Book excerpt: This report presents national, regional, and state profiles of the target population for adult education, that is, those individuals aged 16 years and over, who have not attained a high school diploma or equivalent and are not currently enrolled in school. The tables contained in this report describe the following characteristics of the target population: the number of years of school they have completed, their ages, their gender, their proficiency with the English language, their status with regard to poverty levels, their race and/or ethnicity, and their employment status. The first section of this report provides a brief overview of the adult education program as administered by the U.S. Department of Education, a description of the data base on which the tables are based, and a glossary of terms used in the tables. Section 1 concludes with a discussion of the adult education target population at the national level. The second section presents tables describing the target population within each of the five areas into which the Division of Adult Education and Literacy (DAEL) divides the states for administrative purposes (Northeast, South, Midwest, West, and a fifth area that includes Puerto Rico, Guam, and the Virgin Islands), and the third section presents the same information for each state, with the states arranged alphabetically. (Contains 3 footnotes, 8 figures, and 77 tables.) [This document supersedes the original report published in April 2004, which contained an error in the number of individuals in the adult education target population. That number is larger than it should be because it includes individuals aged 16 or older who are still enrolled in school. The figures for total adult population have also changed. These errors have been corrected throughout the revised report. Book excerpt: A high level of literacy in both print and digital media is required for negotiating most aspects of 21st-century life, including supporting a family, education, health, civic participation, and competitiveness in the global economy. Yet, more than 90 million U.S. adults lack adequate literacy. Furthermore, only 38 percent of U.S. 12th graders are at or above proficient in reading. Improving Adult Literacy Instruction synthesizes the research on literacy and learning to improve literacy instruction in the United States and to recommend a more systemic approach to research, practice, and policy. The book focuses on individuals ages 16 and older who are not in K-12 education. It identifies factors that affect literacy development in adolescence and adulthood in general, and examines their implications for strengthening literacy instruction for this population. It also discusses technologies for learning that can assist with multiple aspects of teaching, assessment,and accommodations for learning. There is inadequate knowledge about effective instructional practices and a need for better assessment and ongoing monitoring of adult students' proficiencies, weaknesses, instructional environments, and progress, which might guide instructional planning.
