Available in PDF, EPUB and Kindle. Book excerpt: Disparities between the economic development of nations have widened throughout the twentieth century, and they show no sign of closing. In the nineteenth century, the economic potential of developed countries was three times that of the rest of the world. Today the gap is twenty times greater, and the trend is increasing. In this provocative reexamination of theories of accelerated development, or "catching up," Vladislav L. Inozemtsev traces the evolution of thinking about how countries lagging behind can most swiftly move forward, and assesses their prospects for success in this effort. Inozemtsev reviews the experience of the Soviet Union, as well as the recent experience of Japan, China, and Southeast Asia. He finds that those countries that have moved forward most rapidly have successfully adapted new technology to old processes. But even then, they face daunting odds, as they grapple with the need to change their population's ideas and behavior. And in the 1990s, their rates of development have noticeably declined. "Catching Up" assesses prospects for successful application of theories of accelerated development in the global economy. Inozemtsev's pessimistic conclusion is that rapid industrial progress is not achievable in the information society of the twenty-first century. Inozemtsev reaches this conclusion after reviewing theories of accelerated development thinking from the diverse viewpoints of the 1940s and 1950s, to the more intensive ideological polarization of the 1960s. Inozemtsev believes it will be impossible for non-Western nations to "catch up" with the West because of their inability to generate or control information and knowledge.

The framework Universities as Engines of Economic Development codifies a set of practices that collectively illustrate how universities can more effectively accelerate innovation, and contribute to sustainable economic development. This qualitative interdisciplinary study complements this systemic framework by illustrating with eleven case studies how these practices of knowledge exchange in research, education, and catalyzing innovation, are applied across different types of universities and circumstances. Results show how universities invigorate discoveries, enhance the training of future researchers, and improve direct diffusion of knowledge exchange by supporting investigator-driven mechanisms that solve societal challenges through interdisciplinary collaborations--among scholars, industry, and government--while influencing education, science policy and practice. Students are educated through integrated curriculum, real-world projects and independent learning to scale up tech ventures by leveraging the resources of local ecosystems and providing access to university intellectual property, tangible research products, incubators, labs, funding and professional entrepreneurial networks. These case studies reveal how universities can accelerate sustainable prosperity through innovation and help stakeholders reach their full potential.

Book excerpt: This book discusses national development planning in the context of a globalized world economy. National economic development planning, the process of defining strategic economic objectives for a country and designing policies and institutional frameworks to attain them, was popular in many countries in the 1960s and 1970s. Over time it lost its appeal. More recently, with globalization accelerating and economic competition increasing, it is making a comeback in different countries under different forms. National planning in this new era is different than the earlier quantitative planning approaches. It employs different tools, such as strategic visions and action plans, revived forms of physical infrastructure planning, industrial policy, and cluster policy. Built on the research of international scholars with firsthand knowledge of the countries in question, this volume presents and evaluates current national planning strategies and policy worldwide. It will be of interest to both academicians who study and teach globalization and development as well as policy makers who may use it as a reference as they contemplate their own strategies.

Relying on oil and gas alone, however, will not produce the long-run level of growth needed to meet this potential. Reforms geared to improve the business climate, enhance competitiveness, and increase private sector participation are essential. This book examines reforms to accelerate economic diversification in the country. This involves not only modernizing and using public resources in agriculture more efficiently to increase productivity, but also transitioning of manufacturing toward high-potential exports to help the country’s industrial development and create employment opportunities. Upgrading innovation of oilfield services and improving transport and logistics are important to increase participation in the global value chains.

Book excerpt: An insider with practical experience in development work reveals how understanding market realities can more effectively reduce poverty. This book by a practitioner—not an academic, government official, or pundit—has been written for practitioners and offers fresh thinking on how to do international development work. It combines that thinking with practical guidance, in plain English, on what to do—and perhaps just as importantly, what not to do—on the ground. We Do Know How takes buzzwords commonly used in development circles—demand-driven, results-oriented, accountability, and others—and makes them real, spelling out a proven approach for expanding business sales and generating jobs for poor people. Although government has a role to play in development, in the end the actions of businesses drive economic growth and expand people’s incomes. We Do Know How shows how to build on the incentives that drive businesses and, in the process, create jobs for the poor. Specifically, it urges development practitioners to support only those business opportunities for which there is market demand, abiding by the maxim “produce what you can sell,” not “sell what you produce.” More than that, it cautions practitioners not to become solutions looking for problems but to search creatively for ways to solve the specific problems that stand most in the way of clients meeting buyers’ requirements. We Do Know How challenges much conventional wisdom on how to do development work. At the same time, and in contrast to other books on development, it shows how, by maintaining focus and discipline, development practitioners can deliver demonstrable increases in jobs for those who need them.

Available in PDF, EPUB and Kindle. Book excerpt: Manufacturing-led development has provided the traditional model for creating jobs and prosperity. But in the past three decades the conventional pattern of structural transformation has changed, with the services sector growing faster than the manufacturing sector. This raises critical questions about the ability of developing economies to close productivity gaps with advanced economies and to create good jobs for more people. At Your Service? The Promise of Services-Led Development (www.worldbank.org/services-led-development) assesses the scope of a services-driven development model and policy directions that can maximize the model’s potential.
