Once a wildfire escapes from its initial suppression attack, it can easily develop into a destructive huge fire that can result in significant loss of lives and resources. Some human-caused wildfires may be prevented; however, most nature-caused wildfires cannot. Consequently, wildfire suppression and containment becomes fundamentally important; but suppressing and containing wildfires is costly. Since the budget and resources for wildfire management are constrained in reality, it is imperative to make important decisions such that the total cost and damage associated with the wildfire is minimized while wildfire containment effectiveness is maximized. To achieve this objective, wildfire attack-bases should be optimally located such that any wildfire is suppressed within the effective attack range from some bases. In addition, the optimal fire-fighting resources should be deployed to the wildfire location such that it is efficiently suppressed from an economic perspective. The two main uncertain/stochastic factors in wildfire management problems are fire occurrence frequency and fire growth characteristics. In this thesis two models for wildfire management planning are proposed. The first model is a strategic model for the optimal location of wildfire-attack bases under uncertainty in fire occurrence. The second model is a tactical model for the optimal deployment of fire-fighting resources under uncertainty in fire growth. A stochastic mixed-integer programming approach is proposed in order to take into account the uncertainty in the problem data and to allow for robust wildfire management decisions under uncertainty. For computational results, the tactical decision model is numerically experimented by two different approaches to provide the more efficient method for solving the model.

Book excerpt: "Resource allocation for wildland fire suppression problems, referred to here as Fire-S problems, have been studied for over a century. Not only have the many variants of the base Fire-S problem made it such a durable one to study, but advances in suppression technology and our ever-expanding knowledge of and experience with wildland fire behavior have required almost constant reformulations that introduce new techniques. Lately, there has been a strong push towards randomized or stochastic treatments because of their appeal to fire managers as planning tools. A multistage stochastic program with variable recourse is proposed and explored in this paper as an answer to a single-fire planning version of the Fire-S problem. The Fire-S stochastic program is discretized for implementation according to scenario trees, which this paper supports as a highly useful tool in the stochastic context. Our Fire-S model has a high level of complexity and is parameterized with a complicated hierarchical cluster analysis of historical weather data. The cluster analysis has some incredibly interesting features and stands alone as an interesting technique apart from its application as a parameterization tool in this paper. We critique the planning model in terms of its complexity and options for an operational version are discussed. Although we assume no interaction between fire spread and suppression resources, the possibility of incorporating such an interaction to move towards an operational, stochastic model is outlined. A suppression budget analysis is performed and the familiar "production function" fire suppression curve is created, which strongly indicates the Fire-S model performs in accordance with fire economic theory as well as its deterministic counterparts. Overall, this exploratory study demonstrates a promising future for the existence of tractable stochastic solutions to all variants of Fire-S problems."

Detrimental effects of wildfires on environment as well as human lives and properties, and the growing trend in terms of frequency and intensity over the last decade have necessitated the development of efficient forest fire management techniques. During the last three decades, Forest Fire Decision Support Systems (FFDSS) have been developed to help in the decision-making processes during forest fires by providing necessary information on fire detection, their status and behavior, and other aspects of forest fires. However, most of these decision support systems lack the capability of developing intelligent fire suppression strategies based upon current status and predicted behavior of forest fire. This thesis presents an approach for construction of efficient fireline via intelligent resource allocation. A Genetic Algorithm based approach has been proposed in this thesis for resource allocation and optimum fireline building that minimizes the total damage due to wildland fires. The approach is based on a simulation-optimization technique in which the Genetic Algorithm uses advanced forest fire propagation models based upon Huygens principles for evaluation of performance index of its solutions. Both homogeneous and heterogeneous scenarios have been considered. Uncertainties in weather conditions as well as imperfect knowledge about exact vegetation and topographical conditions make exact prediction of wildfires very difficult. The thesis presents Monte-Carlo simulations to develop robust strategies in uncertain conditions. Extensive simulations demonstrate the effectiveness of the proposed approach in efficient resource allocation for fighting complex wildfires in uncertain and dynamic conditions. Application of Parallel Genetic Algorithm has also been shown that reduces computation time without compromising the optimality of solution.

Book excerpt: This research devises an initial attack plan to combat wildfires that break out in wildland-urban interfaces. To be eligible for such a plan, the landscape must have been previously mapped and modelled concerning spatial and topographic data and fuel levels. Thus, when ignition occurs, one can predict the expected fire behaviour in terms of spread direction and rate of spread. With such information, decisions can be taken on where and when to position the suppression resources. This paper extends a recent contribution to this subject, generalising each node's resource requirement and allowing a more precise modelling of non-homogeneous landscapes. Moreover, we treat the cases where the estimated number of resources may not be sufficient to deal with the fire intensity, which only becomes revealed at the fire scene. In such cases, additional resources may be needed to contain the fire effectively. This worst-case approach is modelled with the support of the robust optimisation paradigm. We propose a deterministic mathematical programming model, a robust optimisation counterpart, a preprocessing routine to reduce the network size, and a robust tabu search algorithm. We adapt instances from the literature, which are solved by a commercial optimiser and the robust tabu search. The proposed algorithm could optimally solve 94 out of 96 instances. Finally, we conducted a Monte Carlo simulation as part of a risk analysis assessment of the generated solutions.
