Book excerpt: Excerpt from A Short Manual of Forest Management The object of the present manual is to present a brief and simplified text-book on Forest Management, based on a purely practical foundation. The standard works on this subject sometimes present - for the student, and especially for the public - a rather formidable appearance, and contain an exposition of high theory a part of which at the present time is seldom, if ever, capable of practical application to the forest conditions of our own country, or of our possessions in other parts of the world. An attempt is made therefore to produce a simplified practical review of this subject from which are eliminated all reference to advanced theories which are not at present susceptible of practical application, and all other matters of purely academic interest. Some confusion has resulted, it is thought, in the past, from attempting to embrace in one study such diverse conditions as obtain in the most intensively worked continental forests which have been highly organised for generations, in the vast forests of India which are still generally in their natural state of the utmost irregularity, and thirdly in the small estate woodlands and plantations of our own country. An attempt is therefore made now to discriminate between such different types of forest with a view to elucidate and facilitate the preparation of suitable working-plans for each type. Use has been made of the following standard works on Forest Management: Manual of Forestry, vol. iii. Sir Wm. Schlich; The Forester, J. Nisbet; The Practice of Forestry, P. T. Subsequently, this proved no longer sufficient, and the owner appealed to the State for help. It was also found that certain forest lands were of special importance to the community as a whole, either on account of their produce, or for climatic reasons, or on account of the protection which they yielded to adjoining lands. To regulate these matters, the State had to pass certain laws which are known as Forest Laws and Forest Regulations. With the development of Political Economy, the forest question naturally was drawn within its province. It was asked, whether and in how far forests need be maintained in a country, whether the State as such should hold the forest lands, or whether the maintenance of forests might be left to private enterprise, and thus a further branch called Forest Policy was created.
