This book was released on 2004-10-07 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Building the Republican State is an insightful analysis of the new state and the new public management that is emerging in the twenty-first century. It presents the historical stages that led to the modern state, identifies a crisis of the nation-state and its origins in a fiscal crisis and in globalization, and situates public management in the last phase - the social-liberal and republican state. To understand such stages the author develops the theory of republicanrights, as a fourth type of citizenship right, after the civil, the political, and the social rights. The book contains an original model of reform, in which the roles of the state, the forms of ownership, the types of public administration, and the organizational-institutions indicated in each situation are put together. Additionally, the book discusses the political theories behind the reform, and its political implications. Throughout the book, the author underlines the complementary roles of markets and the state, and the importance of building state capacity to assure administrativeefficiency, always having in count the 'democratic constraint', i.e., the prevalence of the political over the economic realm. This is essential reading both for those studying political theory and government reform, as well as for anyone interested in state politics and globalization.

Download or read book Small Enterprise Development in South-East Europe written by Will Bartlett and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Kosovo war in 1999, increasing attention has been paid to the problems of economic development and reconstruction in South-East Europe. In a context of limited resources, small and medium sized enterprises (SMEs) have a key role to play in creating jobs and building a dynamic entrepreneurial economy. Small Enterprise Development In South-East Europe presents important findings from recent empirical research on key factors, which hinder sustainable SME growth in South-East Europe. Finance is identified as a critical barrier to growth, and the role of commercial banks, micro-finance institutions and credit cooperatives in assisting growth is addressed. Yet finance alone is not enough. A rebuilding of social capital, a reduction of the unofficial or grey economy, and the promotion of inter-firm networks and clusters are also of vital importance in promoting sustainable growth. The book concludes with critical analyses of SME policies in Albania, Croatia, and Macedonia, countries which hitherto have received little attention in the literature. Small Enterprise Development in South-East Europe will be of great interest to policy makers, business consultants, and academics and post-graduate students working on economic development and reconstruction in South-East Europe.

Book Synopsis Labor Issues in Infrastructure Reform by : Public-Private Infrastructure Advisory Facility
Download or read book Labor Issues in Infrastructure Reform written by Public-Private Infrastructure Advisory Facility and published by World Bank Publications. This book was released on 2004 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fears of job loss and changes in employment status have often led workers and unions to oppose privatization and to take actions that delay or block reforms. Many developing country governments have been reluctant to undertake reforms because of labor opposition and the political costs involved. Such difficulties are often compounded by concerns about the social impact of reforms, particularly in countries where social safety nets and labor markets are lacking. The objective of the Toolkit, which includes a CD-ROM, is to provide practical tools and information to help policy makers and practitioners deal with these sensitive issues. The Toolkit helps governments identify and select appropriate strategies and approaches, offers guidelines for design and implementation based on best practice and actual experience, and indicates the factors influencing the choice of strategy and options. The Toolkit is illustrated with examples, checklists, and templates that walk decision makers through best practice methodologies.
Book Synopsis Analyzing the Distributional Impact of Reforms, 2 by : Aline Coudouel
Download or read book Analyzing the Distributional Impact of Reforms, 2 written by Aline Coudouel and published by World Bank Publications. This book was released on 2005 with total page 470 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The analysis of the distributional impact of policy reforms on the well-being or welfare of different stakeholder groups, particularly on th e poor and vulnerable, has an important role in the elaboration and implementation of poverty reduction strategies in developing countries. In recent years this type of work has been labeled as Poverty and Social Impact Analysis (PSIA) and is increasingly implemented to promote evidence-based policy choices and foster debate on policy reform options. While information is available on the general approach, techniques, and tools for distributional analysis, each sector displays a series of specific characteristics. These have implications for the analysis of distributional impacts, including the types of impacts and transmission channels that warrant particular attention, the tools and techniques most appropriate, the data source typically utilized, and the range of political economy factors most likely to affect the reform process. This volume provides an overview of the specific issues arising in the analysis of the distributional impacts of policy and institutional reforms in selected sectors. Each chapter offers guidance on the selection of tools and techniques most adapted to the reforms under scrutiny, and offers examples of applications of these approaches. This is a companion to the first volume, which offers guidance on trade, monetary and exchange rate policy, utility provision, agricultural markets, land policy, and education."

This book was released on 2014-12-18 with total page 369 pages. Available in PDF, EPUB and Kindle. Book excerpt: 9/11 revealed serious public sector shortcomings in such areas as border security and immigration control, cybersecurity, and first responses to hostile acts. This book focuses on how to make government more effective, especially in our post-9/11 era of heightened concern for national and homeland security. "Meeting the Challenge of 9/11" is a top-to-bottom guidebook for improving government organization and performance. While it specifically addresses the key issues of homeland security (biodefense, border security, immigration control, and infrastructure protection), it has a broader agenda - the renewal of an effective, well-managed government. The chapter authors have extensive senior-level experience in managing government organizations or in analyzing government organization and management. Most are Fellows of the National Academy of Public Administration and active participants in NAPA's Standing Panel on Executive Organization and Management.
