Available in PDF, EPUB and Kindle. Book excerpt: Latin American experiments with pension reform began when Chile converted its public pay-as-you-go system to a system of private individual accounts in the early 1980s. Several other Latin American countries then followed suit, inspired both by Chile's reforms and by World Bank recommendations stressing compulsory government-mandated individual saving accounts. Individual accounts were subsequently introduced in a number of countries in Europe and Asia. Many are now re-evaluating these privatisations in an effort to 'reform the reform' to make these systems more efficient and equitable. This volume is the first to assess pension reforms in this new 'post-privatization' era. After a discussion on demographic trends in the foreword by Nobel laureate Robert W. Fogel, Section 1 of the book includes chapters on the role of pension system default options, the impact of gender, and a discussion of the World Bank's policies on pension reform. The chapter on the evidence from Chile's new social protection survey points to key lessons from the world's first privatization. Section 2 offers in-depth analysis of several significant reform initiatives in the hemisphere, and includes chapters on the United States, Canada, Mexico, Costa Rica, Brazil, Peru, Uruguay and Argentina. The volume provides an unparalleled account of the lessons from pension reform in the Americas, addressing the most pressing policy issues and highlighting a broad range of country experiences.

Available in PDF, EPUB and Kindle. Book excerpt: In Democracy without Equity, Weyland investigates the crucial political issue for many Latin American countries: the possibility for redistributing wealth and power through the democratic process. He focuses on Brazil's redistributive initiatives in tax policy, social security, and health care. Weyland's work is based on some 260 interviews with interest group representatives, politicians, and bureaucrats, the publications of interest groups, speeches of policy makers, newspaper accounts, legislative bills, congressional committee reports, and more. He concludes that, in countries whose society and political parties are fragmented, the prospects for effective redistributive policies are poor.

Book excerpt: Accelerated population ageing, long a significant issue for developed countries, is now becoming important in the developing world too. Population ageing is one of the great achievements of the past century - although it brings its own social, economic, political and cultural challenges. The quality of life of older people is strongly conditioned by their capacity to manage opportunities and risks. Social protection, both formal and informal, can be critical. This book examines the links between well-being and development, drawing on examples from low, middle and high-income countries. It examines ageing in a number of very different development contexts - Argentina, Brazil, China, Ghana, Japan, Mexico, Thailand, Ukraine, UK and USA. It highlights the complexity of relationships between development and the way later life is experienced, identifies key priorities for policy-makers, and maps out an urgent research agenda.

Available in PDF, EPUB and Kindle. Book excerpt: Why do very different countries often emulate the same policy model? Two years after Ronald Reagan's income-tax simplification of 1986, Brazil adopted a similar reform even though it threatened to exacerbate income disparity and jeopardize state revenues. And Chile's pension privatization of the early 1980s has spread throughout Latin America and beyond even though many poor countries that have privatized their social security systems, including Bolivia and El Salvador, lack some of the preconditions necessary to do so successfully. In a major step beyond conventional rational-choice accounts of policy decision-making, this book demonstrates that bounded--not full--rationality drives the spread of innovations across countries. When seeking solutions to domestic problems, decision-makers often consider foreign models, sometimes promoted by development institutions like the World Bank. But, as Kurt Weyland argues, policymakers apply inferential shortcuts at the risk of distortions and biases. Through an in-depth analysis of pension and health reform in Bolivia, Brazil, Costa Rica, El Salvador, and Peru, Weyland demonstrates that decision-makers are captivated by neat, bold, cognitively available models. And rather than thoroughly assessing the costs and benefits of external models, they draw excessively firm conclusions from limited data and overextrapolate from spurts of success or failure. Indications of initial success can thus trigger an upsurge of policy diffusion.

Available in PDF, EPUB and Kindle. Book excerpt: Law and Employment analyzes the effects of regulation and deregulation on Latin American labor markets and presents empirically grounded studies of the costs of regulation. Numerous labor regulations that were introduced or reformed in Latin America in the past thirty years have had important economic consequences. Nobel Prize-winning economist James J. Heckman and Carmen Pagés document the behavior of firms attempting to stay in business and be competitive while facing the high costs of complying with these labor laws. They challenge the prevailing view that labor market regulations affect only the distribution of labor incomes and have little or no impact on efficiency or the performance of labor markets. Using new micro-evidence, this volume shows that labor regulations reduce labor market turnover rates and flexibility, promote inequality, and discriminate against marginal workers. Along with in-depth studies of Colombia, Peru, Brazil, Argentina, Chile, Uruguay, Jamaica, and Trinidad, Law and Employment provides comparative analysis of Latin American economies against a range of European countries and the United States. The book breaks new ground by quantifying not only the cost of regulation in Latin America, the Caribbean, and in the OECD, but also the broader impact of this regulation.

Available in PDF, EPUB and Kindle. Book excerpt: Much could be gained from the privatization of social security--but can the gains actually be delivered? Dixon, Hyde, and their contributing authors take a balanced look at where we are now, and where we seem to be moving, on the issues of social security privatization and come up skeptical. There will be tradeoffs, but will the benefits outweigh the costs? Their volume examines a variety of settings in Latin America, Asia, Europe, North America, and Africa, where the marketization of social security appears most hotly contested. As a contribution to this new, energetic gobal policy discourse, the book will be of special interest to policymakers in the public and private sectors, and particularly in organizations where concerns about the growing cost of employee benefits have become critical. Dixon, Hyde, and the others start by showing how the concept of social security has changed dramatically over the last 20 years--not just in the United States but throughout the world. The collectivist ideology that has long underpinned social security policy has been challenged by the emergence of an ideology of individualism. But can one presume that the desires of government to privatize are driven purely by the need to achieve neoliberal policy goals by that means? Too simplistic, say the contributors. Marketization offers the promise of reduced dependency on the state, reduced public expenditure and thus lower taxes, enhanced competitiveness internationally, more efficient delivery of social security services, and other advantages--but whether these promises would be kept seems to depend on a variety of factors. Among them, explored in this volume, are the level of development and sophistication of the capital markets, the degree of market competition that can be achieved and sustained, and the capacity of the state to develop and implement governance mechanisms to ensure that private providers act in the public interest. The volume also examines two daunting challenges to governments: how to design a set of regulations that can protect the public interest in perpetuity, and how to resist the calls for government subsidies to support the economic rent expectations of privatized providers. The contributors and editors develop these and other points concisely and readably, and in doing so offer important lessons from the experiences of others worldwide.
