Book excerpt: The continued growth of highway traffic in the United States has led to unwanted urban traffic congestion as well as to noticeable urban air quality problems. These problems include emissions covered by the 1990 Clean Air Act Amendments (CAAA) and 1991 Intermodal Surface Transportation Efficiency Act (ISTEA), as well as carbon dioxide and related {open_quotes}greenhouse gas{close_quotes} emissions. Urban travel also creates a major demand for imported oil. Therefore, for economic as well as environmental reasons, transportation planning agencies at both the state and metropolitan area level are focussing a good deal of attention on urban travel reduction policies. Much discussed policy instruments include those that encourage fewer trip starts, shorter trip distances, shifts to higher-occupancy vehicles or to nonvehicular modes, and shifts in the timing of trips from the more to the less congested periods of the day or week. Some analysts have concluded that in order to bring about sustainable reductions in urban traffic volumes, significant changes will be necessary in the way our households and businesses engage in daily travel. Such changes are likely to involve changes in the ways we organize and use traffic-generating and-attracting land within our urban areas. The purpose of this review is to evaluate the ability of current analytic methods and models to support both the evaluation and possibly the design of such vehicle travel reduction strategies, including those strategies involving the reorganization and use of urban land. The review is organized into three sections. Section 1 describes the nature of the problem we are trying to model, Section 2 reviews the state of the art in operational urban land use-transportation simulation models, and Section 3 provides a critical assessment of such models as useful urban transportation planning tools. A number of areas are identified where further model development or testing is required.

Book excerpt: A wide range of books on urban systems models are available today for the student of urban planning, geography, and economics. There are few, if any, books, however, that deal with integrated urban systems modeling from the operational viewpoint. The term "integrated" is used here in the same sense as the "general equilibrium", in contrast to such approaches as "sequential" or "partial equilibrium". In fact, the main thesis of this book is that the characteristics of ur ban activity that best distinguish it from rural activity are (1) the intensive use of urban land and (2) urban congestion. On this basis, models that are introduced in this book are three- dimensional in character and produce urban land use configurations with explicit optimal density of urban pro duction activities along with optimal levels of transportation congestion. It is also assumed that both public and private sectors play significant roles in shaping urban forms, structures, and functions in mixed economic systems. From this viewpoint, models developed in this book address two integrated decision-making procedures: one by the public sector, which provides urban infrastructure and public services, and the other one by the private sector, which uses provided infrastructure and public services in pursuing parochial interests.

There has been, therefore, much research conducted in the fields of empirical analysis and theoretical and mathematical modelling of the mechanisms of land use-transport interaction. The members of the Transport and Land Use SIG (Special Interest Group) of the WCTRS (World Conference on Transport Research Society) have conducted extensive research in these fields. Leading on from the activities of ISGLUTI (International Study Group on Land Use-Transport Interaction) chaired by Dr. Vernon Webster, its output was published as a book "Land Use-Transport Interaction / Policies and Models". Concurrently with this ongoing research, energy consumption in the transport sector has been increasing rapidly and become a crucial issue from the viewpoint of global environmental conservation. An emerging research need is to examine and structurally identify the mechanisms of the influence of land use-transport interaction on energy consumption and environmental damage, both locally and globally. The SIG held a seminar in December 1993 in Blackheath, Australia which was the first meeting where world class land use-transport experts gathered to discuss the above topic, covering fact finding, scenario analysis and modelling. This book contains selected papers from the seminar. The Australian Government, CSIRO (Australia) and the Asahi Glass Foundation (Japan) supported the seminar. The book was edited with an enormous and patient help by Dr. Omar Osman at Nagoya University.
