Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

The data were generated through an online survey conducted with 375 members of a trade group in Minnesota, the United States (the Manufacturers Alliance); the trade group consists primarily of small and medium-sized family-owned manufacturing firms. The goal was to understand the correlation of various company characteristics with exporting behavior. Quantitative indices of the "Propensity to Export" and the "Intensity of Exporting" were developed and then correlated with five characteristics that are theorized to affect the export development process of SMBs: the nature of the management structure of the SMBs, the size of the SMBs, the location of the SMB (rural vs. urban), the industry cluster of the SMBs, and the access SMBs perceive they have to the external resources they need for export development. The results were used to develop recommendations on the development of exporting by manufacturing SMBs and on the opportunities for stakeholders who work with SMBs. This case reviews the process of conducting research using an Internet-based survey and quantitative correlational analysis, provides several factors that can contribute to the success of this approach, and discusses the relative merits of a quantitative versus qualitative method of research.

Book excerpt: Abstract: Fafchamps, Hamine, and Zeufack test two alternative models of learning to export: productivity learning, whereby firms learn to reduce production costs, and market learning, whereby firms learn to design products that appeal to foreign consumers. Using panel and cross-section data on Moroccan manufacturers, the authors uncover evidence of market learning but little evidence of productivity learning. These findings are consistent with the concentration of Moroccan manufacturing exports in consumer items"the garment, textile, and leather sectors. It is the young firms that export. Most do so immediately after creation. The authors also find that, among exporters, new products are exported very rapidly after production has begun. The share of exported output nevertheless increases for 2-3 years after a new product is introduced. Old firms are unlikely to switch to exports, even in response to changes in macroeconomic incentives. The authors find a positive relationship between exports and productivity and conclude that it is the result of self-selection: it is the more productive firms that move into exports. Policy implications are discussed. Book excerpt: Research on firm internationalisation has tended to focus on Large Enterprises(LEs), with relatively less focus on Small Medium Enterprises (SMEs), despite the importance of SMEs in generating national employment and economic development. In many countries the government has acknowledged SMEs as a key source of domestic income growth and employment creation, most particularly from export activities. Studies on internationalisation of SMEs, however, have been predominantly focused on developed countries. This study therefore is focused on the internationalisation of SMEs from Indonesia, which represents developing countries. Most studies of exporting SMEs focus on macroeconomic factors such as regulation, infrastructure and programs which assist SME development. On the other hand, management literature has recognised the important roles of senior managers in terms of their management know-how and international business skills as human capital which can influence the export activity of the firm. At the same time, social capital is also recognised a further resource needed for SME internationalisation. Therefore this research will address this gap in order to examine the role of entrepreneur's human and social capital in internationalisation of the firm. Further to this, findings on the relationship between firm internationalisation and firm performance are mixed. More specifically, the effect of internationalisation of SMEs on business performance has not been seriously investigated. This study therefore seeks to fill this gap by examining the unique effect of different dimensions of internationalisation on business performance. Overall, this study has three purposes: the first is to measure company resources (Human and Social Capital) influencing Indonesia's manufacturing exporting SMEs in their internationalisation process; the second is to examine the effect of human and social capital in relation to three dimensions of internationalisation (international performance, number of markets and time to internationalise); and the third is to assess the effect of the aforementioned internationalisation dimensions on firm financial performance. This study used a mixed method combining quantitative and qualitative approaches. The quantitative data was drawn from 241 SMEs' managers and/or owners who have exporting activities from a total of approximately 3 million SMEs based on the Indonesian government database. The qualitative data was collected through interviews with ten SMEs owner-managers who were participating in the survey. Using Structural Equation Modelling (SEM) technique, the findings suggest that Management Know-How have no positive relationship with any dimension of internationalisation, but, interestingly, it has a negative relationship with time for internationalisation; suggesting that it delays the internationalisation of the firms. The findings also show that both International Business Skills and Social Capital skills have a positive relationship with international performance and number of exporting markets, but not with time for internationalisation. With regard to the effect of internationalisation on business performance, the findings show that international performance has no effect on business performance, but the number of export market has a positive relationship with business performance. On the other hand, the time for internalisation has a negative effect on business performance, meaning that the later the SMEs internationalise, the better their performance. Qualitative findings indicate that good networks with competitors, suppliers and government will help a firm to serve the international market successfully. From theoretical perspectives, the findings support the Resource-Based View theory as international business skills have positive relationships with two dimensions of internationalisation. The findings of this study also support the traditional view of incremental internationalisation advanced by Stage Theory. Consequently, the findings imply that International New Venture Theory, which supports born-global or leap-frog approach in internationalising SMEs, is not appropriate for Indonesian context. Finally, this study also supports the Network Perspective which suggests that the relationships built by firms with other businesses, community leaders, and government have significant effect on internationalisation of SMEs. Overall, this study demonstrates the unique effect of different organisational capitals (i.e. human and social) as key resources for facilitating internationalisation.

