Innovative change is needed to meet the needs of students. Michael Fullan's change theory (1993) identified many inhibitors to change, such as the human tendency to avoid change due to vulnerability and fear, high stakes accountability, parent pressure and, in contrast, maintenance of the status quo. In Wisconsin, the passage of Act 10 posed new threats to innovation. Both Robert Marzano (2004) and Kathleen Cotton (2003) explored principal practices and behaviors associated with student learning, but it is important to extend that research to understand the impact of principal behavior in high performing schools. The purpose of this study was to explore the impact of middle school principal practices and behaviors on innovative instructional practices of middle school teachers working in high performing, high pressure school environments where risk-taking and innovation can sometimes be challenged and inhibited by the pressures associated with failure and vulnerability. Seven high performing middle schools were identified using data where students scored 90% proficient or above on state standardized tests in reading and math. The staffs of all seven schools took a reliable survey measuring school culture and three were selected for study. Each staff identified faculty for interviews in addition to the principal. Finally, a confirmatory focus group was held in order to reinforce and deepen understanding of the findings. Six key principal leadership behaviors and practices were identified. Five main themes including relational practices, shared leadership, support of risk-taking, role modeling and observation, feedback and evaluation emerged from the interviews. During the confirmatory focus group, two additional themes emerged as `assumed high expectations, ' and `balancing focus on student learning and staff emotional support.' One of the seven themes, teacher observation, feedback and evaluation, was not deemed as supportive or effective in supporting innovation given the perspective of teachers.

In this era of educational accountability, starting primarily with the passage of the No Child Left Behind Act of 2001, there has been increased pressure on school leaders to perform a wide repertoire of leadership skills to increase the capacity of schools to meet or exceed national and state academic standards. Student accountability in Arizona began in 2002 when the state legislature passed A.R.S. ʹ15-241 known as Arizona LEARNS. The Achievement Profile, Arizona LEARNS complied with national mandates to establish a research-based evaluation model for school accountability and is the cornerstone of Arizona's system of school accountability. The purpose of this study was to investigate the influence of NCLB (2001) and Arizona LEARNS (2002) on middle-school principal leadership responsibilities and behavior informed by the work of Marzano, Waters, and McNulty (2005). In addition, the relationship between the academic accountability measures and adherence to the middle-school philosophy was explored. The participants consisted of 56 Arizona middle-school principals. The participants completed a survey instrument. Pearson Product-Moment Correlations, Independent Sample t-tests, and ANOVA were used to investigate the effects of years of experience, annual yearly progress, Title I funding, and Arizona LEARNS performance label on the ability to execute specific leadership behaviors and responsibilities as a result of the influence of NCLB and Arizona LEARNS. Demographic data and responses from the open-ended questions of the survey provided depth to the quantitative analysis. Research results indicated NCLB (2001) and Arizona LEARNS (2002) have influenced the ability of middle-school principals in Arizona to execute specific leadership behaviors and responsibilities, such as Being a Change Agent and Being Visible. Research data also indicated a significant change in middle-schools as a result of the increased focus on academic achievement. In open-ended responses, middle-school principals noted multiple concerns with NCLB (2001) and Arizona LEARNS (2002), specifically a decrease in curricular offerings, less student support, and the public consequences of AYP and Arizona LEARNS labels. This study examines impact of academic accountability on middle-school leadership in Arizona and as such is valuable to practitioners in the current era of accountability.

The purpose of this study was to examine the impact of principal leadership on student academic achievement at the middle level. The method of analysis was qualitative, with data collected from interviews, observations, and official documents to understand the relationship between principal leadership and student academic achievement. Specifically, an explanatory case study approach was used to study one principal of a middle level school considered "exemplary" by a national study of leadership in middle level schools conducted by the National Association of Secondary School Principals, The Middle Level Leadership Center at the University of Missouri-Columbia, and by a national panel of experts representing the Middle-Grades Forum. Research procedures . A case study was conducted with data about principal leadership, culture, curriculum, instruction, and student academic achievement collected during several site visits to Southside Intermediate School. Site visits to Southside Intermediate occurred during the 2002-2003 academic school year. Multiple site visits were conducted for data collection with a minimum of five weeks of data collection. Qualitative data were collected from multiple sources at the school site in an effort to get multiple perspectives and ensure triangulation within the school. Fieldnotes and data were compiled and entered into a qualitative software program in an effort to categorize and reference the data as necessary. Methods of data collection included interviews with organizational stakeholders, non-participant observations, and the collection of official documents. Findings . With the changing economic, political, and social context of society, the role of the school leader is continually changing. The results of this case study explicate the impact of principal leadership behaviors on student academic achievement. The analysis of qualitative data established the importance of the school leader in developing a strong collaborative culture that fosters an effective instructional and curricular program. The results of this study suggest that principals must be transformational leaders who also serve as and share the responsibility for instructional and curricular leadership. Principals must learn to share leadership responsibilities with their staff. Shared leadership builds a collaborative culture and allows teachers to feel empowered when making decisions regarding the student learning. The principal's transformational leadership behaviors of empowerment, charismatic leadership, providing intellectual stimulation, being an appropriate model, and maintaining high performance expectations serve as a foundation for all leadership behavior. The findings are also supportive of a current movement in education toward shared leadership. These behaviors combined characterize an effective school that promotes a culture that fosters student learning.

