The Bill will give effect to the policies requiring primary legislation that were set out in the White Paper Caring for our future: reforming care and support (Cm 8378, July 2012, ISBN 9780101837828); will implement the changes put forward by the Commission on the Funding of Care and Support, chaired by Andrew Dilnot, (2011, ISBN 9780108510847); and will meet the recommendations of the Law Commission in its report on Adult Social Care (Law Com 326, HC 941, May 2011, ISBN 9780102971682) to consolidate and modernise existing care and support law. The Bill also gives effect to elements of the Government's initial response to the Mid Staffordshire NHS Foundation Trust Public Inquiry - Patients First and Foremost: the initial Government response to the Report of The Mid Staffordshire NH S Foundation Trust Public Inquiry (Cm 8576, ISBN 9780101857628) - that require primary legislation. Parts 1 and 3 of the Bill are built on the provisions set out in the draft Care and Support Bill (Cm.8386, ISBN 9780101838627) published in July 2012. The Government response to the public consultation on that draft Bill and to the report from the Joint Committee (HLP 143/HCP 822, session 2012-13, ISBN 9780108550515) that scrutinised it are included in this publication. The new measures in part 2 of the Care Bill that take forward the Government's response to the Francis Report on Mid-Staffordshire NHS Foundation Trust are also described.
Book Synopsis The Emergence of Social Security in Canada by : Dennis T. Guest
Download or read book The Emergence of Social Security in Canada written by Dennis T. Guest and published by UBC Press. This book was released on 1997-01-01 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the major influences shaping the Canadian welfare state. A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.
Book Synopsis Commission for Equality and Human Rights by : Joint Committee On Human Rights
Download or read book Commission for Equality and Human Rights written by Joint Committee On Human Rights and published by The Stationery Office. This book was released on 2004 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report responds to the white paper "Fairness for all: a new Commission for Equality and Human Rights" (Cm. 6185, ISBN 0101618522, issued 12 May 2004), which proposed a new single body with responsibility for promoting equality throughout society, building on the strengths of existing Commissions (the Commission for Racial Equality, the Disability Rights Commission and the Equal Opportunities Commission). There is broad agreement between the white paper's proposals and the Committee's own proposals (11th report, HLP 78 / HCP 536 session 2003-04, ISBN 010400452, issued 5 May 2004). The areas of divergence include the following: the precise nature of the general duty to be placed upon the CEHR in relation to the promotion and protection of human rights; the details of the power of the CEHR to conduct "general inquiries"; the case for giving the Commission power to seek judicial review of the policies, actions and omissions of public authorities; and the institutional and funding arrangements to secure the independence and accountability of the new body.

Download or read book International Covenant on Economic,Social and Cultural Rights,Twenty-First Report of Session 2003-04,Report,Together with Formal Minutes,Minutes of Evidence and Appendices written by Great Britain: Parliament: Joint Committee on Human Rights and published by The Stationery Office. This book was released on 2004 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Joint Committee on Human Rights examined the implementation of the UN International Covenant on Economic, Social and Cultural Rights in the UK. Domestic legislation protects many of the economic, social and cultural rights, with the Covenant itself having little impact in UK domestic law. The Committee believes that there is scope for incorporating further protection of rights in the UK, by enshrining some of the guarantees contained in the Covenant. Further, that for the Covenant rights to be effective, they should be part of a framework for government policy development, and that Government along with the Commission for Equality and Human Rights should develop ways of measuring the progress of these rights. The Committee also recommends, that explanatory notes to Bills, should include discussion of the Bills compatibility with Covenant rights, which is a way of enhancing the scrutiny of proposed Government legislation. Furthermore, the Committee recommends the introduction of an Equality Bill, to address the concerns of discrimination faced by ethnic minorities and persons with disabilities in employment, housing and education.
