Available in PDF, EPUB and Kindle. Book excerpt: This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people’s participation and accountability. Throughout the chapters, the authors review the existing legal framework of UP and its relation to social accountability, examine how much of the social participation is spontaneous and how much is politically induced, question the success of the Citizen's Charter and Right to Information acts as mechanisms for social accountability, and present suggestions to remedy some of the problems facing people's participation and accountability in the UP. This book fills existing gaps in the discourse by adding new information to the literature on development research and legal reforms in Bangladesh, specifically in how those legal reforms have led to strengthening or weakening people's participation in local government. The target audience for this book are students and researchers in Asian studies , international development studies, and public administration, as well as practitioners working in the local governments discussed.

Book excerpt: This book analyzes the development and decay of three generations of public administration in Bangladesh from a comparative perspective. It is a study of the chronological growth of public administration in Bangladesh and reveals how the British “steel frame” of bureaucracy provides the overall basis for the bureaucracy of Bangladesh. After the end British rule, both Pakistan and Bangladesh tried to make their own form of bureaucracy, but both ended up keeping the British form of bureaucracy to some extent intentionally or unintentionally in their own form of bureaucracy. The irony of fate is that both countries failed to retain the position, prestige and glory of the bureaucracy of British India. This study examines the entire gamut of bureaucracy of Bangladesh and recommends some measures which can help develop the overall public administration of Bangladesh.

In emerging democracies, such as Bangladesh, a redefinition of roles and responsibilities of different actors in the policy and governing process can be noticed. This book identifies and analyses issues related to the making and implementation of public policies in Bangladesh over the last four decades (1972-2012). It explores the implications of the change that has taken place in policy and governance environment in Bangladesh. Focusing on several important sectoral and sub-sectoral polices, it examines the impact and limitations of the change. Chapters are structured into four parts: Public Policy, Bureaucracy and Parliament; Cases of Public Policy; Women in Governance and Public Administration; Ethics, Innovations, and Public Service Delivery, and the book is a valuable resource for researchers in the field of development studies, public policy and South Asian politics.

Book excerpt: Research Paper (undergraduate) from the year 2013 in the subject Politics - Region: South Asia, , course: Graduate School of Public Administration (GSPA), language: English, abstract: In pluralistic societies, all over the world bureaucracy plays a predominant role for bringing social change, transformation, modernization and development. But in Bangladesh bureaucracy represents a dismal picture and suffers from various ills. Standing on the threshold of the 21st century when the whole world is experiencing cataclysmic change in the sphere of political transformation, economic globalization, technological innovation, media revolution and rapid growth of the nation states- it is now quite exigent to rearrange or reorganize the state machinery for coexisting with the changed world order. In consonance with the changes- the role, function and responsibility of bureaucracy should be devised in a way that it can ensure its productivity and efficiency by creating an enabling condition for development. Absence of efficiency, transparency, accountability, representational political culture, institutional weakness of political, social and economical apparatus and malfunction among those systems has made the bureaucratic system in Bangladesh despicable and disdainful. The paper, ipso facto, aims at unravelling the issues related with the concept of bureaucracy, the role of bureaucracy in the third world with special emphasis on Bangladesh, depicting a brief sketch about the traditional and development bureaucracy in Bangladesh. Lastly, but not the least, some suggestions to make the bureaucracy accountable, efficient and responsive to the people's demands and aspirations have been given.

Available in PDF, EPUB and Kindle. Book excerpt: A state-of-the-art, one-stop resource, Public Administration in South Asia: India, Bangladesh, and Pakistan examines public administration issues and advances in the Indian subcontinent. The book fulfills a critical need. These nations have the largest public administration programs in South Asia, yet existing knowledge on them is fragmented at best. Bringing together leading scholars from these countries, this book provides both an insider perspective and a scholarly look at the challenges and accomplishments in the region. Focusing on the machinery of government, the book explores questions such as: What is the history of public administration development? How are major decisions made in the agencies? Why are anti-corruption efforts so much a challenge? What is the significance of intergovernmental relations? What is the success of administrative reform? What are examples of successful social development programs? How successful is e-government, and what are its challenges? Why is civil service reform difficult to achieve? How is freedom of information being used as a means to combat corruption and invoke grassroots activism? What can be learned from the successes and failures? While public administration practice and education have become considerably professionalized in the last decade, a sufficiently in-depth and well-rounded reference on public administration in these countries is sorely lacking. Most available books tackle only aspects of public administration such as administrative reforms, civil service, economic developments, or public policy, and are country specific. None provide the in-depth analysis of the sphere of public action in South Asia found in this book. It supplies an understanding of how public administration can be either the source of, or solution to, so many of the problems and achievements in the Indian subcontinent.

Book excerpt: Jointly, the World Bank and the Government of Albania undertook an assessment of poverty, conducted in a qualitative manner, to gain information that could guide policy development and resource allocation. The research was conducted through a series of focus groups, interviews, and surveys that permitted community members in ten areas within Albania, to define poverty in their own terms. During the ten years of reform, Albania has been buffeted by set backs which led fully 40% of respondents to indicate that socioeconomic conditions have worsened during that period. While informal coping mechanisms have been developed in many communities, these are under stress and threaten to give way. The study suggests that a poverty reduction strategy must, at the very least, include improvements in government management, employment opportunities, provision of social services, infrastructure development, and public security.

Book excerpt: This book illuminates the importance of the citizen charter (CC) in local service delivery in Bangladesh. It describes how CC was implemented into the service delivery process and its impact. In the 1970s, the transition from traditional public administration to new public management was inspired by globalization, the emergence of an information and technological society, and many economic theories, such as public choice, principal-agent theory, and transaction cost. The purpose of the government in a welfare state is to serve the citizens by providing essential services. However, public service delivery in most developing nations is ineffective owing to corruption, waste of public funds, a lack of responsibility on the part of public employees, etc. In this context, CC emerged as a means of educating individuals on many elements of services, so they may hold service providers accountable. Thus, the issue of framing and implementation of CC has been put in place due to the persistent pressing of academicians, politicians, and practitioners advocating for better local service delivery.

Available in PDF, EPUB and Kindle. Book excerpt: Abstract: "The subject of my dissertation, Administrative Accounctability in the Civil Service of Bangladesh, indicates that it is intended to examine the accountability aspects of the civil service of Bangladesh. There is no dispute on the need to hold the civil servants accountable in any country irrespective of its political system. Accountability is particularly necessary in a developing country like Bangladesh where the civil servants play a more important role than the politicians in shaping the fate of the nation through the exercises of administrative powers. In Bangladesh, the political and democratic institutions have not the opportunity to develop properly because of its short history. Since independence, the country has been ruled for most of the time by non-politicians. This situation acted as a great barrier to the growth and development of democratic institutions. As a result, the civil servants enjoyed enormous discretionary pwers and were virtually accountable to no one. The accountability aspects deserve special attention in Bangladesh mainly for two reasons. First, the exisiting civil service is structured on the model of the civil service of British India. The British civil service was accountable to the Governor-General/Vice-Roy not to the people or their representatives. During the Pakistan and Bangladesh period no fundatmental change has been introduced in the civil service. Second, the common phenomena of the civil services of this part of the world are red-tapisml, corruption, misue of powers, acting, however, without legal authority etc..."
