Available in PDF, EPUB and Kindle. Book excerpt: The establishment of a Middle East zone free of nuclear weapons, a concept more recently broadened to cover all weapons of mass destruction (WMD), has been before the international community for decades. In this book, two experts from the region explore why the matter remains unresolved, and outline a comprehensive yet achievable roadmap to a Middle East free of WMD. Weapons of mass destruction pose an existential threat to global peace and security. But nowhere is it more urgent to stem their spread than in the Middle East, a region fraught with mistrust and instability. Accounting for these geopolitical realities, including the ongoing talks to curb Iran’s nuclear program, the authors present a practical and innovative strategy to a Middle East free of weapons of mass destructions (WMD). They outline a phased approach toward disarmament in the region, prescribing confidence-building measures and verification tools to create trust among the region’s governments. Their vision also sees the realization of a WMD-free zone within a broader regional agenda for security and cooperation to advance socioeconomic and political progress. This book will be of great interest to students and scholars of international relations, politics and security studies in the Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the conditions under which Nuclear Weapons Free Zones (NWFZs) can be established. It analyzes four hypotheses that explain the factors contributing to the formation of NWFZs, building upon realist, constructivist and liberal theories from international relations. Through structured focused comparison, the book presents and compares the emergence of NWFZs in Latin America, the South Pacific, Southeast Asia, Africa, Central Asia, and the Middle East, which is a prospect for a NWFZ. The book argues that NWFZ projects depend on the following conditions: the security interest of regional states in avoiding nuclear threats, preexisting regional institutions and regional economic cooperation, leadership by a core of regional powers and shared interest in spreading non-proliferation norms. Democracy is not a necessary condition, but democratization can help overcome barriers presented by hesitant or opposed regional governments. As too many of the mentioned necessary conditions are lacking in the Middle East, a NWFZ project, thus, will be possible only after major political changes. This book will be of much interest to students of nuclear proliferation, arms control, security studies and International Relations.

Book excerpt: Almost the entire southern hemisphere is now covered by nuclear-weapon-free zones. The ones in Latin America and the South Pacific were established during the Cold War, those in Southeast Asia and Africa after its ending. Zones have also been proposed, so far without success, for the Middle East, South Asia and Northeast Asia. In this book, analysts from within the respective regions explore the reasons for success and failure in the establishment of the zone, and their utility and limitations as stepping stones to a nuclear-weapon-free world.

Available in PDF, EPUB and Kindle. Book excerpt: Karem is eminently qualified to write on the role of Nuclear Weapons-Free Zones (NWFZs) in the processes of averting nuclear weapons proliferation, arresting the nuclear arms race, and eliminating the scourge of nuclear weapons. Karem's well-written, extensively documented, and cogent argument for a NWFZ in the Middle East reflects his scholarly and professional expertise on the technical and political issues surrounding such a proposal. . . . This is an important and much needed contribution to the literature on peace studies, arms limitation, disarmament, and world order studies. It should be part of every library collection. Choice It is clear that the proliferation of nuclear weapons among the nations of the Middle East would pose grave problems for that politically explosive region and throughout the world. In this thoughful study, Dr Karem examines the possiblility of avoiding such a situation and reducing tensions generally by implementing United Nations resolutions calling for the establishment of a nuclear-weapon-free zone (NWFZ) in the Middle East. Arguing that the NWFZ approach is a viable solution, he suggests how to implement it and how diplomatic obstacles facing such an agreement can be overcome.

It critically reviews international law governing nuclear weapons with regard to the inter-state use of force, international humanitarian law, human rights law, disarmament law, and environmental law, and discusses where relevant the International Court of Justice's 1996 Advisory Opinion. Unique in its approach, it draws upon contributions from expert legal scholars and international law practitioners who have worked with conventional and non-conventional arms control and disarmament issues. As a result, this book embraces academic consideration of legal questions within the context of broader political debates about the status of nuclear weapons under international law.