In Africa, there are stark performance gaps between domestically owned enterprises and foreign-owned enterprises in terms of sales performance, productivity, and ability to reach distant markets. Among others, size appears to be a dominant factor in explaining the gap. Against this background, the study analyzes how naturally formed industrial clusters concentrations of enterprises engaged in same or closely related industrial activities in specific locations could potentially mitigate constraints Africa s micro and small enterprises face and enhance their business performance. The study is one of the first comprehensive quantitative inquiries on industrial clusters in Africa. The analysis specifically focuses on the role of spontaneously grown clusters of light manufacturing industries based on a set of original case studies of industrial clusters conducted for this research project. One of the key findings from the case studies was that cluster-based micro and small enterprises are performing better than similar micro and small enterprises outside of the clusters in terms of sales performance and ability to reach distant markets. Market access is a leading reason for cluster-based enterprises to choose their current locations. However, cluster-based enterprises face another set of unique growth constraints. By the very nature of spontaneous agglomera tion, new enterprises continue to flow to the clusters seeking the profit opportunities and better access to markets at such locations. The result can be intense competition in addition to increased congestion. Space constraints often impede growth within clusters. The lack of alternative locations available for industrial activities in the same cities, generic infrastructure bottlenecks, and unclear zoning policies and their unpredictable changes limit firms location choices and constrain their mobility. While competition should improve efficiency, lack of capacity among those competing cluster-based enterprises to invest and innovate does not generate growth out of the competition. The vast majority of naturally formed clusters of light manufacturing industries in Africa are still at a survival level, where agglomeration externalities are only limited to expand quantity but not quality as we observe in more advanced innovation-oriented clusters in elsewhere in the world. Existing studies on such natural industrial clusters in Africa have found that the lack of managerial skills among entrepreneurs running micro and small enterprises is a major constraint for innovation and growth in the clusters. As a part of this study, pilot managerial skills training programs were conducted in two industrial clusters on an experimental basis, where a group of randomly selected entrepreneurs within the clusters were given three-week long crush course of based management such as bookkeeping, marketing, business planning, and production management. The impact evaluation of the experiments showed significant positive impacts of the training programs on value added and gross profits of enterprises. Raising the current survival-type industrial clusters, which have been formed as a coping mechanism to weak investment climate, into more dynamic innovating clusters will be an important avenue for fostering growth of micro and small enterprises in Africa. While national efforts to improve investment climate and investments in human capital are undoubtedly important, there could be more targeted policies to be formulated, in complementing general policies, to support growth of micro and small domestic enterprises using existing industrial clusters as a natural springboard for their growth. In that context, the study discusses the merit of cluster-based managerial human capital development to build steps toward more innovation-oriented clusters, the importance of sound spatial planning policy, particularly at the local level in the context of urban planning, the need to expand market access and economic linkages for industrial clusters including regional integration and linkages with large enterprises.

Book excerpt: The Uppsala Process Theory of Internationalization (PTI) and the International New Venture Theory of Internationalization (INV) are two of the most influential and well researched behavioural theories of internationalization to have emerged from the internationalization literature stream. They offer alternative descriptions of the path that enterprises take to internationalization and have both led to streams of literature focusing on different aspects of the internationalization process. Both models explain how an enterprise moves from an initial 'low' domestic starting point and progresses to become an international enterprise. The two models both explain the behaviours and attributes that are necessary in order to successfully develop along their respective predicted international trajectories. These behaviours and attributes highlighted within each model are said to be highly influential in helping to overcome and/or mitigate the barriers on the predicted trajectory to internationalization. However, the impact that these behaviours/attributes have on the perception of barriers to export has rarely been tested directly. This research is designed to investigate the relationship between experiential knowledge (a fundamental concept within the PTI model) and entrepreneurial input (a fundamental concept within the INV theory), on the perception of a range of selected barriers to manufacturing export, from the Chinese province of Ningxia. This research developed a conceptual framework and testable models based on experiential knowledge and entrepreneurial input. It then identified a selection of barriers to manufacturing export from the Chinese province of Ningxia. These were selected from the export barrier literature stream. This research took a positivist view and quantitative data was obtained from the use of structured self-administered questionnaires administered through judgement sampling techniques at business seminars and consultancy sessions. A total of ninety-eight valid responses were used for quantitative analysis. Correlation and regression techniques were used to analyse the data and new combined models from the experiential knowledge and entrepreneurial input model variables were developed using 5tepwise Regression. The study found, in the majority of cases, that as the individual experiential knowledge and entrepreneurial input model variables increased, the perception of difficulty of the individual selected barriers to export decreased. The experiential knowledge model could best explain the reduction in the perception of twelve of the barriers to export, whereas the entrepreneurial input model could best explain the reduction in the perception of six different barriers. Of the eighteen selected barriers to export, the constructed combined models better explained the reduction in the perception of the individual barriers to export in thirteen cases. Other findings of this research include; the 'export intensity' variable best explained the reduction in the perception of nine of the eighteen barriers to export; the 'attitude to risk' variable best explained the reduction in the perception of four barriers; the 'years of international involvement' best explained the reduction in the perception of two barriers, and finally the 'level of education of the decision maker' variable best explained the reduction in the perception of two barriers, which included the 'identification of new markets' and 'overcoming unfamiliar documents and procedures' barriers. The research ends with a discussion of SME development policy in the light of the research findings.
