Available in PDF, EPUB and Kindle. Book excerpt: “ . . . until now how the Navy managed to instantaneously move from the overt legal restrictions of the naval arms treaties that bound submarines to the cruiser rules of the eighteenth century to a declaration of unrestricted submarine warfare against Japan immediately after the attack on Pearl Harbor has never been explained. Lieutenant Holwitt has dissected this process and has created a compelling story of who did what, when, and to whom.”—The Submarine Review “Execute against Japan should be required reading for naval officers (especially in submarine wardrooms), as well as for anyone interested in history, policy, or international law.”—Adm. James P. Wisecup, President, US Naval War College (for Naval War College Review) “Although the policy of unrestricted air and submarine warfare proved critical to the Pacific war’s course, this splendid work is the first comprehensive account of its origins—illustrating that historians have by no means exhausted questions about this conflict.”—World War II Magazine “US Navy submarine officer Joel Ira Holwitt has performed an impressive feat with this book. . . . Holwitt is to be commended for not shying away from moral judgments . . . This is a superb book that fully explains how the United States came to adopt a strategy regarded by many as illegal and tantamount to ‘terror’.”—Military Review

Available in PDF, EPUB and Kindle. Book excerpt: The General Board of the Navy, in existence from 1900 to 1950, was a uniquely American and unparalleled strategic planning organization. As John T. Kuehn shows, this was the United States' first modern general staff in peacetime, as well as the nexus for naval thought and strategic thinking. The Board's creation reflected the reformist spirit of the era that also gave birth to the Army War College, the Army General Staff, and the Chief of Naval Operations. As such, the General Board and its mission also reflected an attempt to reconcile the primacy of civilian control of the military with an increasing need for more formal military and naval planning establishments, processes, and methods. Thus the General Board's very name reflected the idea shared by both corporate America and naval tradition that challenges and problems could be met with special, temporary organizational bodies. By the 1920s the General Board had become a permanent feature of the Navy and was regarded as the premier strategic "think tank" for advice to the Secretary of the Navy. Evolving over the course of its existence, the Board developed into a bona fide institutional component atop the service's hierarchy. Kuehn highlights how this small body, wielding immense influence over the span of its organizational life, was an innovative, progressive, and productive force for the security of the United States in peace and for naval success in war. The service of the men comprising the Board is little known, but their collaborative ethos should serve as a model for their modern counterparts. Kuehn's organizational history of the General Board provides context on the complexities and turbulence involved in building the modern Navy that transitioned over time from coal and sail to nuclear-powered warships. America's First General Staff offers the first single-volume history of the General Board of the Navy, as well as an analysis of the U.S. Navy during periods of great change in both peace and war.

Available in PDF, EPUB and Kindle. Book excerpt: Aircraft Carriers is the definitive history of world aircraft carrier development and operations. Norman Polmar’s revised and updated, two-volume classic describes the political and technological factors that influenced aircraft carrier design and construction, meticulously records their operations, and explains their impact on modern warfare. Volume I provides a comprehensive analysis of carrier developments and warfare in the first half of the twentieth century, and examines the advances that allowed the carrier to replace the battleship as the dominant naval weapons system. Polmar gives particular emphasis to carrier operations from World War I, through the Japanese strikes against China in the 1930s, to World War II in the Atlantic, Mediterranean, Arctic, and Pacific theaters. It begins with French inventor Clément Ader’s remarkably prescient 1909 description of an aircraft carrier. The book then explains how Britain led the world in the development of aircraft-carrying ships, soon to be followed by the United States and Japan. While ship-based aircraft operations in World War I had limited impact, they foreshadowed the aircraft carriers built in the 1920s and 1930s. The volume also describes the aircraft operating from those ships as well as the commanders who pioneered carrier aviation. Aircraft Carriers has benefited from the technical collaboration of senior carrier experts Captain Eric M. Brown and General Minoru Genda as well as noted historians Robert M. Langdon and Peter B. Mersky. Aircraft Carriers is heavily illustrated with more than 400 photographs—some never before published—and maps. Volume II, which is forthcoming from Potomac Books in the winter 2006-2007 (ISBN 978-1-57488-665-8), will cover the period 1946 to the present.
