However, the dependence of GDP levels on its history of shocks, what economists refer to as “hysteresis,” argues for unifying the analysis of growth and cycles. In this paper, we review the recent empirical and theoretical literature that motivate this paradigm shift. The renewed interest in hysteresis has been sparked by the persistence of the Global Financial Crisis and fears of a slow recovery from the Covid-19 crisis. The findings of the recent literature have far-reaching conceptual and policy implications. In recessions, monetary and fiscal policies need to be more active to avoid the permanent scars of a downturn. And in good times, running a high-pressure economy could have permanent positive effects.

Book excerpt: This book extends recent theories of incomplete markets to investigate empirically the appropriate balance between the market and the state in the trade relations between developed and developing countries. The conclusion is that in an ideal world government intervention in foreign exchange and trade is necessary in developing countries in the early stages and inevitably decreases as development occurs. Rationing of foreign exchange prevents a 'soft currency distortion' that commonly afflicts developing countries and can turn comparative advantage trade into competitive devaluation trade, with severe losses of income and welfare. Yotopoulos finds that the level of underdevelopment narrowly circumscribes and conditions the extent to which free-market, free-trade, laissez-faire can be beneficial, contrary to the mainstream policy paradigm as currently applied. The analysis and tests draw on empirical research from seventy countries and four extended country studies to confirm the usefulness and validity of the theoretical framework.

The growth–enhancing effects of investment in public capital and transfer payments are modeled, as is the growth–inhibiting influence of the levying of distortionary taxes that are used to fund such expenditure. The theoretical implications of the model are then tested with data from 23 developed countries between 1971 and 1988, and time series cross sectional results are obtained that support the proposed influence of the public finance variables on economic growth.

This book was designed to appear in 1987, 15 years after the publication of a now classic collection of essays in honor of George Katona (Strumpel et aI. , 1972), who throughout the fifties and sixties had been tirelessly trying to persuade economists of the virtues of an infusion of psychology into their work. In the intervening 15 years there has been a considerable growth of interest along the lines for which Katona had been arguing. Many psychology-based economics mon ographs have appeared; a specialist quarterly, the Journal of Economic Psychology, commenced publication in 1981, with 1985 seeing the first issue of the Journal of Interdisciplinary Economics as yet another addition to growing ranks of "psychology-friendly" journals such as the Journal of Consumer Research and the Journal of Social Economics; and recently, within psychology itself, symposia have been taking place with a focus on the economics/psychology interface - for example, see the entire June 1982 issue of the British Journal of Social Psychology. For someone like myself, strongly committed to a psychological approach to economics, a 1 2 PSYCHOLOGICAL ECONOMICS problem of information overload and consequent ignorance of pertinent developments already looms large as a possibility.
