That no owner, lessee, or keeper of any tenement-house, lodging-house, boarding house, or manufactory sh all cause or allow the same to be overcrowded, or cause or allow so great a number of persons to dwell, be, or sleep in any such house, or any portion thereof, as thereby to cause any danger or detriment to life or health nor shall more persons than one for feet of cubic contents be allowed to sleep in any apartment of any such boarding-house, tenement-house, or lodging-house; nor shall more than one person for every cubic feet of contents be allowed to dwell in any such last-mentioned houses. And for the purpose of computing such space, no cellar, nor any closet, hall, cupboard, nor any room not properly lighted and ventilated, nor any room or space not used as a part of the dwelling apartments of the family or other occupant, shall be computed or taken into account. The cubic space allowance in soldiers' barracks has varied much in different coun tries and at different times, but the constant tendency has been to increase it. M. Boudin states (annales de Hygiene, 1853) that the allowance was, in French infantry barracks, 421 cubic feet; in French cavalry barracks, 491 cubic feet; in Prussian bar racks, 631 cubic feet.
