Britain and Interwar Danubian Europe examines the manner in which the Foreign Office perceived and treated the antagonism between the Little Entente, comprised of Czechoslovakia, Yugoslavia and Romania, and Hungary, on the one hand, and revisionist Bulgaria and her neighbours in the Balkans, on the other, and the impact that these local conflicts had in connection with Franco-Italian rivalry in Central/South-Eastern Europe. With Hitler's accession to power, Danubian Europe was viewed in Whitehall in relation to its place in the prospective policy for preserving Austrian independence and containing German aggression. Dragan Bakic argues that the British approach to security problems in Danubian Europe had certain permanent features which stemmed from the general British outlook on the new successor states -the members of the Little Entente- founded on the ruins of the Habsburg monarchy. This book shows that it was the lack of confidence in their stability and permanence, as well as the misperceptions about the motives and intentions of the policies pursued by other Powers towards Central/South-Eastern Europe, which accounted for the apparent sluggishness and ineffectiveness of the Foreign Office's dealings with security challenges. Based on extensive, original archival research, this is a fascinating volume for any historian keen to know more about the 20th-century history of East-Central Europe or British foreign policy in the interwar years.

Relations between France, Czechoslovakia, and Poland occupied an important position in European diplomacy in the years between World War I and World War II. This book deals with the crucial period from the Paris Peace Conference of 1919 to the signing of the Locarno Pact in 1925. During this time France attempted to establish an eastern barrier of buffer states with Poland and Czechoslovakia at the core, with the aim of keeping Germany and Bolshevik Russia apart. This, France hoped, would guarantee European peace and security. Although an effective eastern barrier was never realized, the attempt to create one was a worthy and important undertaking. Professor Wandycz considers in detail the various aspects of the complex relationship between France and the two western Slav states — geographic, economic, social, and political. In addition, he provides a clear and interesting picture of some of the personalities involved. Through the use of hitherto unpublished source material, he throws new light on many events of general European diplomatic history as well as on Polish, French, and Czechoslovak foreign policy in particular.

Book excerpt: Strange Allies examines three intersecting themes of fundamental importance to the international history of the period between the two world wars. First, and most broadly, it is a study of the international history of the pivotal ‘hinge years’, running from the onset of the Depression in late 1929 to the Nazi capture of power in Germany in early 1933. The second theme is the strategic relationship between Britain and France, the critical dynamic in the management of global and European international relations during this time of great fluidity and uncertainty. The most contentious and intractable issue that divided the two countries was the pursuit of international disarmament, which forms the third theme of the book. Strange Allies is based upon extensive research in British and French archives, as well as in the archives of the League of Nations in Geneva. The book’s focus on 1929–31 in particular makes a major contribution to the international history of the interwar period by re-examining the security and strategic policies of the second Labour government in Britain and of foreign minister Aristide Briand in the post-Locarno years in France. For 1931–33, the book looks at the impact of the great financial and economic crisis of 1931 on security and disarmament planning in Britain and France. It then considers the impact of the Anglo-French relationship on the instability of Europe and on the failure of the World Disarmament Conference. This book is the first detailed study of the Anglo-French relationship during a critical period which saw a reshaping of the boundaries of global security. Although the Anglo-French alliance is rightly seen to be pivotal to both the initial phase of implementing the Versailles settlement of 1919 and the efforts to contain Hitler and protect Europe after 1936, Strange Allies demonstrates the degree to which these states’ conflicting views of security were central to international relations in the years leading up to Hitler’s accession to power.
