Book excerpt: Serious Offenders: A Historical Study of Habitual Criminals examines the persistent offending careers of men and women operating in northwest England between the 1840s and 1940s. The book focuses on a group of serious and persistent offenders who as well as offending in the region, had lengthy offending careers spanning several decades in various other locations. These were highly mobile persistent serious offenders who appear not to have been so closely bound in to the processes and structures which aided desistence from offending for the vast majority of the petty offenders. The authors discuss questions such as: Why did some people remain minor offenders, whilst others developed into serious offenders? What were the triggers which propelled previously minor offenders towards persistent serious criminality? What part did changes in criminal legislation play in these processes? They conclude by drawing on the lessons to be learnt for today's debates about the regulation and surveillance of serious habitual offenders.

Book Synopsis The Development of Persistent Criminality by : Joanne Savage
Download or read book The Development of Persistent Criminality written by Joanne Savage and published by Oxford University Press. This book was released on 2009-02-03 with total page 560 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Development of Persistent Criminality addresses one of the most pressing problems of modern criminology: Why do some individuals become chronic, persistent offenders? Because chronic offenders are responsible for the majority of serious crimes committed, understanding which individuals will become chronic offenders is an important step in helping us develop interventions. This volume bridges the gap between the criminological literature, which has recently focused on the existence of various criminal trajectories, and the developmental psychology literature, which has focused on risk factors for conduct problems and delinquency. In it, chapters by some of the most widely published authors in this area unite to contribute to a knowledge base which will be the next major milestone in the field of criminology. The authors of this volume represent a unique gathering of international, interdisciplinary social problem so that we can prevent the enormous human and economic costs associated with serious crimes, these authors share their insights and findings on topics such as families and parenting, poverty, stressful life events, social support, biology and genetics, early onset, foster care, educational programs for juvenile offenders, deterrence, and chronic offending among females. Significant attention is paid throughout to longitudinal studies of offending. Several authors also share new theoretical approaches to understanding persistence and chronicity in offending, including an expansion of the conceptualization of the etiology of self-control, a discussion of offender resistance to social control, a dynamic developmental systems approach to understanding offending in young adulthood, and the application of Wikström's situational action theory to persistent offending.
Download or read book Dangerous Offenders written by Mark Brown and published by Routledge. This book was released on 2002-01-04 with total page 210 pages. Available in PDF, EPUB and Kindle. Book excerpt: This highly controversial new book considers how the dangerous offender has become such a figure of collective anxiety for the citizens of rationalised Western societies. The authors consider: * ideas of danger and social threat in historical perspective * legal responses to violent criminals * attempts to predict dangerous behaviour * why particular groups, such as women, remain at risk from violent crime. This inspired collection invites us to rethink the received wisdom on dangerous offenders, and will be of interest to students and scholars in the fields of criminology and the sociology of Risk.

Book Synopsis An Investigation of the Effectiveness of the Virginia Habitual Offender Act by :
Download or read book An Investigation of the Effectiveness of the Virginia Habitual Offender Act written by and published by . This book was released on 1993 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1968, Virginia passed the Habitual Offender Act (the Act), one of the first laws in the United States directed at motorists who repeatedly violate traffic laws. Persons adjudicated as habitual offenders are subject to long-term license revocation, and those who violate this revocation may be incarcerated. This study was conducted to determine the effectiveness of the Act in enhancing traffic safety in Virginia. A sizable number of individuals whose driving records include a sufficient number of convictions to allow DMV to certify them as habitual offenders are never brought before the courts on the charge. The existence of such a group of certified yet non-adjudicated habitual offenders is an indication that the procedures implementing the Act need to be changed to promote a more global implementation. However, the existence of this group allowed the researchers to compare a sample of certified habitual offenders to a group of adjudicated habitual offenders. In general, the adjudicated group had more prior DUI convictions and the certified group had more convictions for operating under a suspended operator's license and more convictions for minor offenses as defined under the Act. However, the adjudicated group had fewer subsequent traffic convictions and crashes and were conviction free and crash free for a longer period of time. These data indicate that adjudication under the Act may enhance traffic safety. Since adjudicated habitual offenders may be incarcerated for not less than 12 months for violating the habitual offender revocation, the researchers also examined the population of incarcerated habitual offenders. The investigation showed that as of September 1, 1991, between 864 and 1,219 habitual offenders had been incarcerated under the provisions of the Act. Only an additional 385 non-habitual offenders had been incarcerated as of that date for other traffic convictions. The researchers recommend several changes in the procedures and record keeping implemented under the Act. Further, they recommend a number of enhancements to the habitual offender program.
