assets possessed by Turkey at national level as well as fulfillment of international commitments such as those arising from the International Convention on Biological Diversity, Aichi Goals of Convention on Biological Diversity and Convention to Combat Desertification. It appears that there are hardly any policies or legal documents directly geared towards steppe ecosystems in Turkey, as opposed to the legal and administrative documents for the conservation and management of mountain-forests, wetlands, and coastal and marine ecosystems. Therefore, the National Steppe Conservation Strategy and Action Plan assumes special importance.

Book excerpt: The twenty-second session of the Conference of the Parties (COP 22), the twelfth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 12), and the first session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 1), were held in Bab Ighli, Marrakech, Morocco, from 7-18 November 2016. The Conference showed how the world is making progress for the implementation of the Paris Agreement, and how the constructive spirit of multilateral cooperation on climate change continues. Governments have set until 2018 to complete the Paris Agreement application standards, in order to ensure trust, cooperation and success in the upcoming years and decades. The agreement adopted at COP21 came into force on November 4, 2016, and, this way, countries have ratified their commitment to struggle to keep the increase in global temperature below 2 degrees centigrade and to achieve an economy free from greenhouse gas (GHG) emissions until the second half of this century. Within this context of challenges and considering the principles, provisions and structures of the United Nations Framework Convention on Climate Change (UNFCCC), the countries have filed documents on their Intended Nationally Determined Contributions (INDC). This analysis and systematization study examines the INDC documents from 32 Latin America and Caribbean (LAC) States.

Recognising this, SADC's Land and Water Management Applied Research and Training Programme has convened two scientific symposiums. Held in Lilongwe, Malawi, in February 2006, the inaugural symposium brought together practitioners from 10 participating SADC countries to deliberate on land and water management for sustainable agriculture, and discuss how the most recent research and development advances in land and water management might be made more relevant to policymakers as well as the region's small-scale farmers. The edited contributions to this first symposium appear in this volume. The second symposium was held in Gaborone, Botswana, in February 2007, and brought together regional experts to discuss opportunities for improving water use and water use efficiency in agriculture in semi-arid and arid areas. The edited contributions to the second symposium appear in a companion volume entitled Land and Water Management in Southern Africa: Towards Better Water Use in Agriculture in Semi-Arid and Arid Areas (AISA 2008). It is hoped that these two volumes will help to disseminate regional expertise on land and water management to a wider audience, thus helping policy-makers and others to strengthen the agricultural sector in the region, and, in so doing, improve its food security and the wellbeing of its people.

Book excerpt: This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that after a prolonged decline hunger appears to be on the rise. In sub-Saharan Africa there were about 224 million undernourished people in sub-Saharan Africa in 2016, up from 200 million in 2015. In many countries, the worsening situation in 2015 and 2016 can be attributed to adverse climatic conditions, often linked to the El Niño phenomenon, resulting in poor harvests and the loss of livestock. Conflict, sometimes in combination with drought or floods, also contributed to severe food insecurity in several countries. Lower commodity prices and a difficult global economic environment have furthermore contributed to the worsening food security situation. The worrying trend in undernourishment is not yet reflected in the series of indicators referring to nutritional outcomes in the region, with the prevalence of stunting and wasting for children under the age of five continuing to decline gradually. However, progress towards the World Health Assembly global nutrition targets has been generally poor. While a relatively large proportion of countries are on track to meeting the target for overweight in children, the rates for adult obesity are soaring in all regions and are especially high in Southern Africa. The report also finds that across the board, countries have developed and are developing policy frameworks and investment plans that are aligned, or efforts are being made to align them, with the goals of the Malabo Declaration and SDG 2. Through CAADP, policy processes are coherent, and this initiative has raised the profile of agriculture and heavily influenced agricultural policy at regional and national levels. However, the worrying trends in undernourishment underline the need for even greater efforts to achieve the SDG 2 by 2030. The thematic part of the report focuses on the food security and nutrition–conflict nexus. Conflict is not only an increasingly important cause of food insecurity and malnutrition but food insecurity and malnutrition can also become conflict multipliers. Addressing the causes of conflicts and supporting food security and livelihoods can help build resilience to conflict and contribute to sustaining peace.

It finds that despite some modest declines in recent years, support to agriculture has remained close to recent historical highs. While changes in support have been limited, agricultural policies have been both reactive and proactive, boosting the sector’s capacity to respond to current challenges while aiming to ensure that food systems are fit for purpose as future conditions evolve. This year’s report focuses on policies fostering sustainable productivity growth in agriculture. Governments are applying a large variety of approaches to improve productivity while preserving natural resources and reducing agricultural greenhouse gas emissions. The report notes, however, that clearly defined targets related to sustainable productivity growth and measurable indicators of progress are important to ensure that policies achieve their stated objectives. The report also notes that making more effective use of producer support to promote innovation and environmental sustainability on the farm, and refocusing overall support towards targeted R&D, can better leverage public spending to deliver public goods and sustainable productivity growth. In line with the 2022 OECD Agriculture Ministerial Declaration, the report identifies a seven-point policy agenda for making agriculture more sustainable, productive and resilient, and for improving the effectiveness and efficiency of agricultural support and markets.
