Os problemas objeto da atenção e ação dos pesquisadores devem surgir da análise e interpretação da realidade agrícola sobre a qual se quer atuar, levando em conta o grau de importância e vinculação dos mesmos com os novos sistemas de produção que se estimam mais adequados ao aumento da produção e produtividade agrícolas. Repassados os antecedentes que desembocam no momento atual, propicio a uma reformulação da pesquisa agropecuária brasileira, e feita uma análise da importância desta reformulação para o desenvolvimento agropecuário-brasileiro. E a partir deste reconhecimento de que estão dadas no Brasil as condições para a implantação de um novo enfoque na pesquisa agropecuária, que se estabelece o objetivo básico do trabalho, ou seja, " a partir do levantamento dos antecedentes, da revisão dos principais cenceitos envolvidos, da análise do trabalho realizado e da crítica da experiência acumulada, ordenar os principais componentes que poderão servir como suporte na consolidação de um sistema de planejamento que tenha o enfoque de sistemas de produção como estratégia básica. E feita uma revisão dos principais conceitos envolvidos na adoção do enfoque de sistemas na programação da pesquisa agropecuária. Inicialmente se analisa a agricultura como processo produtivo no qual são transformados-certos bens para obter determinados produtos agrícolas. A continuação são repassados os principais conceitos envolvidos na pesquisa agropecuária, e comentadas as principais características do método científico, o papel das lógicas formal e dialética na metodologia da pesquisa. Em seguida é feita uma revisão nos principais conceitos, niveis e etapas relacionadas com sistemas. Por ultimo e feita uma revisão nos conceitos de planejamento, programação agrícolas e suas aplicações na pesquisa agropecuária. O capitulo seguinte é dedicado a uma análise do caso EMBRAPA. Inicia-se pelos antecedentes da criação da Empresa Brasileira de Pesquisa Agropecuária, incluindo uma revisão das diretrizes básicas que a justificaram. É feita uma descrição do modelo institucional adotado, assim como do sistema de planejamento implantado para, por ultimo, comentar alguns aspectos- operacionais masi relevantes da experiencia acumulada até o presente. Esta análise da EMBRAPA, juntamente com a parte conceitual ja referida, conformam o contexto global de onde o autor extrai a maior parte de suas ideias. Por ultimo, como conclusão, são abordados os principais aspectos- relacionados com a operacionalização do enfoque de sistemas na pesquis agropecuária. Inicialmente, a fim de assegurar uma base conceitual bem definida, são revistas as características principais do enfoque analítico convencional e as do enfoque sistêmico. A continuação, depois de identificar os pré-requisitos mais importantes para a viabilização da adoção do novo enfoque, são descritos os principais aspectos operacionais na materializacao da introdução da abordagem sistêmica na pesquisa agropecuária.

This book covers a wide spectrum from applied research to science‐policy interfaces, planning concepts, and technical tools and has a model character for other rural areas in Latin America. Target groups are scientists, practitioners, policy makers and graduate students in the field of environmental management. The different chapters are written by researchers and practitioners of the German‐Brazilian project INTECRAL (Integrated Eco Technologies and Services for a Sustainable Rural Rio de Janeiro), the rural development program Rio Rural under the state secretary for agriculture and animal husbandry, as well as invited scientists from Brazilian universities and research institutes. It bridges existing gaps between science, policies, and practice in rural development.
