Available in PDF, EPUB and Kindle. Book excerpt: Community planner Susan Guyette presents the first field-tested model of development planning that addresses the special concerns of Native American and rural communities. These communities increasingly seek to promote economic development that supports the traditions, values, and relationships on which community identity is based. In Guyette's model, revitalizing of cultural traditions becomes the central focus of the economic planning process. The author demonstrates, step by step, how community planning works, using the creation of the Poeh Center at Pojoaque Pueblo in northern New Mexico as a case study. She offers practical, detailed guidelines on how to develop a strategic plan, assess and document needs, ensure community participation, support business and tourism, and generate funding for community projects. This book provides a unique opportunity for communities, planners, and students to see rural development in action. This decade is one of urgency, for unless traditions are preserved and development occurs in a culturally appropriate manner, a cultural way of life will be eroded. Creating a vision of the future and aligning the community in common goals sets a foundation for balancing new development with cultural continuity. -- Susan Guyette

Available in PDF, EPUB and Kindle. Book excerpt: Among America's most complex planning environments, Indian country continues to face innumerable challenges to its community development. These factors are historic in nature, creating an assemblage of complex problems in reservation land management, policy implementation, and the ability of tribes to access capital for community investment. This study explores the history and the land, population, economic, and housing characteristics of Indian country. The authors' investigation includes: reservations, Alaska Native villages, and other Census-recognized areas of historical Native American settlement and tribal culture. They analyze the constraints to housing and economic development and develop strategies for addressing those constraints. This book also identifies, uses, and evaluates data sources relevant to the study of housing and economic development on tribal lands. The research in this book was funded by the Fannie Mae Foundation. In the Journal of the American Planning Association, Nicholas C. Zaferatos wrote that Housing and Economic Development in Indian Country is an essential desk reference for policymakers and planners working in Native American communities, as well as for nontribal agencies and other planners who share a concern for the well-being of tribal nations. It also contains extensive appendices in an accompanying CD containing data for individual tribal areas.

Book excerpt: Pursuant to the UN Declaration of the Rights of Indigenous Peoples which the United States signed in 2009, “Indigenous peoples have the right to self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.” Despite the premise of this commitment, Tribal Governments face limitations on the ability to issue tax free debt – limitations that are not applied to State or Local governments. Tribal government leaders say these restrictions unjustly limit their economic sovereignty and prohibit their ability to offer favorable conditions for financing economic development when compared to offerings made by State and Local governments. This research evaluates the Tribal Economic Development Bond Program (TEDB Program), a policy intervention aimed to address the root cause of this issue by temporarily expanding Tribal municipal bonding authority and other forms of tax-free debt service. I used IRS published schedules of TEDB allocations, Bloomberg, EMMA and CBXMarkets to construct a data set that identifies TEDB securities, and to derive lessons learned from the program. I interviewed stakeholders to further illustrate these findings and inform recommendations for reform. Ultimately, I recommend that the TEDB Program be reauthorized or that the IRC [section] 7871 sub sections (b) and (e) be eliminated, thus granting equality to Native Nations on this particular provision for tax free debt issuance.

Available in PDF, EPUB and Kindle. Book excerpt: Native American peoples suffer from health, educational, infrastructure, and social deficiencies of the sort that most Americans who live outside tribal lands are wholly unaware of and would not tolerate. Indians are the poorest people in the United States, and their reservations are appallingly poverty-stricken; not surprisingly, they suffer from the numerous social pathologies that invariably accompany such economic conditions. Historically, most tribal communities were prosperous, composed of healthy, vibrant societies sustained over hundreds and in some instances perhaps even thousands of years. By creating sustainable economic development on reservations, however, gradual long-term change can be effected, thereby improving the standard of living and sustaining tribal cultures. Reservation “Capitalism” relates the true history, describes present-day circumstances, and sketches the potential future of Indian communities and economics. It provides key background information on indigenous economic systems and property-rights regimes in what is now the United States and explains how the vast majority of Native lands and natural resource assets were lost. Robert J. Miller focuses on strategies for establishing public and private economic activities on reservations and for creating economies in which reservation inhabitants can be employed, live, and have access to the necessities of life, circumstances ultimately promoting complete tribal self-sufficiency.
