Book excerpt: The Development of Crash Modification Factors program conducted the safety evaluation of cable median barriers in combination with rumble strips on the inside shoulder of divided roads for the Evaluation of Low Cost Safety Improvements Pooled Fund Study. This study evaluated safety effectiveness of cable median barriers in combination with rumble strips on the inside shoulders of divided roads. This strategy is intended to reduce the frequency of cross-median crashes, which tend to be very severe. Geometric, traffic, and crash data were obtained for divided roads in Illinois, Kentucky, and Missouri. To account for potential selection bias and regression-to-the-mean, an empirical Bayes before-after analysis was conducted using reference groups of untreated roads with characteristics similar to those of the treated sites. The analysis also controlled for changes in traffic volumes over time and time trends in crash counts unrelated to the treatment. In Illinois and Kentucky, cable median barriers were introduced many years after the inside shoulder rumble strips were installed; therefore, the evaluation determined the safety effect of implementing cable barriers along sections that already had rumble strips. Conversely, in Missouri, the inside shoulder rumble strips and cable barrier were implemented around the same time. Hence, the evaluation in Missouri determined the combined safety effect of inside shoulder rumble strips and cable barriers. The combined Illinois and Kentucky results indicate about a 27-percent increase in total crashes; a 24-percent decrease in fatal, incapacitating injury crashes; and a 48-percent decrease in head-on plus opposite-direction sideswipe crashes (used as a proxy for cross-median indicator plus head-on). the economic analysis for benefit-cost ratios shows that this strategy is cost beneficial.

Book excerpt: The goals of this project were to first review the state-of-art with regard to identifying highway sections where median barriers would be most effective in preventing median-crossing crashes (MCC), and if necessary, develop remedies for any identified deficiencies. A statistical technique was developed for estimating the frequency and rate of MCCs on each of a set of highway sections, which required the analyst to review only a subset of hard-copy accident reports. This technique was applied to Minnesota's freeways and rural expressways, and highway sections were ranked with respect to estimated frequency of MCCs. A first version of a simulation model was developed for comparing the cost-effectiveness of barrier projects on different highway sections. The model uses Monte Carlo simulation to estimate the probability that an encroaching vehicle crosses a median with a specific cross-section, and collides with another vehicle traveling in the opposite direction. The model is implemented as a pair of linked Excel spreadsheets, with a companion macro written in Visual Basic for Applications.

Most of the median cross sections used for divided highways have terrains with steep slopes. Traffic barriers, frequently used on slopes, are generally designed based on the findings obtained from crash tests performed on flat terrain. For barriers placed on roadside and median slopes, vehicle impact height varies depending on the trajectory of the vehicle along the ditch section and lateral offset of the barrier. Thus depending on the placement location on a relatively steep slope, a barrier can be impacted by an errant vehicle at height and orientation more critical compared to those considered during its design. Hence, detailed study of performance of barriers on roadside and median slopes is needed to achieve acceptable safety performance. In this study, performances of modified G4(1S) W-beam, Midwest Guardrail System (MGS), modified Thrie-beam, modified weak post W-beam, and box-beam guardrail systems on sloped terrains are investigated using numerical simulations. A procedure is developed that provide guidance for their placement on roadside and median slopes. The research approach consists of nonlinear finite element analyses and multi-rigid-body dynamic analyses approach. Detailed finite element representation for each of the barriers is developed using LS-DYNA. Model fidelity is assessed through comparison of simulated and measured responses reported in full scale crash test studies conducted on flat terrain. LS-DYNA simulations of vehicle impacts on barriers placed on flat terrain at different impact heights are performed to identify performance limits of the barriers in terms of acceptable vehicle impact heights. The performances of the barriers are evaluated following the guidelines provided in NCHRP Report 350. Multi-rigid-body dynamic analysis code, CARSIM, is used to identify trajectories of the vehicles traversing various roadside and median cross-slopes. After analyzing vehicle trajectories and barrier performance limits, a guideline has been prepared with recommendations for the placement of barriers along roadside and median slopes. This guideline is then verified and refined using the responses obtained from full-scale LS-DYNA simulations. These simulations capture the full encroachment event from departure of the vehicle off the traveled way through impact with the barrier.

Book excerpt: Concrete median barriers are designed to mitigate serious cross-median crashes by preventing penetration of errant vehicles into oncoming traffic. When implemented in flood-prone areas, however, solid concrete median barriers can act as a dam to floodwaters, as recently seen in Texas during Hurricane Harvey or in Louisiana and Pennsylvania following severe storms. These severe weather events raise the height of floodwaters and increase the severity of flooding on highways and surrounding roads and communities. In this study, new median barrier options with openings were investigated as a way to reduce flooding. Finite element simulations were used to aid investigation and evaluation of the designs, and laboratory testing was performed to evaluate the hydraulic efficiency of barrier designs in a variety of simulated flood conditions. A concrete single-slope profile median barrier with a large scupper was selected for crash testing following Manual for Assessing Safety Hardware (MASH) Test Level 4 impact conditions and evaluation criteria. The median barrier design was deemed MASH compliant and is ready for implementation in areas susceptible to flooding, with the goals of reducing flooding severity, decreasing associated risk to motorists, and reducing the level of flood damage to both highways and surrounding areas.
