The book seeks to answer this question by studying the evolution, execution and performance of new modes of economic policy co-ordination as potential stepping-stones towards more institutionalized forms of economic governance.

Available in PDF, EPUB and Kindle. Book excerpt: To what extent has the process of European integration re-drawn the boundaries of national welfare states? What are the effects of such re-drawing? Boundaries count: they are essential in bringing together individuals, groups, and territorial units, and for activating or strengthening shared ties between them. If the profile of boundaries changes over time, we might expect significant consequences on bonding dynamics, i.e. on the way solidarity is structured in a given political community. The book addresses these two questions in a broad historical and comparative perspective. The first chapter sets out a novel theoretical framework which re-conceptualizes the welfare state as a 'bounded space' characterized by a distinct spatial politics. This reconceptualization takes as a starting point the 'state-building tradition' in political science and in particular the work of Stein Rokkan. The second chapter briefly outlines the early emergence and expansion of European welfare states till World War II. Chapters 3 and 4 analyse the relationship between domestic welfare state developments and the formation of a supranational European Community between the 1960s and the 2000s, illustrating how the process of European integration has increasingly eroded the social sovereignty of the nation-state. Chapter 5 focuses on new emerging forms of sub-national and trans-national social protection, while Chapter 6 discusses current trends and future perspectives for a re-structuring of social protection at the EU level. While there is no doubt that European integration has significantly altered the boundaries of national welfare, de-stabilizing delicate political and institutional equilibria, the book concludes by offering some suggestions on how a viable system of multi-level social protection could possibly emerge within the new EU wide boundary configuration.

Book excerpt: Decentralising labour market policy is a delicate and challenging subject of political debate. Does decentralisation really enable co-ordination of policies? At the local level, how do we make the best use of decentralised powers? How can greater flexibility be provided in managing policies while still guaranteeing efficiency and accountability? To enhance responsiveness to citizens needs, governments increasingly decentralise the way policies are designed and implemented. In the labour market policy area, many stakeholders, from business and local government to community groups and NGOs have been receptive. The OECD invited leading experts and experienced policy makers and practitioners to address these questions and share their experiences in dealing with such issues. This report, supported by statistical data, summarises the lessons learnt from their experiences. It is for researchers, leading experts, business communities, economists in government circles and NGOs.

Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
