The aim of this book is mainly to describe the anatomy of these three social accounting systems and compare their structures. Some attention is also given to a comparison of the systems in actual use by some industrially developed countries, including the centralized economies. The problem of integrating the three systems is also cursorily treated. The student of economics, and the economist in the service of industry, private or public, will obtain from this book a picture of the concepts and: definitions used in social accounting; the book also describes how each system is constructed, and which economic study or analysis it can best serve. Another valuable feature is the comparison the author makes of the national accounts system with the Russian "Natsional'ny Dokhod." Most popular among these have been projects to computerize government accounting and payment operations, by introducing government financial management information systems (FMISs). This paper investigates the reason for almost universal failure to implement and sustain FMISs in DCs. It starts with a review of the "received wisdom" in implementing these projects, and then analyzes problems in its application in the DC context to identify key factors to explain why FMIS projects have been so problematic. Based on the identified negative factors, suggestions for addressing them are offered in the hope of improving success rates.

This paper attempts to show how effective accounting and auditing help in promoting and supporting national competitiveness in today's globalised and complex world. The paper seeks to critically assess the effectiveness and performance accounting and auditing in Arab countries. It will highlight the factors affecting the role and function of accounting and auditing. Methodology/Approach - The paper is based on data collected from various documents including those published by the authors (such as articles at journals and books), as well as information from business laws that organized accounting in Arab countries. Findings - we found that accounting systems and auditing procedures in most Arab countries were designed to cater for the needs of centrally planned economy and they are currently struggling to keep pace with the developed world. The accounting and auditing systems in developing and Arab countries set clear objectives mainly to provide accounting information, including: (i) financial information; (ii) tax information; and (iii) statistical information. They lack standardization and uniformity as they seem to be applied differently across sectors and industries. Originality - This is the first study (in researcher knowledge) that describes and explains the accounting and auditing in most Arab countries. The paper contributes to the literature by providing a broader picture about the obstacles and problems that effect on developing accounting in Arab countries.
