A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. With the type of naval operations and tasks for the period up to 2030-35 largely enduring, the current "regional power projection" profile of the Royal Netherlands Navy (RNLN) must be strengthened and renewed. We envisage the core of the future naval force to remain a versatile mix of surface and sub-surface combatants, shipborne helicopters and unmanned systems for intelligence purposes and extended force projection, modern amphibious forces and long-range land attack capability to counter Anti-Access and Area Denial (A2AD) threats. All main vessels should be ocean-going, able to navigate the main operating theaters in the European seas and the Carib under all conditions. But even while we expect that naval operations and tasks, as well as the overall force profile of the RNLN, will evolve rather than drastically change, the RNLN must substantially innovate — but not beyond recognition — its personnel, materiel, doctrines and processes, organization and structures.

Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

Over the past 20 years, China’s international status as a “great power” has become undeniable. China’s “peaceful rise” has included substantial investments in military modernization and an increasingly assertive regional posture. While China has not waged war since 1979, it has frequently resorted to what the U.S. State Department has referred to as “gangster tactics” – threats, intimidation, and armed confrontation – to advance its strategic aims. This volume illuminates the ways in which China has employed its military and paramilitary tools to coerce other states, and examines the motivations and specific foreign policy objectives that China has pursued using force short of war. The study presents new analysis of an original dataset on coercive actions undertaken by China’s armed forces, taking into account the political objectives pursued and the environmental contexts in which these operations occurred.