This study was designed to identify the relationship between the behaviors of the school leader and student achievement. The study determined if teachers and principals perceptions of leadership behaviors contribute to student achievement. More specifically, this investigation was designed to study the behaviors and practices of elementary principals as it relates to student achievement in elementary school students in a large urban school district. Sixty-three elementary teachers and six principals were selected for this study. The six principals were apart of the focus group interview. Data was collected through teacher and principal surveys, audio-taped interviews and transcriptions. SPSS 13.0 was selected as a means to interpret and analyze data. 2 The results of the study support the literature and indicate that principal leadership is critical to student achievement in elementary school students. More specifically, it raised the question about what specific leadership behaviors are used to increase student achievement. This study further clarified that the principal is the primary person for instituting leadership among all within the school which ultimately contribute to student success. The elementary principal has a demanding and challenging job in and of itself, but by recognizing the leadership behaviors, the principal can influence the climate, productivity, effectiveness of their school and ultimately student achievement.

Munger WITHOUT LEADERSHIP, THERE IS NO SUCCESS My research clearly demonstrates positively and significantly that principal leadership effectiveness relates to school productivity: student achievement, school retention rate and educational continuance rate. The manner in which the school principal influences student achievement is determined. The link between the internal school structure and the external school environment is established. It has been determined from reviewing current research that limited attention has been paid to the methodology of collecting research data. Reviews of research since the 1950s and 1960s have charted intellectual progress. From national and international reviews, it has been brought to light that there exists the tendency in research publications to omit pertinent information pertaining to the rationale of the study; methods of data collection; the extraction of data; its evaluation and analysis; and the explanation of how this has impacted the interpretation of the research findings. As evidenced, improvement is needed in setting research studies within conceptual frameworks and in applying proper analytical procedures in examining combinations of variables. Explanatory Framework My research is set within an explanatory framework. It is based on theory and the desire to increase our understanding of school process. Proper analytical procedures are employed in examining sets of variables. The rationale of the study; methods of data collection; extraction of data; lengthy descriptions and interpretations of how this has impacted its interpretation are presented in my research study in great detail. It is supported by my real-life experiences from over 40 years in educational administration and teaching. Organizational Leadership: Importance Its presentation of the historical development of the literature from 1900 provides a rich background study in the field of organizational leadership. The strength of the data collection procedures, data extraction methodology, analytical methods employed, and research findings serve as a model for future researchers and graduate students of leadership effectiveness and school productivity. It is a syllabus for graduate study in educational administration and school leadership. It is needed in the professional development training of school principals, school leaders, and teachers. It is imperative that these research determinations are employed by educators and administrators alike if we are to increase our understanding of leadership effectiveness and school productivity, inclusive of student achievement. Those variables determined to contribute to leadership effectiveness as it relates to school productivity, culled from hundreds of research studies, are subsumed within my research manuscript. Those effective school leader determinations, compiled from the study of hundreds of research studies over the past century and the expenditure of millions of dollars are found in this manuscript--my doctoral research study. The relationship between leadership effectiveness and school productivity is established. It is strong, positive, and significant. Those factors contributing to the differences in leadership effectiveness and school productivity are summarized, analyzed, and discussed in great detail. Higher Education is a multi-million-dollar industry in consulting services. The cost of customizing leadership development programs from top business schools can cost $150,000 per person. This Leadership Research Will Serve to Fill This Need in Our Global Economy.

With all we know, how does this continue to happen? The goal of this study was to develop theory to expand and enrich the existing research by defining and describing what three successful principals---a middle school and two junior high schools---did to turn their failing schools around and positively influence the levels of student achievement in their respective schools. The significant contribution this study adds to the field of educational research is its identification of five themes or categories of leadership implemented by the principal in each of the schools studied that were credited by the participants as causes for their schools' successful turnarounds. These five categories---expectations and accountability, leadership, responding to student needs, climate and culture, and instruction---and their indicators were consistently identified by the participants in all schools as reasons why their schools were successful in improving student performance levels and each school's achievement status. Clearly, the five categories were interrelated and interdependent upon each other and thus, equally critical to the success the schools experienced.