Available in PDF, EPUB and Kindle. Book excerpt: Nuclear Logics examines why some states seek nuclear weapons while others renounce them. Looking closely at nine cases in East Asia and the Middle East, Etel Solingen finds two distinct regional patterns. In East Asia, the norm since the late 1960s has been to forswear nuclear weapons, and North Korea, which makes no secret of its nuclear ambitions, is the anomaly. In the Middle East the opposite is the case, with Iran, Iraq, Israel, and Libya suspected of pursuing nuclear-weapons capabilities, with Egypt as the anomaly in recent decades. Identifying the domestic conditions underlying these divergent paths, Solingen argues that there are clear differences between states whose leaders advocate integration in the global economy and those that reject it. Among the former are countries like South Korea, Taiwan, and Japan, whose leaders have had stronger incentives to avoid the political, economic, and other costs of acquiring nuclear weapons. The latter, as in most cases in the Middle East, have had stronger incentives to exploit nuclear weapons as tools in nationalist platforms geared to helping their leaders survive in power. Solingen complements her bold argument with other logics explaining nuclear behavior, including security dilemmas, international norms and institutions, and the role of democracy and authoritarianism. Her account charts the most important frontier in understanding nuclear proliferation: grasping the relationship between internal and external political survival. Nuclear Logics is a pioneering book that is certain to provide an invaluable resource for researchers, teachers, and practitioners while reframing the policy debate surrounding nonproliferation.

Available in PDF, EPUB and Kindle. Book excerpt: Every country in the Middle East - with the exception of Israel - has signed and ratified The Treaty on the Non-proliferation of Nuclear Weapons (NPT) and renounced its sovereign right to build or acquire nuclear weapons. Nonetheless, there have been more violations of the NPT non-proliferation norm in the Middle East than in any other region of the world. These violations have eroded the credibility of the international non-proliferation regime and represent its inability to constrain state behavior and verify compliance in the Middle East. A regional nuclear-weapon-free zone (NWFZ) has been endorsed by every country in the region but there has been little progress made toward achieving this goal. Israel is the only nuclear power in the Middle East and would have to disarm in order to establish a NWFZ. The Arab states and Iran believe Israeli nuclear disarmament should be the first step toward the creation of a NWFZ and they continue to exert diplomatic pressure on Israel to join the NPT. Israeli leaders argue that regional peace and normalized relations should precede the establishment of a NWFZ in the Middle East. These discrepant views on sequencing have stalled every initiative to establish a regional arms control treaty prohibiting nuclear weapons in the Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: The Middle East is a hot spot of proliferation. It contains one state assumed to possess nuclear weapons, several states that tried and failed to develop a military nuclear capability, one state under suspicion of trying to do so, and it is the world region that witnessed the most frequent and severe employment of chemical weapons since the end of World War I. Notwithstanding, not a single arms control regime concerning weapons of mass destruction (WMD) covers the region as a whole. Instead we have seen several proliferation-related military operations which have rather contributed to destabilization than served non-proliferation. This volume, written under the auspices of the EU Consortium for Non-Proliferation and Disarmament determines the current state of diplomatic efforts to establish a WMD free zone in the Middle East. In doing so, it provides insights into central actors’ conflicting political positions, thereby explaining the stalemate of efforts to negotiate a WMD-free zone. Chapters written by renowned experts from academia and policy-oriented think tanks, as well as by next-generation Middle East and arms control experts, introduce the subject to the reader, give background information about arms control initiatives, provide technical expertise, and endeavour to make proposals for arms control measures in support of the creation of a Middle East WMD-free zone.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on the author’s personal experience, this book presents an insider’s chronology and policy analysis of the EU’s role in the nuclear negotiations with Iran. The European Union strives to be a global player, a “soft power” leader that can influence international politics and state behavior. Yet critics argue that the EU’s Common Foreign and Security Policy (CFSP) remains largely ineffective and incoherent. The EU’s early and continuous involvement in the effort to dissuade Iran from developing nuclear weapons can be viewed as a test case for the EU as a global actor. As Chair of the European Parliament’s delegation for relations with Iran, Tarja Cronberg had a ringside seat in the negotiations to prevent Iran from developing nuclear weapons. Drawing on her experiences leading a parliamentary delegation to Iran and interviews with officials, legislators and opposition leaders in nearly every country participating in the negotiations, as well as reports by the International Atomic Energy Agency, parliaments and independent experts, the author illustrates an insider’s strategic understanding of the negotiations. Intersecting history, politics, economics, culture and the broader security context, this book not only delivers a unique analysis of this historic deal and the twelve-year multilateral pursuit of it, but draws from it pertinent lessons for European policy makers for the future. This book will be of much interest to students of nuclear proliferation, EU policy, diplomacy and international relations in general.
