Book excerpt: Excerpt from Abstract of a Survey of the Baltimore Public Schools, 1920-1921 When the Committee of the School Board called upon me last summer in reference to the superintendency of schools, I secured from them assur ance that the Board would take steps to have a school survey inaugurated at the very beginning of the new school year, so as to get the completed survey report as early as possible in 1921. My attitude was to welcome heartily a thorough survey of the Baltimore school system as a first and a most important move on the part of the reorganized Board of School Com missioners. My own experience with previous school surveys had taught me that a school survey properly conducted by a competent and impartial director, not connected with the school system being surveyed, could bring to that system a clearness of vision as to the existing situation, and a soundness of judgment as to recommendations for the future, that would be of tremendous and lasting value to the city under survey. Book excerpt: Since a quality education was believed to be a gateway to a productive future, members of Baltimore City's African American community sparred continuously with school officials for equal access to educational facilities and opportunities throughout the late nineteenth and early twentieth centuries. From 1920 to 1921, George D. Strayer surveyed the Baltimore City Public School. His report documented, in detail, the deplorable school conditions for African American educators and students. Importantly, the recommendations of the school survey led to monumental changes within the Baltimore City Division of Colored Schools between 1923 and 1943. This thesis analyzes school reform efforts from an educational reformist's perspective and its impact on providing a quality, albeit still segregated education for African Americans living in Baltimore City until World War II. This thesis, which relies on the Strayer Report, The Baltimore Afro-American and The Baltimore Sun newspapers, and official school reports for primary sources, demonstrates how school reform efforts provided African American educators with the necessary tools to improve the quality of education for African American students in the Baltimore City School System during legal segregation. -- Abstract.

The most careful study of population and changes, or shifts in population by wards, by census enumeration districts, and by police beats has been made. A study of the area surrounding each elementary school and of the larger areas fur nishing the school population of the junior high schools and senior high schools has been utilized in the development of the program as it has to do with the location of new school buildings. This type of investigation should be continued by the executive staff of the Board of School Commissioners. However carefully the work has been done, there will be changes in the city and shifts in population which cannot now be anticipated. A building program for a modern American city is of sufficient importance to require the time of a man, expert in this field of city planning, constantly at work upon the problem.
