Book excerpt: This paper discusses two of the problems found in earlier research on the labor-market activity of married women. First, the assumption of freely varying choices within the household's utility function results in biased estimates of the wife's labor-supply elasticity. Depending on the substitute-complement relationship of the spouses' nonmarket time, pooling rationed and unrationed households can lead to a downward biased own-wage elasticity (as in the case of substitutability). With substitutability between spouses' nonmarket time, the income effect is also downward biased. Second, in the absence of rationing, pooling households with part-time working heads and full-time working heads will lead to similar biases as in the case of rationing versus nonrationing. Hence, estimating the labor-market activity of married women, spouse present, requires the researcher to account for the labor-market activity of the husband. As in Heckman's paper (1976), estimating the labor-supply and market wage equations of married women using only a working subsample leads to biased coefficients. The estimates produced here confirm his findings.

Historically, married women have tended to have larger labor supply elasticities than their spouses because they were the secondary earners in a couple. However, those elasticities have fallen sharply in recent decades-a decline that has been attributed to greater labor force participation rates and increased career orientation among married women. Indeed, a growing share of wives earn more than their husbands, raising the question whether a person's sex or relative earnings is the relevant factor affecting the sensitivity of participation to wage and tax rates. In this book, we use administrative data to examine whether women or lower-earning spouses have larger labor supply elasticities. We present descriptive evidence on the share of women who are the primary earner and the frequency of transitions into and out of employment by sex and relative earnings. We find that lower earning spouses are more likely to start and stop working than women, except when a couple starts a family. We then model an individual's work decision using a dynamic probit model to isolate the labor supply response to changes in tax rates. We estimate that the participation elasticity with respect to the net-of-tax rate of the secondary earner-the spouse who typically has lower earnings-is about 0.03, slightly higher than that for women, though both of these overall elasticities are small. Participation elasticities with respect to income for both women and secondary earners are effectively zero. Our estimates are robust to several alternative models, including alternative specifications of secondary earner.

The historical and socio-economic causes of change in the employment status of wives and husbands are detailed. The empirical studies respond to some basic questions about dual-earner families: How does having an employed wife influence family lifestyles? What effects do dual-earners have on the finances of their households and on the distribution of income? What policy changes are needed to recognize the economic importance of dual-earner families? In Working Wives and Dual-Earner Families, one-earner and dual-earner families are differentiated, with particular attention to the impact of wives' employment status (full-time or part-time) on household decision making. Among the most interesting research findings are: total family income or tax bracket and the cost of child care are among the critical determinants of dual-earner employment; married-couple families at the same level of income have very similar expenditure patterns regardless of whether the wife is employed; full-time working wives make the distribution of income less equal, but part-time working wives generate greater equality in the distribution of income; families with full-time working wives have higher income, but they do not save more or have greater financial assets than other families; families with part-time employed wives are similar to those with non-employed wives and differ from families with full-time employed wives. The authors conclude that the real incomes of dual-earner families will continue to grow, as one-earner real income remains the same or declines. Household planning and decision making will increasingly be predicated upon having two earners, which will be perceived as the norm. Dual-earner families, based on amenities, mobility, growing families, and demands for public goods, will drive private markets and public policy.

Book excerpt: We investigate cross-hour effects in spousal labor supply exploiting independent variation in hours worked generated by the introduction of the short workweek in France in the late 1990s. We find that female and male employees treated by the shorter legal workweek reduce their weekly labor supply by about 2 hours, and do not experience any reduction in their monthly earnings. While wives of treated men do not seem to adjust their working time at either the intensive or extensive margins, husbands of treated wives respond by cutting their labor supply by about half an hour to one hour per week, according to specifications and samples. Further tests reveal that husbands' labor supply response did not entail the renegotiation of usual hours with employers or changes in earnings, but involved instead a reduction in (unpaid) work involvement, whether within a given day, or through an increase in the take-up rate of paid vacation and/or sick leave. These margins of adjustment are shown to have no detrimental impact on men's (current) earnings. The estimated cross-hour effects are consistent with the presence of spousal leisure complementarity for husbands, though not for wives.

The author argues that although public and private discourse has brought these concerns to light, the actions taken - such as a single company slapped on the wrist or a few progressive leaders going on paternity leave - are the economic equivalent of tossing a band-aid to someone with cancer. These solutions, the author writes, treat the symptoms and not the disease of gender inequality in the workplace and economy. Here, the author points to data that reveals how the pay gap widens further down the line in women's careers, about 10 to 15 years out, as opposed to those beginning careers after college. She examines five distinct groups of women over the course of the twentieth century: cohorts of women who differ in terms of career, job, marriage, and children, in approximated years of graduation - 1900s, 1920s, 1950s, 1970s, and 1990s - based on various demographic, labor force, and occupational outcomes. The book argues that our entire economy is trapped in an old way of doing business; work structures have not adapted as more women enter the workforce. Gender equality in pay and equity in home and childcare labor are flip sides of the same issue, and the author frames both in the context of a serious empirical exploration that has not yet been put in a long-run historical context. This book offers a deep look into census data, rich information about individual college graduates over their lifetimes, and various records and sources of material to offer a new model to restructure the home and school systems that contribute to the gender pay gap and the quest for both family and career. --
