Arab economies are confronted with enormous structural difficulties such as high rates of youth unemployment in a challenging demographic context, exacerbated by intense spatial disparities. These structural problems demonstrate the breakdown of the "Arab social contract", a social arrangement centered on a strong role of the state in welfare and employment provision, for which regimes demanded acquiescence to authoritarian rule. The book argues that the Arab social contract can be understood in terms of regulation theories known in economic geography and sociology. It uses the approaches such as the regulation school, national systems of innovation, social systems of production, and varieties of capitalism to analyze the structural difficulties of Arab economies and current reform efforts. The basic assumption is that Arab economies are currently faced with a structural crisis. After the breakdown of the Arab social contract, there is a mismatch between the economic and institutional spheres of society. The challenge is for Arab societies to develop new forms of socio-institutional regulation. The book proposes ways towards such new modes of regulation by developing a framework for regulation specifically targeted towards Arab societies, and by applying it to the cases of Tunisia and Jordan.

Different measures of wealth inequality were also lower than elsewhere. Yet, there were revolutions in four countries and protests in several others. We explain this so-called “inequality puzzle” by first noting that, despite favorable income inequality measures, subjective well-being measures in Arab countries were relatively low and falling sharply, especially for the middle class, and in the countries where the uprisings were most intense. The increasing unhappiness, reflected in perceptions of declining standards of living, was associated with dissatisfaction with the quality of public services, the shortage of formal-sector jobs, and corruption. These sources of dissatisfaction suggest that the old social contract, where government provided jobs, free education and health, and subsidized food and fuel, in return for the subdued voice of the population, was broken. The Arab Spring and its aftermath indicates the need for a new social contract, one where government promotes private-sector jobs and accountability in service delivery, and citizens are active participants in the economy and society.

It refers to the "entirety of explicit or implicit agreements between all relevant societal groups and the sovereign (i.e. the government or any other actor in power), defining their rights and obligations towards each other" (Loewe & Zintl, forthcoming). The analysis of social contracts helps the understanding of: (i) why some societal groups are socially, politically or economically better off than others, (ii) why some revolt and demand a new social contract and, thus, (iii) why a country descends into violent conflict. In addition, the concept shows how foreign interventions and international co-operation may affect state-society relations by strengthening the position of the state or of specific societal groups. It illustrates that state fragility, displacement and migration can arise from social contracts becoming less inclusive. Nevertheless, the term "social contract" has so far been neither well defined nor operationalised - to the detriment of both research and of bi- and multilateral co-operation. Such a structured analytical approach to state-society relations is badly needed both in research and in politics, in particular but not exclusively for the analysis of MENA countries. This briefing paper sets the frame, suggesting a close analysis of (i) the scope of social contracts, (ii) their substance and (iii) their temporal dimension. After independence, MENA governments established a specific kind of social contract with citizens, mainly based on the redistribution of rents from natural resources, development aid and other forms of transfers. They provided subsidised food and energy, free public education and government jobs to citizens in compensation for the tacit recognition of political regimes' legitimacy despite a lack of political participation. But with growing populations and declining state revenues, some governments lost their ability to fulfil their duties and focused spending on strategically important social groups, increasingly tying resource provision to political acquiescence. The uprisings that took place in many Arab countries in 2011 can be seen as an expression of deep dissatisfaction with social contracts that no longer provided either political participation or substantial social benefits (at least for large parts of the population). After the uprisings, MENA countries developed in different directions. While Tunisia is a fair way towards more inclusive development and political participation, Morocco and Jordan are trying to restore some parts of the former social contract, providing for paternalistic distribution without substantial participation. In Egypt's emerging social contract, the government promises little more than individual and collective security, and that only under the condition of full political acquiescence. Libya, Yemen and Syria have fallen into civil wars with no countrywide new contract in sight, and Iraq has been struggling for one since 2003. In addition, flight and migration also affect the social contracts of neighbouring countries such as Jordan, Turkey, and Lebanon. All MENA countries are designing, or will need to design, new social contracts in order to reduce the current instability and enable physical reconstruction. This briefing paper informs on the status of conceptual considerations of social contract renegotiation in MENA countries and its meaning for international co-operation with them.

Public surveys reveal rising concerns over inequality of opportunity, while electoral results show a marked shift to populist parties that offer radical solutions to voters dissatisfied with the status quo. There is no single solution to relieve these tensions, and attempts to address them will vary considerably across the region. However, this publication proposes three broad policy principles: (1) promote labor market flexibility while maintaining protection for all types of labor contracts; (2) seek universality in the provision of social assistance, social insurance, and basic quality services; and (3) expand the tax base by complementing progressive labor-income taxation with taxation of capital. These principles could guide the rethinking of the social contract and fulfil European citizens’ aspirations for growth and equity.

Book excerpt: Eruptions of Popular Anger: The Economics of the Arab Spring and Its Aftermath sets out to answer three puzzles—the “Arab inequality†? puzzle of civil uprisings in countries with low-to-moderate and stagnant economic inequality, the “unhappy development†? paradox of increasing dissatisfaction at a time of moderate-to-rapid development, and the paradox of political violence in middle-income countries. The book’s empirical investigation rules out high and rising inequality as a reason for the Arab Spring uprisings. It shows that the real problem was the erosion in middle-class incomes and the growing dissatisfaction with the quality of life, the shortage of formal sector jobs, and corruption. Frustration was particularly high among the young, educated, middle-class residents in urban areas. The old social contract, which had delivered development results in the past and under which Arab governments provided public-sector jobs and subsidized services in return for subdued voice, was unsustainable and malfunctioning. The public sector could no longer be the employer of choice, but the private sector did not generate enough formal sector jobs, because of distortions that constrained its growth and policies that offered advantages to a few firms with political connections, limiting competition and private investment. The breakdown in the social contract increased the premium on freedom and created impetus for political change. This report shows that the Arab Spring revolutions and the subsequent spread of violence and civil wars in the post†“Arab Spring Middle East and North Africa region can be traced to the broken social contract, institutional weaknesses, and regional divisions in societies polarized along ethnic and sectarian lines. The Arab Spring and its aftermath indicate the need for a new social contract under which governments promote private-sector job creation, design public services in a way that holds providers accountable to beneficiaries, and promote inclusion and good governance.
