The mean places of the fixed stars and the data for their reduction are also included in this part. Part III, Phenomena, which contains predictions of phenomena to be observed, with data for their computation. Washington mean time for the meridian of the new Naval Observatory is used throughout this part except in a few cases, notably those of eclipses, where Greenwich mean time seems more convenient. Part IV, Star numbers, apparent places of stars, and other data based on the Constants of the Paris Conference of 1896, which gives precession, obliquity, etc., Besselian star-numbers, independent star-numbers, ephemerides of four northern and one southern circumpolar stars, and ephemerides of twenty-five other stars whose apparent places differ from those given in Part II.
