Book excerpt: A study was undertaken to review the recent Australian and international literature relating to traffic law enforcement. The specific areas examined included alcohol, speed, seat belts and signalised intersections. The review documents the types of traffic enforcement methods and the range of options available to policing authorities to increase the overall efficiency (in terms of cost and human resources) and effectiveness of enforcement operations. The review examines many of the issues related to traffic law enforcement including the deterrence mechanism, the effectiveness of legislation and the type of legal sanctions administered to traffic offenders. The need to use enforcement in conjunction with educational and environmental/engineering strategies is also stressed. The need for publicity to support enforcement operations, police training and education programs is also documented. The review concludes with a series of recommendations regarding the most promising options available to authorities to improve the effectiveness of traffic law enforcement operations.

Book excerpt: This synthesis will be of interest to state and local highway agency administrative and executive officers, enforcement agency personnel, attorneys, traffic engineers, and others concerned with managing and enforcing traffic laws at all levels of government. It will also be of interest to manufacturers and marketers of automated speed enforcement (ASE) technology. The synthesis describes the requirements, applications, effectiveness, and issues related to the use of ASE technology. This report of the Transportation Research Board describes the various types of ASE technology as applied in several localities, including descriptions of operational requirements and performance characteristics of these technologies. The synthesis also discusses how citations are processed, and examines the legal and acceptability issues related to ASE technology and public views on these actions. The various technologies on the market at the time of preparation of this synthesis are also described. It should be noted that, as with any application of public surveillance technology, officials are well advised to exercise proper cautions when employing such enforcement procedures.

Book excerpt: Designed to serve as a comprehensive guide, Introduction to Traffic Law, Investigation, and Enforcement equips law enforcement officials with the vital knowledge they need to confidently and successfully investigate and enforce traffic laws. In Unit 1 of the text, students develop foundational knowledge regarding common traffic rules, including current licensing and registration laws, and moving, non-moving, and federal motor carrier regulations. Unit 2 explores methods used to enforce traffic codes, familiarizing readers with the proper preparation of traffic tickets, the use of speed detection devices, the application of field sobriety tests, and more. Students are introduced to accident investigation processes and procedures in Unit 3, covering both basic and advanced topics, from the completion of an accident report form to analyzing an accident reconstruction to determine its cause. In the final unit, readers develop an understanding of why traffic management programs are implemented and evaluated, as well as methods of supervision and ways to interpret traffic data. Introduction to Traffic Law, Investigation, and Enforcement is an ideal textbook for courses in traffic law, policing, and law enforcement.

Available in PDF, EPUB and Kindle. Book excerpt: The tool kit will vary among jurisdictions depending on basic legal constraints, community attitudes, road system and traffic characteristics, and resources. The Transportation Research Board (TRB) undertook a study to identify the sources of safety improvements in other countries. Researchers do not have a complete understanding of the underlying causes of long-term trends in crashes and fatalities. Differences among countries are in part attributable to factors other than government safety policies. To identify keys to success, the TRB study committee examined specific safety programs for which quantitative evaluations are available and relied on the observations of safety professionals with international experience. The committee's conclusions identify differences between U.S. and international practices that can account for some differences in outcomes. The committee recommendations, which are addressed to elected officials and to government safety administrators, identify actions needed in the United States to emulate the successes that other countries have achieved. The recommendations do not comprehensively address all aspects of traffic safety programs but rather address areas of practice that are highlighted by the international comparisons and for which credible evidence of effectiveness is available."--Pub. desc.

Book excerpt: NCHRP Project 3-80 was initiated to develop guidance on the effective use of traffic enforcement strategies in highway work zones. Traffic enforcement is viewed by many as one of the most effective means available for reducing speeding and other undesirable driving behaviors that compromise safety in a highway work zone. However, practices nationally vary widely on the enforcement strategies and philosophies used in work zones, the administrative mechanisms applied to establish and maintain a work zone enforcement program, payment methods for work zone enforcement efforts, techniques applied to supplement work zone enforcement, and public information dissemination practices employed to support work zone enforcement in a region. In this report, results are described of three research efforts performed to facilitate the development of guidance on this topic: 1) determination of whether driver opinions, perceptions, and behaviors related to the risk of violating traffic laws in work zones differ depending on whether work zone enforcement practices in a region are predominantly passive (positioned in the work zone with lights flashing to attract attention and reduce speeds) or active (pursuit of violators and issuance of citations); 2) determination of the effects of using an enforcement officer and vehicle in a traffic-calming (passive enforcement) mode upstream of work zones where traffic queues develop on the speed, deceleration, and erratic maneuvers of traffic approaching the traffic queue; and 3) a generalized economic analysis of the potential crash cost reductions associated with the provision of enforcement in work zones was undertaken to determine AADT thresholds at which the benefits of providing enforcement in work zones exceeds the costs of enforcement. With respect to the first point, these studies indicate that the use of passive enforcement does not significant degrade driver perceptions of enforcement or driver response to enforcement compared to active enforcement use. Next, studies of enforcement upstream of work zone traffic queues were somewhat inconclusive, and did not indicate a clear effect of having enforcement deployed in this manner. Finally, the analysis of work zone crash costs suggests that enforcement safety benefits outweigh the costs of deployment in daytime work zones on roadways exceeding 5000 to 20,000 vehicles per day (depending on hourly enforcement costs), and at nighttime work zones on roadways exceeding 20,000 to 65,000 vehicles per day.
