Then by relating it to the current status and future potential, it proposes that reaching self-sufficiency in rice production is the paramount item on the food security agenda in this region. South Asia is world's most densely populated region and houses the largest population of undernourished people. Despite a period of marked economic growth averaging 6% a year over the past 20 years, it remains the world's second poorest region with more than 500 million people living on less than US$1.25 a day. Yet, there has been a considerable improvement in food security steered by the Green Revolution, use of high-yielding rice varieties, increasing investments in agriculture, improved fertilizer use and irrigation infrastructure and the potential for further increase remains high. Firstly this paper scrutinizes the role rice has been playing in the economy and food security of South Asia so far and that it is still the most potential means to improve the food security situation and tackle severe undernutrition as other sectors are, until now, far less furnished to address this issue. This paper probes into various economic and historical perspectives of rice economy and culture in this region, and shows that self-sufficiency in rice production is paramount to its domestic food security, and thereby proposes that emphasis should be given on increased rice production which is decelerating amid the upsurge of modern economic sectors.

Available in PDF, EPUB and Kindle. Book excerpt: Rice is a strategic commodity for food security in West Africa. Its consumption has grown rapidly over time as a result of population growth, urbanization, and increasing purchasing power. Dependency on imported rice exposes the region to external shocks stemming from the global market. Given its economic and social importance, most countries in West Africa have developed a national strategy for rice development alongside their agricultural sector-wide policy. In addition, the Economic Community of West African States is actively supportive of national strategies under a regional offensive to boost rice production and meet the challenge of rice self-sufficiency in the region by 2025. Our analysis uses economic models to forecast rice consumption, and then simulates the economy-wide impacts of achieving rice self-sufficiency in West Africa. Results show that per capita consumption of rice is expected to increase from 44 to 53 kilograms on average between 2011 and 2025. Total rice consumption is projected to reach around 24 million metric tons by 2025, increasing by 74 percent over the period 2011-2025. The required average annual increase in production (8 percent) is estimated to be twice that of consumption (4 percent) to achieve the self-sufficiency goal by 2025. Under the regional policy, the rice sector average annual value added growth rate is expected to double, from 6 to 12 percent. As a consequence, rice imports decline and exports improve rapidly to cover the cost of imports by 2025. The regional gross domestic product growth rate is expected to increase by an average of 0.4 percentage point per year relative to the baseline scenario over the period 2015-2025. As real consumption expenditures increase by 14 percent for rice and 4 percent for all food products, the policy is expected to improve food security in the region.

Book excerpt: Paper which questions the suitability of a policy of rice self-sufficiency for Papua New Guinea. Drawing upon international trade theory, the author concludes that the cheapest way for PNG to obtain rice is to devote resources to the production of higher value export crops. Includes references. They call to mind economic policies that need change if, as a country, we are to sustain economic growth at a high and efficient level of performance. When they deal with economic policies, the essays try to disentangle them so as to expose what is wrong and to propose solutions at their fine roots. Thus, unlike some commentaries that criticize policies, he also offers the way out of the problems.” β€” Dr. Gerardo P. Sicat, former Socioeconomic Planning Secretary and National Economic and Development Authority Director-General

Book excerpt: The recent escalation of world food prices – particularly for cereals - prompted mass public indignation and demonstrations in many countries, from the price of tortilla flour in Mexico to that of rice in the Philippines and pasta in Italy. The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. As a result, more appropriate policies can be put in place to ensure more stable food supplies in the future. Published with the Food and Agriculture (FAO) Organization of the United Nations
