Book excerpt: Throughout the twentieth century, public universities were established across the United States at a dizzying pace, transforming the scope and purpose of American higher education. Leading the way was California, with its internationally renowned network of public colleges and universities. This book is the first comprehensive history of California's pioneering efforts to create an expansive and high-quality system of public higher education. The author traces the social, political, and economic forces that established and funded an innovative, uniquely tiered, and geographically dispersed network of public campuses in California. This influential model for higher education, "The California Idea," created an organizational structure that combined the promise of broad access to public higher education with a desire to develop institutions of high academic quality. Following the story from early statehood through to the politics and economic forces that eventually resulted in the 1960 California Master Plan for Higher Education, The California Idea and American Higher Education offers a carefully crafted history of public higher education.

Available in PDF, EPUB and Kindle. Book excerpt: The debate about how higher education is failing to play a role in reducing inequality often centers on elite colleges, while ignoring the numerous public colleges and universities that educate the majority of our students. This book adds to the discussion by exploring an in-depth case study of the largest public higher educational system in the United States, The California State University, with implications for other state systems as well. Benjamin P. Bowser, experienced faculty member and author, discusses higher education reforms in response to increasing tuition, underprepared graduates, and declining academic standards. Focusing on the faculty perspective, this text examines how these reforms can threaten the mission of a public institution, only exacerbating the crisis of higher education and inequality.

Book excerpt: This volume consists of original essays by academic leaders and scholars connected to Clark Kerr’s life and work. He was arguably America’s most significant higher education thinker and public policy analyst in the last 50 years of the 20th century and renowned globally. However, little thoughtful attention has been devoted to assessing the whole of his work. Some commentators misunderstand the man as well as his ideas. The California Master Plan for Higher Education of 1960 was one of his famous undertakings, as was his part in shaping the multi-campus University of California towards global eminence. He coined the word “multiversity” to describe what he called the “uses” of the university, but began to think it had become much too “multi”. Some of his most important work was as director of the Carnegie Commission on Higher Education and the Carnegie Council on Policy Studies in Higher Education, which laid the foundation for sophisticated policy-making. The contributors honor the achievements of a remarkable man and provide portraits of him, but of equal importance are their critical discussions of the sources of his thinking, his attempts to balance access and merit in mass higher education circumstances, the policy issues that he confronted and the success of their resolution. For many of the contributors, Kerr’s work is the starting point for understanding policy issues in varying regional and national contexts. Often thought to be a social scientist eager to keep abreast of trends, Kerr was actually au fond a moralist and surprisingly old-fashioned in his personal values.

Maxwell Bennett recounts the history of this search during three of its most momentous periods in the 13th, 18th and 20th centuries, which helped fashion the idea of a university. He concludes with a cautionary assessment of whether universities, given their present level of material support, can reliably continue to protect and advance society.

Available in PDF, EPUB and Kindle. Book excerpt: In 2014 and 2015, students at dozens of colleges and universities held protests demanding increased representation of Black and Latino students and calling for a campus climate that was less hostile to students of color. Their activism recalled an earlier era: in the 1960s and 1970s, widespread campus protest by Black and Latino students contributed to the development of affirmative action and open admissions policies. Yet in the decades since, affirmative action has become a magnet for conservative backlash and in many cases has been completely dismantled. In To Fulfill These Rights, Amaka Okechukwu offers a historically informed sociological account of the struggles over affirmative action and open admissions in higher education. Through case studies of policy retrenchment at public universities, she documents the protracted—but not always successful—rollback of inclusive policies in the context of shifting race and class politics. Okechukwu explores how conservative political actors, liberal administrators and legislators, and radical students have defined, challenged, and transformed the racial logics of colorblindness and diversity through political struggle. She highlights the voices and actions of the students fighting policy shifts in on-the-ground accounts of mobilization and activism, alongside incisive scrutiny of conservative tactics and messaging. To Fulfill These Rights provides a new analysis of the politics of higher education, centering the changing understandings and practices of race and class in the United States. It is timely and important reading at a moment when a right-wing Department of Justice and Supreme Court threaten the end of affirmative action.
