Throughout the region, higher education has grown rapidly in a variety of ways. Price, accessibility, mobility, and government funding are all key areas of interest, which likely shape the degree to which higher education may be viewed as a human right. Although enrollments continue to grow in many higher education systems, protests related to fees and other equity issues continue to grow. This volume will include scholarly perspectives from around the region for a more extensive understanding of higher education as a human right in the Asia Pacific.

It includes a set of conceptually-rich organizing chapters followed by detailed country-specific studies that detail both the underlying dynamics of these forces and the manner in which they have affected specific countries. In this way, the chapters touch on the complex demographics of the region, how continued and continuous economic development impinges on higher education, and how neoliberalism has affected higher education across many dimensions. The volume also addresses the complex issues associated with cross border education and the daunting challenges of both national and cross-national quality assurance.

Book excerpt: This book establishes gender issues as a major focus within developments shaping higher education in the Asia Pacific region. The discussion is framed as a response to various dedicated efforts, such as that of the United Nations, to foreground gender as a site for political discourse throughout the region. Throughout the volume, authors confront issues that continue to gain prominence in higher education as a policy arena, including the degree to which higher education operates within a framework of gender equity and how higher education appointments—even promotions—are sensitive to gender. By touching specific instances throughout Korea, Japan, China, Australia, India, Malaysia, Thailand, and Taiwan, authors offer an unprecedented big-picture view of gender-relevant policy issues.

Book excerpt: Since the turn of the millennium it has become clear that the Asia-Pacific Region is, economically, the fastest growing continent in the world, and is likely to remain so for some time despite the setbacks of the COVID-19 pandemic. Asia-Pacific's share of the world's Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. This handbook presents a number of significant country case-studies and documents cross-cutting trends relating to, among other things: the trilemma faced by governments juggling competing claims of access, accessible cost, and quality; the balance between teaching and research; the links between labour markets (demand) and higher education (supply); preferred fields of study and their consequences; the rise of the research university in Asia; the lure of institutions of international reputation within the region; new education technologies and their effects; and, trends in government policy within the wider region and sub-regions.

Book excerpt: This survey provides unprecedented scope and detail of analysis on higher education in the Asia-Pacific region. In this era of global integration, convergence and comparison, the balance of power in worldwide higher education is shifting. In less than two decades the Asia-Pacific region has come to possess the largest and fastest growing higher education sector on Earth. The countries of East and Southeast Asia and the Western Pacific together enrol 50 million tertiary students, compared to 14 million in 1991, and will soon conduct a third of all research and development. In China, Hong Kong, Taiwan, Korea and Singapore, ‘world-class’ universities are emerging at breakneck pace, fostered by modernizing governments that see knowledge and skills as key to a future shaped equally by East and West, and supported by families deeply committed to education. But not all Asia-Pacific countries are on this path, not all reforms are effective, and there are marked differences between nations in levels of resources, educational participation, research, state controls and academic freedom. Higher Education in the Asia-Pacific: Strategic responses to globalization provides an authoritative survey of tertiary education in this diverse and dynamic region. Its 23 chapters, written by authors from a dozen different countries, focus successively on the Asia-Pacific as a whole, the strategies of individual universities, and national policies and strategies in response to the global challenge.

Available in PDF, EPUB and Kindle. Book excerpt: This book deepens readers’ conceptual understanding of and provides practical insights into Vietnam’s higher education reforms. Globalisation has had profound impacts on higher education worldwide, creating transnational linkages and junctures, as well as disjunctures. At the same time, it has generated fluidities, hybridities and mobilities. Within the postcolonial context of Vietnam, it is imperative to identify the unique global traits that characterise the Vietnamese higher education system. The book focuses specifically on key aspects of culture and values that are decisive to the reform of Vietnamese higher education under the forces of globalisation. It critically examines how global forces have shaped and reshaped Vietnam’s higher education landscape. At the same time, the book explores local demands on Vietnamese higher education, and deciphers how higher education institutions are responding to globalisation, internationalisation and local demands. Based on empirical research, theoretical approaches and the experiences of researchers from Vietnam and overseas, it addresses critical perspectives on the aspects fundamental to the reform of Vietnamese higher education and outlines viable paths for the future.

A collection of essays by distinguished scholars from eight Asia Pacific nations links profound changes occurring in the economies and societies of the region to the many changes taking place within higher education. Focusing on how the dynamics of a changing global economy are affecting the ways higher education institutions are responding, particular changes are seen to be taking place in graduate education as many societies experience the need to produce graduates of high quality with elevated qualifications. Such changes are not without challenge or difficulty as issues of finance. Questions of appropriate directions of innovation and overall higher education capacity continue to frame the broader issue of the changing nature of graduate education.

Book excerpt: Technology and Workplace Skills for the Twenty-First Century examines many of the rapid changes taking place at the intersection of workplace demands and higher education throughout the Asia Pacific region. The globalized, interdependent twenty-first century workforce is built around computing, communication, and automation. These characteristics have changed the ways in which higher education is connected to the workforce and raised the stakes for educating students for the changing workforce. In this book, scholars and education leaders throughout Asia Pacific and the US investigate how the changing needs of the workforce have shaped higher education's curriculum, methods, and orientation, and show how different Asia Pacific countries have responded differently to these challenges.
